Mr. Hope: To ask the Secretary of State for International Development what funding her Department is providing for intensive shrimp production in Bangladesh. [93703] Clare Short: We have recently agreed to provide £9.76 million to support the Government of Bangladesh's Fourth Fisheries Project. The project will engage government, non-governmental and community based organisations in improving aquatic resource management of inland waters and coastal polders. Fourteen per cent. of the funding will support a component for improving the shrimp production system. Our contribution is 25 per cent. of the total project requirements, which will be parallel financed with the World bank and the Bangladesh Government over five years. As a major supporter of sustainable fisheries development in Bangladesh for many years, we share local concerns about the environmental and social impact of past development of the shrimp industry. We have been able to influence development partners in this sector, using our expertise to provide strong environmental and social analyses in the design of the new project. This helped to put poverty elimination and environmental sustainability objectives at the centre of project design. For the shrimp component, we also helped to modify the focus of the project to the creation of more diverse and stable livelihoods in areas where shrimp are produced. The project plans to promote the production of shrimp by smallholders, but this is conditional on the outcome of a feasibility study in the first year which will fully consider social and environmental dimensions in consultation with the communities concerned and NGOs. The project will also support a regional initiative to develop a Code of Conduct for responsible shrimp culture.

Mr. Burgon: To ask the Secretary of State for the Environment, Transport and the Regions when he expects to announce new designations under the European Commission's Shellfish Waters Directive. [90923] Mr. Meacher: A list of 93 areas in England to be designated under the Shellfish Waters Directive has been placed in the House. New designations will be made in 76 locations and the existing 17 designations will be included within revised boundaries for those areas. These new designations take account of views expressed in a wide ranging public consultation exercise. I believe that they will more than meet the expectations of the shellfish industry. This extensive package of new designations will improve our environmental credentials in Europe. It represents very good news for the shellfish industry, the quality of whose harvests will be improved. But, more importantly from a water quality viewpoint, it should be good news for environmentalists, who should see yet further improvements in water quality around our coasts and in estuaries. Pollution control measures for designated waters will help improve nearby bathing waters. I believe that all shellfish waters currently in need of protection are now covered by the pollution prevention measures which apply following designation. But I will keep the situation under review so that other shellfish areas can be protected where necessary. For public health reasons, we need to minimise the levels of bacteria in shellfish. The Government's aim is that bacteriological standards should be achieved in designated waters which allow harvesting areas to achieve at least category B standard under the system applied by the Ministry of Agriculture, Fisheries and Food to classify shellfish harvesting areas for food safety purposes. We expect the total cost of improvements to continuous and intermittent discharges affecting shellfish waters in England to be around £81 million between 2000 and 2005. Much of this expenditure is necessary to achieve other water quality and environmental objectives, including those for bathing waters. The current Periodic Review of water company price limits will include allowance for the necessary investment by water companies.

Mr. Paul Clark: To ask the Minister of Agriculture, Fisheries and Food what plans he has to amend the measures to control landings by vessels of 20 metres and over landing whitefish and shellfish into the United Kingdom. [79986] Mr. Morley: Following representations from the fishing industry, the Fisheries Departments have looked at the designated port arrangements which came into operation on 5 January 1999 to see whether any changes should be made in advance of the wider review to be undertaken this Autumn. The main concern was over the lack of flexibility in providing notice of landings into non-designated ports and outside specified hours at designated ports. After careful consideration, we are allowing fishermen to give between 4 and 24 hours notice of landing and 4 to 72 hours notice where landings take place on a Sunday or Monday. The Department will also exercise discretion to waive the requirement to give 4 hours notice of landing in cases of force majeure or exceptional difficulty. Additionally, some adjustments are being made to the specified landing times for Brixham, Grimsby, Hull, Kinlochbervie, Lerwick, Lochinver and Oban and the specified landing location for Kinlochbervie. As part of the Autumn Review, the Fisheries Departments will consider the role which satellite monitoring will play in the operation of the designated port arrangements from 1 January 2000 and the provision of satellite position reports as an alternative to the prior notification of landings at non-designated ports and outside designated landing times at designated ports. The changes will take effect from 19 April and are being notified to the owners of all vessels of 20 metres and over.
