Mr. Spellar: Since early 1998, numerous have been removed from HMS Intrepid and used to replace equipment on HMS Fearless. I will
write to the hon. Member with a list of those items and a copy of my letter will be placed in the Library of the House.
HMS Intrepid is held at a low readiness state commensurate with force levels endorsed within the Strategic Defence Review. All the
items that have been removed could be refurbished or replaced and she could, if necessary, be returned to operational service within
the readiness profile agreed in the Strategic Defence Review process.

Mr. Alan Johnson: I recognise that the present uncertain situation must be very worrying for the employees of Cammell Laird and
their families, as well as for the company's suppliers and others. I am hopeful that the Receiver will be able to find a buyer for
the business or yards so as to preserve as much employment as possible. The Government are in close touch with the Receiver to
assist him in finding a buyer.

Mr. Hoon: [holding answer 24 April 2001]: I refer the hon. Member to the answer I gave on 9 March 2001, Official Report, column
359W, to my hon. Friend the Member for Hendon (Mr. Dismore). The commercial shipbuilding contracts for the two ships to be built by
Harland and Wolff have been taken over by the Ministry of Defence. These contracts will be managed on our behalf by AWSR Shipping
Ltd.
Negotiations on the Private Finance Initiative contract for the full Strategic Sealift service are proceeding and we expect to place
a contract shortly. As a result of the adoption of a parallel build programme in two yards, it is planned that the full Strategic
Sealift capability will be available by 2003, some two years ahead of the planned in-service date. Until then, a provisional service
is being managed by MOD, providing an enhanced level of sealift compared to that previously available.

Mrs. Liddell: Subject to agreement on satisfactory terms and conditions, the Ministry of Defence intends to place orders for two
Alternative Landing Ships Logistics with BAE Systems at Govan. I understand that the yard has also secured other commercial and
defence contracts. These orders further help the position of the yard until potential work on the First of Class for the Type 45
Destroyers materialises. Management and unions at the yard recognise the need to secure further short-term work.

ferries; and what safeguards his Department has put in place to ensure that when on his Department's business all six ro-ro ferries
are manned by British seamen. [155317]
Mr. Hoon: AWSR Shipping Ltd. will manage the shipbuilding contract with Harland and Wolff on the MOD's behalf until the ships are
delivered to the company. Negotiations continue with AWSR for the PFI service contract, which we expect to be signed within the next
few months. The terms will reflect the cost of the shipbuilding contract management service to the Ministry of Defence.
AWSR Shipping Ltd. have bid, and will be required under contract, to provide British seafarers eligible to be called out as
sponsored reserves to crew all six ships when on Ministry of Defence business.

Mr. Syms: To ask the Secretary of State for Defence if he will make a statement on warship building in the UK. [152725]
Dr. Moonie: The strategic defence review announced the largest warship-building programme for many years amounting to over 30 major
vessels. It remains Government policy that all warships for the Royal Navy will continue to be built in the UK. This commitment,
together with the size of our forward programme, offers a platform for UK Industry to plan ahead and modernise. This in turn will
allow them to improve their competitiveness for naval export orders, and in competing for the commercial opportunities that are
essential if the existing capacity is to be maintained or enhanced.
In the last nine months, this Government have placed orders for two survey vessels with Vosper Thornycroft (UK) Ltd. and announced
the company as the preferred bidder for the provision of three offshore patrol vessels; a prime contract for the design and build of
the first three type-45 destroyers was placed with BAE Systems Electronics; and we have ordered the design and build of two
alternative landing ships logistic from Swan Hunter (Tyneside) Ltd. My right hon. Friend the Secretary of State for Defence has also
announced that, subject to satisfactory terms and conditions being negotiated, the BAE Systems Marine yard at Govan will receive an
order for an additional two alternative landing ships logistic. These orders and announcements will create or secure several
thousand jobs in UK shipyards and their ancillary industries throughout this country.
Over the next few years, orders will be placed for the follow-on batches of Astute class submarines and type-45 destroyers, and also
for the detailed design and build of the future aircraft carriers. Our longer-term plans include the future surface combatant
programme to replace the current type-22 and type-23 frigates and a variety of other vessels.

Mrs. Liddell: Shipbuilding in Scotland remains competitive. Orders for Landing Ships and First Class Type 45 destroyers for the
Ministry of Defence and also orders for merchant ships for Stirling Shipping will all result in work for Clyde yards. Nevertheless,
each year will have to continue to work hard to win orders. For my part, I will continue to do all I can to support shipbuilding on
the Clyde.

Dr. Moonie: [holding answer 15 February 2001]: The invitation to tender issued in April 2000 was based on our original requirement
for two Alternative Landing Ship Logistics (ALSL) with an option for up to a further three. Bids were submitted by interested
companies on this basis. In light of recent operating experiences, in particular in Sierra Leone and Mozambique, we decided to
procure a further two ALSLs making four in total. These vessels will provide us with significantly enhanced operating capability, in
particular increased lift capacity and the ability to off-load in a wider range of sea conditions. They will also provide better
long-term value for money for the taxpayer than running a mixed fleet of two new ALSLs and three ageing LSLs until the latter are
replaced. Funding for the extra vessels will come from the Defence Votes.
In deciding where to place the contract for the additional two ALSLs, all the shipyards associated with the final tender process
were considered. A range of factors were taken into account including value for money considerations and operational benefits
resulting from an early delivery. On balance, the best option was for two vessels to be built by Swan Hunter and two by BAE Systems
Marine using a common design.
The estimated value of both contracts will be £300 million but this is dependent upon the successful conclusion of the negotiations
currently under way with BAE Systems Marine. The price for the two vessels to be built by BAE Systems Marine at Govan will be
governed by the firm price agreed for the two vessels being built at Swan Hunter.
The detailed costs associated with a split order are commercially sensitive as we are currently negotiating separately with Swan
Hunter for lead yard service support to Govan, and with BAE Systems Marine for the build of the two additional ALSL vessels at
Govan. This information is therefore withheld under Exemption 7 (effective management and operations of public service) of the Code
of Practice on Access to Government Information.
We keep under review a broad assessment of whether there is sufficient capacity in UK shipyards to undertake our forward Royal Navy
and Royal Fleet Auxiliary shipbuilding programme. Our assessment indicates that there remains sufficient capacity in UK shipyards to
undertake our current and forward warship building programme including all four ALSLs.
