Mr. Willis: To ask the Secretary of State for Education and Skills how many (a) primary schools and (b) secondary
schools were without a permanent head teacher for any period in the past 12 months. [192119]
Mr. Miliband: Teacher vacancy information is collected annually and gives the position on the census date in January of each year.
In January 2004 there were 440 vacant or temporary filled head teacher posts in nursery and primary schools in England and 80 in
secondary schools.
Posts are regarded as vacant or temporarily filled, irrespective of whether the post had been advertised or an appointment made but
not taken up, where: there is no incumbent who was expected to return; the post is either not covered or is being filled on a
temporary basis by a teacher with no contract or a contract of less than a year.

Mr. Willis: To ask the Secretary of State for Education and Skills what steps he is taking to ensure that young people and their
families are being prepared through the 13 to 19 curriculum for the effects of demographic changes to the workforce over the coming
decade and possible skills mismatches. [175845]
Mr. Miliband: The Government set out their strategy for the 14-19 phase of education in their policy document, 14-19: "Opportunity
and Excellence". They have asked the Working Group on 14-19 Reform to recommend how there might be greater coherence in vocational
learning programmes for all young people in their 14-19 education and on a unified framework of qualifications suitable for all
learners. The Group's interim report was published in February and its final report is expected in the Autumn. The Government have
already taken action to bring work related and vocational education into the mainstream of the secondary system to help address
skills needs. Among other measures: work related learning will become a statutory requirement for all at KS4 from September 2004;
qualifications such as the GCSEs in vocational subjects have been introduced to extend the curriculum offer; and programmes such as
"Increased Flexibility for 14-16 Year Olds" and "Young Apprenticeships" will provide off-site placements and experience of work for
students wanting more applied learning. The Skills Strategy, published in July 2003, set out an over-arching vision for equipping
individuals and employers with the skills they need in order to increase productivity, increase personal returns and close the
skills gaps with our international competitors.

A-level qualification in mathematics and (c) the percentage and number of full-time equivalent qualified mathematics teachers

(2) how many full-time equivalent mathematics teachers with post A level mathematics qualifications there were in secondary schools
in England in each year since 1997; and how many such teachers transferred to the further education sector in that period.

Mr. Miliband: [holding answer 26 March 2004]: Data about the subject qualifications held by teachers are collected
periodically through a sample survey of maintained secondary schools in England. The most recent survey was conducted in November
2002 and showed that 76 per cent. of the teachers who taught some mathematics held a post A level qualification in
mathematics, while 88 per cent. of mathematics periods were taught by teachers with a post-A level qualification in
mathematics. We estimate that at November 1996 there were approximately 20,200 full-time teachers, who had a post A level
qualification in mathematics, teaching some mathematics in maintained secondary schools. At November 2002 there were approximately
21,300.
Data on the number of unfilled teacher vacancies are collected through the annual survey of teachers in service and teacher
vacancies (Form 618g). At January 2003, there were 316 unfilled vacancies for full-time mathematics teachers in maintained secondary
schools in England, 70 fewer than in January 2002 and 94 fewer than in January 2001. In the 1999-2000 academic year the government
introduced Golden Hello incentives to encourage recruitment to teacher training courses in mathematics. Between 1998-99 and
September 2003 the number of mathematics teacher trainees rose by 74 per cent. from 1,120 to 1,950.
Data on the number of mathematics teachers employed in tasks other than teaching mathematics or who transfer from the maintained
schools sector to the further education sector are not collected centrally.

Mr. Miliband: [holding answer 26 June 2002]: There were 9,400 full-time equivalent more regular teachers in schools in January 2002
(provisional) than a year before. The following Table 9 shows the latest provisional teacher vacancy rates by Government office
region, which reflect turnover between schools as well as indicating schools' requirements for new teachers. The table was published
in SFR 05/2002 on 24 April.
The following Table 10, also from SFR 05/2002, shows vacancy rates by subject for classroom teachers in maintained secondary
schools.
Individual schools may find recruitment and retention easier or more difficult in particular subjects depending on their particular
circumstances, including geographical location, but such information is not collected centrally.

Mr. Timms: As in past years, the Government have no plans to publish the names of local education authorities whose information on
teachers in service and teacher vacancies had not been validated when Statistical First Release 05/2002 was issued on 24 April.
Statistical first releases are published on the basis that their contents should be considered to be provisional in their entirety.
Fully validated data will be published in the Teachers in England statistical volume in December 2002.

As in previous years, the provisional numbers of vacancies published in SFR16/2001 have changed slightly following further
validation checks on the data. The total vacancy figures for the nursery and primary phase remain unchanged at 1.2 per cent. and
2,110 posts. The total vacancy figure for the secondary phase has increased from 2,580 to 2,590; the rate remains unchanged at 1.4
per cent. The total secondary schools classroom teacher vacancy figure has increased from 2,470 to 2,480; the rate remains unchanged
at 1.4 per cent. The total vacancy figures for special schools remain unchanged at 2.2 per cent. and 280 posts.

Mr. Timms: The graph on page 11 of my social market foundation pamphlet shows two columns for 2001. The lower figure of 410,000 is
the number of teachers in post. The higher figure, of some 435,000, includes vacancies and occasional teachers covering for other
teachers. The figures are drawn from the publication "Statistical First Release on Teachers in Service and Teacher Vacancies"-- the
latest edition is for April 2001, and this is in the House of Commons Library and on the DfES website. The final column for 2006 is
a projection based on recent trends.

There is an annual census of teacher numbers and vacancies, the results of which are published in April each year.
The Department last conducted a secondary curriculum and staffing survey in November 1996. The possibility of conducting a further
secondary curriculum and staffing survey in 2001-02 is being considered and if undertaken the results will be published as soon as
possible.
The number of regular teachers in maintained schools increased by 6,900 between January 1998 and January 2000. There was a growth of
over 2,000 in the number of people training to be teachers between 1999-2000 and 2000-01, the first such increase since 1992-93.

Mr. Willis: To ask the Secretary of State for Education and Employment how many (a) speech therapists there are in (i) primary
schools and (ii) secondary schools in each local education authority, (b) vacancies exist for such a post and (c) people are in
training to be school speech therapists. [148705]
Jacqui Smith: This information is not collected centrally. However, DfEE, together with the Department of Health and the National
Assembly for Wales, recently commissioned a survey of NHS speech and language therapy services in England and Wales. The findings
from this survey are summarised in DfEE Research Report 239, published in November 2000. Two thirds of respondents to the survey
indicated that they operated a designated speech and language therapy service to mainstream schools. This provision is mainly
focused on primary schools.
Under the Standards Fund 2001-02, we are supporting expenditure of £82 million on special educational needs. We envisage that LEAs
will spend £10 million of this on enhancing speech and language therapy provision in conjunction with the NHS and the voluntary
sector.

Ms Estelle Morris: [holding answer 20 December 2000]: The Department does not routinely collect information on vacancy levels and
turnover rates among school governors.
Our proposals for streamlining governing bodies are designed to ensure that they focus on a less "hands on", more strategic approach
to their responsibility for raising standards in schools, leaving head teachers to manage the day-to-day business. The Consultation
on School Governing Bodies, launched on 18 November, also aims to lighten the executive burdens carried by governing bodies through
transferring some--particularly staff- related responsibilities to heads. If those changes are agreed, we believe that it would be
possible to have smaller governing bodies on which all the existing stakeholders would continue to be represented.
