To ask the Secretary of State for Defence, whether three of the UK's 48 F-35B Lightning aircraft will remain in the US as test or training aircraft and not be available for operational commitments.
On current plans, the three 17 Squadron UK F-35B Lightning aircraft, based at Edwards Air Force Base in California, will remain in the USA to conduct Test and Evaluation (T&E) during the F-35 Follow-on Modernisation (FoM) phase. They continue to deliver the rapid design, integration and flight test of critical operational and safety technology modernisation.
As such, the 17 Squadron mission will continue to provide a critical contribution to the rapid development of Lightning capabilities, delivering significant operational benefits.

Flight sciences testing is intended to expand the operational envelope of the F-35 incrementally and safely. As at September 2016, 74.5% of F-35B Lightning flight sciences test points had been completed for the year. This was ahead of schedule.

The Ministry of Defence is actively engaged in initial operational test and evaluation planning as part of a joint F-35 test team with the United States. The plan is subject to appropriate scrutiny but no decisions have been taken on a phased start to testing.

The testing and integration programme for all three weapons remains on track to be delivered in line with the UK F-35B Lightning initial operating capability date of December 2018. The UK has a through-life cost for the F-35, which includes weapons integration testing; this figure cannot be broken out to provide a figure for the weapons integration element. Overall, the UK F-35 programme remains within its cost approval.

The shipborne rolling vertical landing (SRVL) manoeuvre is currently being trialled in an on-going programme of simulation testing. This testing will continue until the UK's first of class flying trials begin aboard HMS Queen Elizabeth, when SRVL will be trialled using UK F-35B aircraft.

Shore-based testing facilities for the Type 26 Global Combat Ship power and propulsion system will be established at General Electric's site at Whetstone, Leicester, and David Brown Gears Systems' in Huddersfield, West Yorkshire.
General Electric will supply the propulsion motor and drive system and David Brown Gears Systems will supply the propulsion gearbox.

The development and associated flight testing of the Block 3F software is due to be completed by the fourth quarter of 2017. This will allow operational test and evaluation to commence in time to support the UK's planned Initial Operating Capability of December 2018.

Shipborne rolling vertical landing (SRVL) testing will begin during the UK's F-35B first of class flying trials, which are scheduled to take place aboard HMS QUEEN ELIZABETH from 2018. SRVL testing is scheduled for completion in 2020. A programme of SRVL simulation testing will continue until first of class flying trials begin.

F-35B ski ramp jump testing at Naval Air Station Patuxent River began in 2015 and, as at 31 December 2015, 20 test launches had successfully been completed. The programme of test launches from the land-based ski jump ramp is scheduled to be completed in late 2017.

UK personnel observed the US Marine Corps trials on board USS Wasp in May 2015 and gained valuable experience of operating the F-35B at sea. This knowledge, along with a dedicated programme of trials will be used to certify the F-35B for use on the UK's new Queen Elizabeth Class aircraft carriers.
UK certification of the F-35B is an ongoing process, and is planned to deliver the necessary clearances to support the UK's carrier strike Initial Operating Capability from QUEEN ELIZABETH during 2018.
