The Department for Work and Pensions complies with correspondence reporting and data requests from the Cabinet Office. The data on responses to correspondence from MPs and Peers 2023 includes performance when responding to correspondence from members of devolved Parliaments and Assemblies. This information has not been separated out in this or previous reports. Correspondence performance data for 2024 will be published in due course.

We will strengthen the Migration Advisory Committee, and establish a framework for joint working with skills bodies across the UK, the Industrial Strategy Council and the Department for Work and Pensions. The needs of our economy are different across the regions and nations, and different sectors have different needs. Given that skills policy and employment support are devolved, we will work with the Scottish Government when designing workforce plans for different sectors. This will ensure that our migration and skills policies work for every part of the UK.

Obviously, the hon. Lady did not see yesterday’s announcement by the Secretary of State for the Environment, Food and Rural Affairs that there is going to be a review of convergence funding. No powers on agriculture are being removed from the Scottish Parliament, but there is a complete and utter lack of policy from the Scottish Government in relation to Scottish agriculture. They have brought forward no proposals for post-Brexit agriculture in Scotland.

I have to say that it was this Minister who gave the commitment that we would not undermine or in any way reduce the protection available to British workers’ employment rights in all the nations of the United Kingdom. Tomorrow, I am meeting Mike Russell, the Scottish National party’s representative, in Glasgow to discuss this sort of thing.

We are working closely with the Devolved Administrations and Territorial Offices, regularly meeting with officials and Ministers on levy implementation. The last Skills Ministers meeting was in February.
We want to ensure the levy works for employers wherever they are in the UK and will be publishing further information later this month.

The Government is continuing to engage with civic Scotland, members of the UK and Scottish Parliaments and the Scottish Government as the Scotland Bill progresses through its stages of parliamentary scrutiny. I am confident that the Scotland Bill will deliver the Smith Commission agreement in full and will be recognised as doing so.
