estimate that the following numbers of sight tests were carried out among the 70,500 people, aged 60 and over, whom we estimate are
resident in Sefton.

Yvette Cooper: In April 1999, we introduced the standard that patients with suspected breast cancer referred urgently by their
general practitioners should be offered an appointment with a specialist within two weeks of requesting an appointment. Central
monitoring of this information began in April 1999. The table gives the number of urgent breast cancer referrals seen in Sefton
health authority between 1 April 2000 and 31 December 2000. Data for 1 January 2001 to 31 March 2001 will be available in June 2001.
Central monitoring on all other urgent suspected cancer referrals, including bowel cancer, began on 1 January 2001 and the first
data will be available later this year.

Mrs. Curtis-Thomas: To ask the Secretary of State for Education and Employment if he will make a statement on nursery provision in
each year since 1996 in the Borough of Sefton. [151332]
Ms Hodge: Table 1 shows the amount of funding available through the Nursery Education Grant, Childcare Grant, European Social Fund
and the 0-5 sub-block of the Education Standard Spending Assessment to Sefton local education authority in each year since April
1996.
Table 2 shows the number of early education places created through Nursery Education Grant and other local education authority
resources (including the 0-5 sub-block of Education Standard Spending Assessment). This table also shows the number of new places
created using the Childcare Grant.
From September 1998, all four year olds have been able to access a free, part-time, early education place. From April 2001, Sefton
will be able to offer every three year old a nursery education place funded through either Nursery Education Grant or the LEA's own
resources.
From September 2004, all three year olds in England will be entitled to a free early education place.

Of the total allocation for Merseyside for 2001-02, £5.163 million has been allocated to Sefton Metropolitan Borough Council (MBC).
This covers both maintenance (principal road and bridge maintenance) and the integrated transport block, which includes the other
elements referred to in the question. It is for Sefton MBC to decide how it will spend this allocation, but expenditure should be in
accordance with the aims and objectives of the local transport plan for Merseyside.
The indicative allocations for 2002-03 to 2005-06 are Merseyside area wide, and the five local authorities will together decide the
exact allocation to each on an annual basis.
Financial 2000-01
The allocation to Sefton MBC for 2000-01 was £2.847 million. This represents Sefton's share of the £22.967 million block allocation
to Merseyside for the maintenance and integrated transport programme contained in the `provisional' Merseyside Local Transport Plan.

Prior to the introduction of Local Transport Plans, local transport funding was allocated under Transport Policies and Programmes
system. Funding was allocated in four areas and the figures for Sefton MBC are detailed in the table.

Jacqui Smith: The table shows those schools in the borough of Sefton which are benefiting from investment through the New Deal for
Schools programme, allocated over the four years from 1997-98 to 2000-01. These allocations total £6.768 million. In the same
period, Sefton local education authority has been allocated some £19.536 million of funding in total for capital investment in
schools.
A total of £196,000 of Seed Challenge funding was made available to Sefton local education authority in 2000-01. The authority will
be able to provide a breakdown of individual projects and costings. 2000-01 is the first year in which Seed Challenge funding has
been allocated to local education authorities.
In January this year, we announced that the New Deal for Schools would be extended over the next three years to 2003-04. Allocations
which will benefit schools in Sefton local education authority, announced in January 2001 under the New Deal for Schools, total
£11.23 million over three years; of this, £1.89 million is for 2001-02, £3.69 million for 2002-03 and £5.65 million for 2003-04.
This funding does not include the new £550 million New Deal for Schools Modernisation programme for which detailed allocations will
be announced later this year.
An increase in Seed Challenge funding was also announced in January 2001, with allocations to Sefton local education authority
totalling £970,000 over the three years to 2003-04. This comprises £220,000 in 2001-02, £375,000 in 2002-03 and £375,000 in 2003-04.
It will be for Sefton local education authority, working with local schools and within guidelines provided by the Department, to
allocate this new funding to individual school projects.

Ms Estelle Morris: In the 2000 Key Stage 2 tests, 80 per cent. of Sefton's 11-year-olds achieved the expected standard for their age
in English, an increase of 15 percentage points since 1996. In mathematics, 77 per cent. of pupils achieved the expected standard, a
16 percentage point increase since 1996. These results are clear evidence of the success of the National Literacy and Numeracy
Strategies.

Ms Estelle Morris: For Sefton, SSA has increased form over £106 million in 1997-98 to £132 million in 2001-02. During this period
over £27 million has been allocated to schools capital. In 2001-02 over £12 million has been allocated for other grants, including
the Standards Fund and School Standards Grant. Under this Government, funding nationally per pupil has already increased by over
£300 in real terms, and it will increase by a further £150 per pupil for 2001-02.

Ms Beverley Hughes: As we made clear to Sefton when announcing our decision on the Commission's recommendations, it is for the
council to improve its services throughout the borough and to ensure that it is more in touch with its local people.
With the enactment of the Local Government Acts 1999 and 2000 Sefton, as all other councils, are under a duty to obtain best value
in their service delivery and to come forward with a new constitution ensuring more efficient, transparent and accountable decision
taking.
