Norman Lamb: To ask the Chancellor of the Exchequer if he will make a statement on debt relief in respect of those countries
affected by famine in Africa. [78245]
John Healey: The Government are very concerned about food crises in Africa and is acting decisively to limit the impact of famine on
those countries affected. We have already committed a total of £68 million for humanitarian assistance and recovery programmes to
the region and will continue to monitor the situation closely. Of the eight countries currently affected by famine, 4 are already
benefiting from US$11 billion of debt relief that has been committed under the HIPC initiative.
DfID's Southern Africa Humanitarian Crisis Unit (SAHCU) is currently being established in Johannesburg. The unit will assist the
ongoing DfID response, carry out situation and needs assessments; and identify opportunities for further UK interventions if
necessary.
As part of this commitment to providing humanitarian assistance, DfID is supporting infrastructure programmes, such as the
rehabilitation of the rail link between the port of Nacala in Mozambique and land-locked Malawi. The improved link is essential to
the special emergency operation being run by the World Food Programme on behalf of the Malawian government to get food to those most
at need. The total cost of the programme is £4.26 million, £4.1 million of which will be funded by DfID.
In Malawi, Zambia and Zimbabwe food shortages have followed a poor season when coping mechanisms are already stretched. Poor
governance has played a major role in the shortages, particularly in Zimbabwe where lack of inputs for small-holder agriculture, and
the ruling party's disastrous economic and land policies, have both caused shortages and undercut survival strategies. Throughout
the region HIV and AIDS has also weakened communities' capacity to cope with additional stress.
The crisis underlines the need for good governance in Africa. The three worst affected countries (Malawi, Zambia and Zimbabwe) have
been hit by drought, but have also suffered in varying degrees from economic problems and poor governance, which have turned a fall
in agricultural production into a crisis. The drought has been exacerbated by corruption in Zambia under the previous
administration, poor management of food stocks in Malawi, and disastrous land and economic policies in Zimbabwe.
At the spring meetings of the IMF and World Bank, the UK argued strongly that we should be prepared to use the flexibility in the
HIPC initiative to provide additional debt relief to ensure a robust exit from unsustainable debt, particularly for those countries
affected by extreme circumstances.
The Government is working to strengthen the HIPC initiative to help the most vulnerable countries. In a speech to the United Nations
General Assembly Special Session last year, the Chancellor set out the UK's agenda for strengthening the HIPC initiative. In
addition to pressing for more cautious forecasts to assess debt sustainability, the Chancellor stressed the importance of additional
debt relief (or topping-up) at Completion Point for those countries which have experienced external shocks such as natural disaster.
In order to deliver these reforms, the UK has called for a further $1 billion to the HIPC initiative.
At Kananaskis the UK was at the forefront of the international debate on debt relief, helping to secure agreement from the G7 that
they fund their share of the $1 billion financing shortfall in the HIPC initiative. The UK is the second largest donor to the HIPC
Trust Fund, pledging over $300 million in total since 1999.
Ahead of the September meetings the UK made clear that, once again, we were prepared to shoulder our share of the burden, and called
on other countries to follow our lead. The Development Committee welcomed these announcements of support and called upon other
countries to make firm pledges and contributions as early as possible. I am pleased to report that, at a recent HIPC Technical
Meeting in Paris, not only did the UK reaffirm its commitment to providing $120 million towards the $1 billion financing gap, but
was joined by nearly all donors in making firm commitments totaling around $850 million.

Margaret Beckett: Under the Energy Crops Scheme and the Woodland Grant Scheme planting grants are payable to growers. In the case of
crops to provide fuel for the ARBRE power station growers assigned the payments to ARBRE Energy and this Department and the Forestry
Commission were asked to make the payments to the third party. 12 growers qualified for grants to plant crops to provide fuel for
ARBRE under the Energy Crops Scheme. A further 46 growers qualified for grants under the Woodland Grants Scheme. The Energy Crops
Scheme requires that crops are used for the production of energy but it is too early to consider any recovery of grant as
discussions are continuing on the future of ARBRE. Should it become necessary the Department will work closely with growers to
access one of the alternative energy markets.

Mr. McNulty: No payments have been made by the Office of Deputy Prime Minister, or its predecessor Departments, since arrangements
were put in place in 1999 toward repaying local authority housing attributable debt on transfers of fewer than 499 dwellings. The
Office of the Deputy Prime Minister does not keep a record of local authorities who have transferred fewer than 499 properties to
registered social landlords, the cost to the local authority of professional fees, other relevant transfer costs or capital receipts
in such transfers.

Alan Simpson: To ask the Secretary of State for Work and Pensions, what progress has been made in developing improvements to the
Fuel Direct scheme; what the purpose of an improved scheme will be; and by what date a revised scheme is likely to be in place.

Malcolm Wicks: The Fuel Direct scheme is designed to protect the fuel supplies of people receiving income- related
benefits--particularly families--who have run up arrears, by making payments direct from their benefit to the supplier until the
debt is cleared. The scheme works well and there are no plans for a radical overhaul.
As part of the Government's Fuel Poverty Strategy the Department has been working with the Office of Gas and Electricity Markets
(Ofgem) to make a number of operational improvements to the scheme for the benefit of both customers and suppliers. The first stage
of these improvements was introduced in March 2001 and work is underway to further modernise the scheme.

Miss McIntosh: To ask the Secretary of State for Transport pursuant to his answer of 15 January, Official Report, column 208W, what
plans he has to introduce legislation to provide powers to impose a levy to recoup the costs of the Air Travel Trust Fund; what
action he plans to take to defray their debts; and what contingency plans he has made to deal with the situation following the

Mr. Jamieson: As my right hon. Friend the Minister for Transport said previously, we will introduce a draft Bill to secure the
necessary powers to impose a levy when a suitable legislative opportunity arises. The debts of the Air Travel Trust Fund (ATTF) are
currently covered by a commercial loan backed by Government guarantee.
In the event of a collapse of a travel organiser which offers holidays including air travel, the Civil Aviation Authority would,
under the terms of the Air Travel Organisers Licence (ATOL) scheme, refund or repatriate those customers affected. The Government
would ensure that any subsequent calls on the ATTF would be met.

Mr. Cameron: To ask the Secretary of State for International Development what progress has been made in writing off debt for Malawi;
and if she will make a statement. [78445]
Clare Short: Malawi is currently eligible for interim debt relief under the Enhanced HIPC (Heavily Indebted Poor Countries)
Initiative amounting to some US$91.4 million in total. Relief in 2001 was about $27 million and is estimated at about $50 million
(including Japan) for 2002. This relief should be used for increased spending on health, education, and other social priorities.
Subject to satisfactory performance, Malawi is scheduled to reach its HIPC Completion Point in the second half of 2003. At this
stage, all of Malawi's eligible debt under the initiative will be irrevocably cancelled.
