Mr. Chaytor: To ask the Secretary of State for Health what guidelines he has issued to NHS trust chief executives in respect of
public statements by doctors working for trusts. [157904]
Mr. Denham: On 25 September 1997, my right hon. Friend the Secretary of State, then Minister of State for Health, wrote to National
Health Service trusts and health authorities reinforcing guidance issued in Executive Letter (93)51--"Guidance for staff on
relations with the public and the media". In his letter my right hon. Friend said that he wanted to ensure that any member of staff
working in the NHS feels able to raise concerns about health care matters in a responsible manner without fear of victimisation.
The Department of Health issued further guidance to all NHS trusts and health authorities on 27 August 1999, following the coming
into force of the Public Interest Disclosure Act 1998. Health Service Circular 1999/198-- "The Public Interest Disclosure
Act"--states that every NHS trust and health authority should have in place policies and procedures which comply with the provisions
of the Act. A copy of HSC 1999-198 is available in the Library.

Mrs. Lait: To ask the Secretary of State for Social Security (1) how much he estimates will have been spent on the current pensions

pensions, if he will set out details of the working study of pension provision uptake; [154147]
(4) what plans he has to monitor the new pension provisions for people who responded to the pension advertising campaign and who
received copies of the new pension guide. [154064]
Mr. Rooker: The costs for developing, running and evaluating the pensions education campaign will be in the region of £6.5 million.
We are advertising on TV, in the national press, in selected magazines and in the cinema.
The broadcast media used for this campaign was selected to ensure that the new campaign made an impact and that the target audience
was reached in the most effective way.
The brief only formed a starting point for the agency and covered areas other than the current pensions education campaign.
The campaign will be evaluated in a number of ways, including quantitative tracking research. We will also monitor hits to the
website, numbers of orders placed and leaflets sent. Over the longer term we will be looking at take-up of different pension
provision.
A summary of quantitative tracking research on the pensions education marketing campaign will be placed in the Library in the
summer.
We are conducting quantitative tracking research on the campaign as well as longer term monitoring of pension provision.

Mr. Robin Cook: The then Deputy Head of the FCO News Department answered this question two years ago in his evidence to the
Committee on Standards and Privileges (Eighth Report of Session 1998-99).
The allegations recently published by Mr. Nicholas Jones contradict nothing that was said at the time. From my first answer on this
issue, on 23 February 1999, Official Report, column 259W, I made clear that we had responded to leaks by others to the press, that
the FCO had received a copy of the final Report at 0800 on 9 February, and that subsequently the press were briefed orally on my
initial reaction. There is therefore nothing to add to the evidence provided to the Standards and Privileges Committee or to my
answers to Parliamentary Questions at the time.

Mr. Robin Cook: The then Deputy Head of the FCO News Department answered this question two years ago in his evidence to the
Committee on Standards and Privileges (Eighth Report of Session 1998-99).
The allegations recently published by Mr. Nicholas Jones contradict nothing that was said at the time. From my first answer on this
issue, on 23 February 1999, Official Report, column 259W, I made clear that we had responded to leaks by others to the press, that
the FCO had received a copy of the final Report at 0800 on 9 February, and that subsequently the press were briefed orally on my
initial reaction. There is therefore nothing to add to the evidence provided to the Standards and Privileges Committee or to my
answers to Parliamentary Questions at the time.

Mr. Wilson: [holding answer 8 February 2001]:
(i) Public Opinion Research: I refer the hon. Member to the answer given to him on 17 December 1998, Official Report, column 721. In
the present financial year, the FCO has spent £43,000 on preliminary public opinion research on consular matters.
(ii) TV, Radio and Newspaper advertising: I refer the hon. Member to the answer given to him on 17 December 1998, Official Report,
column 721, and to the answer given to the hon. Member for Hertsmere (Mr. Clappison) on 9 January 2001, Official Report, column
504W. There have been no further consular publicity campaigns on TV or Radio or in the newspapers. The FCO has advertised in the
region of 200-250 recruitment campaigns since 1996. It would involve disproportionate costs to establish a breakdown of expenditure.
The European Union Command advertised its Europe Day 2000 in Metro at a cost of £8,539.
(iii) Direct mail: Since the answer given to the hon. Member on 17 December 1998, Official Report, column 721, approximately £200
has been spent on direct mail by the European Union Command.

Dr. Reid: The total expenditure and the breakdown of expenditure for the Department for the financial years (a) 1996-97, (b)
1997-98, (c) 1998-99 and (d) 1999-2000 can be obtained from the Northern Ireland Office 2000 Departmental Report (CM 4621).
The planned expenditure for 2000-01 is as follows:

publicity campaigns include research on the best ways of communicating the benefits of parents getting more involved in their
children's education; of employers recruiting disabled people; and of people taking up jobs in child care occupations. Expenditure
on advertising in 2000-01 includes £1,958,111 to raise awareness among young people of the benefits of staying on in learning;
£2,116,779 to increase participation in New Deal 50+; £1,815,141 to encourage those out of work to take up taster courses in ICT and
£2,178,120 to encourage recruitment into the child care sectors.
