Mr. Wilkinson: To ask the Secretary of State for the Home Department if he will make a statement on changes to the immigration rules to facilitate the entry into the UK of information technology and e-commerce specialists. [157695] Mrs. Roche: The Government have made a number of changes in the immigration system in order to facilitate the entry into the United Kingdom of highly skilled people. The results of a fundamental review of the work permit system, operated by the Department for Education and Employment, were announced in the 2000 Budget statement and a range of measures have been introduced to streamline the system over the last year. This has led to a number of changes facilitating the entry of information technology and e-commerce specialists. For example, the skills shortages list, which makes it easier to obtain a permit where no European Economic Area (EEA) resident is available to fill a post, has been updated to include more information technology and e-commerce jobs. Additionally, to ensure that the system responds quickly to shortages, a sector panel for the Information Technology Communications and Electronics industry has been established. Also, to be eligible for a work permit, two years' post-graduate work experience is no longer needed, thereby enabling non-EEA students with specialist skills to work immediately after graduation in the UK. Other changes include a pilot scheme, launched by the Home Office in September 2000, to attract more business innovators to the UK. It is aimed at those entrepreneurs looking to develop business ideas in the service and technology sectors, especially e-commerce, even if they do not have substantial amounts of their own money to invest. 38 applications have so far been approved. We are also developing a scheme designed to allow individuals of outstanding ability to come to the UK to seek work. This will help the UK in competing for highly skilled workers.

[156797] Mr. Spellar: The Army has no plans to recruit actively from the Commonwealth and there is, therefore, no specific budget allocated to this area of recruitment. Applications are welcomed from Commonwealth citizens, subject to their meeting the normal entry criteria, irrespective of whether the Queen is head of state or not. Successful applicants are placed wherever vacancies exist according to their qualifications, performance at selection and preferences, where possible; there are no plans to institute "Commonwealth" regiments. Individuals enlist under the same terms and conditions of service as UK applicants and are required to swear an oath of allegiance to Her Majesty the Queen as head of the Commonwealth. The visits made to Fiji and St. Vincent and the Grenadines by army selection teams in 1999 and 2000 took place in order to process the large backlog of applications from these countries; no new recruitment was undertaken during these visits. The British Army has traditionally welcomed members of the Commonwealth as soldiers and officers. It is perhaps the spread of information via the world wide web and similar mediums that has increased the level of interest from overseas areas in recent months.

Dr. Tonge: To ask the Secretary of State for Health what progress has been made following the launch of initiatives designed to speed up the process through which refugee doctors find work in the UK. [151839] Mr. Denham: We have already approved the use of funds available within HRD to support initial work on obtaining data on numbers, geographic distribution and training career history of refugee doctors and dentists in the UK. The initiative has been extended to cover refugee nurses and other trained health professionals. A Department of Health Steering Group has been charged with managing, co-ordinating and promoting all aspects of the programme. Working with the many organisations in the field they will ensure that counselling, advice and training is made available to refugee health professionals wishing to use their skills within the National Health Service. Dame Lesley Southgate, President of the Royal College of General Practitioners, has agreed to chair the implementation group. £0.5 million has been allocated to fund the programme. As a first step in taking the initiative forward, we have commissioned the Refugee Council to set up a database on which details of medically and dentally qualified refugees can be collected. We have provided funding to set up a training centre specifically for refugee doctors. This centre is run by a GP in north London who originally came here himself as a refugee from Afghanistan. We are discussing with the Jewish Council for Racial Equality (JCORE) the possibility of hosting their Refugee Doctor's Guide on the Department of Health web-page. The Steering Group will consider all other bids and initiatives as part of an overall strategy designed to ensure that the NHS benefits from the services of as many trained health professionals as possible.

The Local Government Reorganisation affected Lancashire on 1 April 1998. From this date, Lancashire split to become three authorities: Lancashire, Blackburn with Darwen and Blackpool. The figures in the table for 1999 and 2000 are the addition of the three new authorities. The number of regular teachers (ie excluding short-term supply) in maintained schools in England increased by 6,900 between January 1998 and January 2000. There was a growth of more than 2000 in the number of people training to be teachers between 1999-2000 and 2000-01, the first such increase since 1992-93. From April 2001 new graduate recruits can expect to earn £17,000 a year (up 6 per cent. from the previous year) and starting salaries in inner London will rise to £20,000 (up 9 per cent. from the previous year).

Mr. Steen: To ask the Secretary of State for Health how much funding will be allocated to the recruitment and retention of dentists under the NHS Plan in each of the next three years; and how many dentists were employed in the NHS from outside the UK in each of the last three years. [153738] Mr. Hutton: [holding answer 14 March 2001]: Our strategy for modernising NHS dentistry was published in September 2000 "Modernising NHS Dentistry-- Implementing the NHS Plan". In that publication we announced that £100 million would be invested in NHS dentistry by April 2002. This year we have made available £4 million through the Dental Care Development Fund to reimburse dentists who expand their practices and treat more NHS patients. We are considering the need for a similar scheme in 2001-02 when we will also make available up to £35 million to modernise NHS dental practices and make commitment to the NHS even more worthwhile for dentists. A new Commitment Payment Scheme was introduced from April 2000 to reward dentists in the General Dental Services for their past and present commitment. We plan to spend a sum in the order of £18 million for payments made to eligible dentists in England in respect of 2001-02. From April 2001 the scheme will be revised and enhanced; we expect the funding to be around £22 million in respect of payment due in 2001-02. We are discussing with the profession additional financial support for dentists to undertake clinical governance, which will include clinical audit and peer review, and to support continuing professional development. Information about the number of dentists working in the National Health Service who have come from outside the United Kingdom is available only for dentists in the General Dental Services in England and is given in the table. Mr. Hood: To ask the Secretary of State for Education and Employment what the outcome was of the Employment and Social Policy Council held in Brussels on 6 March; if he will set out the Government's voting records at the Council; and if he will make a statement. [152826] Ms Jowell: Along with the Under-Secretary of State for Social Security, my hon. Friend the Member for Wallasey (Angela Eagle), I represented the UK at the Employment and Social Policy Council held in Brussels on 6 March. This was a busy Council with the Standing Committee on Employment also meeting in the margins. Council and Committee business focused on preparations for the forthcoming European Council in Stockholm on 23-24 March. The Commission presented its synthesis report, which will inform the social/employment dimension of Stockholm, together with their Scoreboard on the implementation of the Social Agenda and their Communication on New Labour Markets. Ministers also noted the inputs from the Employment Committee and the Social Protection Committee in the discussion on the preparations for Stockholm. The UK emphasised the importance of remaining focused on the priorities agreed at Lisbon, working towards creating choice and mobility in a dynamic and flexible labour market and, with Commission support, pressed for concrete outcomes at Stockholm: particularly in terms of basic skills, the skills and mobility taskforce, action on the gender pay gap, women entrepreneurs and a European employment target for older workers. The Council held an open debate on the sustainability of pensions systems and agreed that the Social Protection Committee would prepare a report for the European Council in Goteberg on 15-16 June. The Presidency reported on the agreement with the European Parliament for a series of amendments to regulation 1408/71 which co-ordinates social security for migrant workers moving within the EU. The Presidency formally reported on the recent series of informal Ministerial meetings held in Sweden, at Luleaë;, Norrkoping and Malmo. Under any other business, the Commission raised the recent ILO measures against Burma concerning forced labour and the ratification of ILO Convention no 182 on the worst forms of Child Labour. No substantive discussion was necessary on these items. There was a brief discussion of the Commission's proposals for evaluating the European Employment Strategy, with the Presidency agreeing to remit the issue to the Employment Committee. No votes were taken.
