Mr. Burgon: To ask the Secretary of State for the Environment, Transport and the Regions what reports he has received from the
Environment Agency and the Health and Safety Executive concerning the incident at the Cleansing Services Group Ltd. site at
Sandhurst in Gloucestershire on 30 October; and if he will make a statement. [161071]
Mr. Meacher: I have today placed in the Library copies of the progress report the Deputy Prime Minister has received from Sir John
Harman, chairman of the Environment Agency, on the incident that occurred on 30 October at the CSG Ltd. facility at Sandhurst. The
report has been compiled jointly by the agency and the Health and Safety Executive. It advises that, while no form of contamination
has been found off-site that might be hazardous to human health or the environment and there is no risk to the food chain, some
local residents have reported symptoms some time after the fire. The report also confirms that the investigation by the Environment
Agency and the Health and Safety Executive into criminal offences that may have been committed is on-going.
I understand the concerns of local residents about the incident and their calls for a public inquiry. The Prime Minister made it
clear in his response to a question from the hon. Member for Tewkesbury (Mr. Robertson) on 25 April 2001, Official Report, column
296, that we would make a determination as to whether there should be a full public inquiry as soon as we received this report. I am
now giving the matter urgent consideration and expect to make an announcement in due course.

Mr. Fabricant: To ask the Minister of Agriculture, Fisheries and Food what analysis has been made of dioxins and other materials
emitted by slow burning wood fires with particular reference to (a) foot and mouth cremation pyres and (b) forest fires. [158415]
Mr. Meacher: [holding answer 23 April 2001]: I have been asked to reply.
The Department of Health has recently published a risk assessment "Foot and Mouth--Effects on Health of Emissions from Tyres Used
for Disposal of Animals" (available on www.doh.gov.uk). The risk assessment provides estimates of the release of dioxins and other
air pollutants from pyres and predicted concentrations in air.
My Department has undertaken air quality monitoring in the vicinity of some larger pyres, being used to dispose of animal carcases.
Some local authorities have also instigated such monitoring. In addition, the Environment Agency have assisted Government by
monitoring and modelling air pollution in the vicinity of pyres.
Air quality monitoring has been undertaken at Sennybridge in Wales, and Holsworthy, Chumleigh and Okehampton in Devon. A limited
survey was also undertaken around one pyre in Allerdale, Cumbria. At all sites, measurements of sulphur dioxide, nitrogen dioxide
and particles (as PM10) have been made, and found to be generally low. At Sennybridge, Holsworthy, Okehampton and Allerdale
monitoring for polyaromatic hydrocarbons, dioxins and polychlorinated biphenyls has also been carried out. Dioxin concentrations in
air have been reported by Powys county council, measured in the vicinity of the pyre at Sennybridge, and Allerdale district council
in the vicinity of the Allerdale pyre. At these sites dioxin concentrations in air, measured at locations between 1 km and 2 km from
the pyres, ranged between 2.57-8.16 fg/m{3} I-TEQ. These concentrations are low when compared with average urban levels, and are of
a similar order to those currently found in rural areas of the UK.
I am not aware of any corresponding work in relation to forest fires in the UK. However the national atmospheric emissions inventory
estimates that 2 per cent. (5.8g) of the UK's annual emissions in the UK in 1999 was derived from natural fires.

Mr. Meacher: [holding answer 15 March 2001]: Three reports from the Environment Agency and the Health and Safety Executive (HSE)
have been received and placed in the Library of the House:
1. Interim report of the joint investigation by the Agency and HSE under the Control of Major Accident Hazards (COMAH) Regulations.
The possible contravention of waste management controls is also being covered by this investigation;
2. Final report of the quality assurance review of the Agency's regulatory actions; and
3. Final report of the review carried out by HSE as part of its major incident handling.
The final report of the joint investigation (Report One) will be split into two parts. Part 1 will report on the COMAH investigation
into the cause of the fire and will be submitted to the European Commission by 12 April. It will not include decisions on
prosecution. Part 2 will report on the Agency's and HSE's views on liability and prosecution of the operator. In the light of
Counsel's advice, the Agency advise that they now expect Part 2 to be completed and submitted to Ministers by late summer. A
progress report, providing an indication of possible breaches of the waste controls, will be submitted to Ministers by 30 April.

Mr. Jenkin: To ask the Secretary of State for the Environment, Transport and the Regions how many road fund licences were unpaid in
(a) Essex and (b) Kent at the end of February; what the procedure for collecting the moneys due for unpaid road fund licences is;

Mr. Hill: A roadside survey conducted in 1999 estimated that there were 43,000 unlicensed vehicles in Essex and 44,000 in Kent.
Vehicle excise duty (VED) evaders are required to pay an out-of-court settlement or in more serious cases face prosecution. Some
612,000 were penalised last year. In addition a scheme is in place to wheelclamp, impound and dispose of unlicensed vehicles. Over
333,000 motorists have been encouraged to relicense thus far as a result of the scheme over the three and a half years it has been
in operation.
The maximum fine for VED evasion is a £1,000 or five times the annual rate of duty, whichever is the greater. In addition a penalty
equal to the amount of duty owed must be paid, together with costs.

Mr. Gordon Prentice: To ask the Secretary of State for the Home Department how many fires in (a) houses, (b) sheltered accommodation
and (c) residential care homes took hold in upholstery which had not been treated with fire retardants in the last 12 months for
which figures are available. [148944]
Mr. Mike O'Brien: The information requested is contained in the table. The information provided by fire brigades distinguishes
between upholstery containing combustion modified foam, which would comply with the Furniture and Furnishings (Fire) (Safety)
Regulations 1988, as amended, and upholstery containing other foams and fillings which do not. It is not possible to give a figure
for the number of fires which may have started in upholstery treated with any form of proprietary flame retardant treatment. The
information in the table relates to fires attended by local authority fire brigades in 1999 where upholstery furniture was the
material first ignited.

Carbon monoxide (CO) poisoning
I refer my hon. Friend to my answer of 13 November 2000, Official Report, column 479W which provided information on carbon monoxide
poisoning deaths from all fossil-fuelled appliances from 1985-2000, and carbon monoxide poisoning deaths from the supply and use of
flammable gas from 1981-2000. These data do not separately identify poisoning deaths in homes in multiple occupation, and it is not
therefore possible to provide the additional information requested.

Executive under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 for the three years up to 31 March
2000:

Further analysis of the causation of the incidents would be required before it could be determined precisely how many of these
deaths would have been prevented had excess flow valves been fitted. In the judgment of the Health and Safety Executive the majority
of the incidents, including those arising from gas escapes from mains and user error in failing to light an appliance after turning
it on, would not have been prevented by the presence of an excess flow valve.
However, the Executive will consider further the safety case for the use of such devices in the context of developing the
safety-related research strategy proposed in the Health and Safety Commission's recently published Gas Safety Review report.

Mr. Mullin: This information is not available centrally in England. However, in 1996, it was estimated that 27,500 traditional HMOs
(bedsits) and purpose-built HMOs in England were unfit under section 352 of the Housing Act 1985 due to inadequate "means of
escape". This was approximately 30 per cent. of the total number of these dwellings. There is no centrally available information for
Wales.
