Joan Ruddock: To ask the Secretary of State for Health whether the advice of the Deputy Chief Medical Officer, issued in MAFF News Release 83/97 and in MAFF Food Safety Information Bulletin December 1998, on preparation of fruit and vegetables for small children, has been revoked; and what his Department's policy is on the advice of the Food Standards Agency that fruit and vegetables do not need to be peeled before being given to young children in order to reduce pesticide residues. [71494] Ms Blears: The Food Standards Agency (FSA) has advised that washing or peeling fruit and vegetables is not required as a protection against pesticide residues (issued on the FSA's website, www.food.gov.uk, on 26 March 2002). However, the FSA continues to advise that it is sensible to wash fruit and vegetables before eating for reasons of general food hygiene. This follows the FSA's request to the Advisory Committee on Pesticides (ACP) to reconsider the then Deputy Chief Medical Officer's (CMO) advice to consumers about washing and peeling fruit and vegetables in relation to pesticide residues. The ACP assured the Agency and the Department that there are no active substances currently in use where an assumption about the need for washing and peeling was made as part of their approval. The ACP concluded that washing or peeling fruit and vegetables is not required as a protection against pesticide residues and this effectively supersedes the old advice. The FSA's advice is that when pesticide residues are found in fruit and vegetables, in the vast majority of cases they do not give rise to any health concerns. Where, very occasionally a residue is found which could lead to the acceptable daily intake for the pesticide concerned being exceeded the FSA demands immediate action to remove that risk.

Mr. Hood: :To ask the Secretary of State for Environment, Food and Rural Affairs what the outcome was of the Agriculture Council held on 27 June; what the Government's stance was on each issue discussed, including its voting record; and if she will make a statement. [67730] Margaret Beckett: :I represented the United Kingdom at the Agriculture Council meeting in Luxembourg on 27 June 2002. The Council received progress reports on Commission proposals concerning the control of zoonoses and a common market organisation for ethyl alcohol, and reached provisional political agreement on a proposed framework regulation laying down general food hygiene rules. It noted there was no qualified majority support for or against a proposal to register "feta" as a protected legislation of origin. Under the relevant procedures, this means the Commission will be able to adopt the measure under its own powers in due course. During a brief discussion of BSE, Commissioner Byrne called on the French Government to comply with the ECJ's ruling on its illegal ban on British beef exports. The French Minister announced their intention to defer implementation of their national rules banning spinal cord from sheep over six months old until January 2003. I subsequently followed up both these points bilaterally with my French counterpart. The Council discussed Presidency papers on the future of the EU's Veterinary Fund, the CAP fruit and vegetables regime and the use of agricultural insurance as a risk management tool. It also received a presentation from Commissioner Fischler on the medium term prospects for the main EU agricultural markets, in advance of his proposals for CAP Reform, which are expected on 10 July.

Mr. Jim Murphy: To ask the Secretary of State for Health what assessment he has made about possible links between the use of chemicals in vegetables and cancer of the oesophagus. [58158] Ms Blears: Reports of links between chemicals in vegetables and cancer of the oesophagus relate to speculation concerning possible effects of nitrate. I am informed that the Food Standards Agency (FSA) is aware of the scientific developments in this area and is investigating the matter. Vegetables, particularly green leafy vegetables, contain the highest concentrations of nitrate in the diet. Although some of this nitrate comes from the use of conventional and organic nitrogen fertilisers on crops most is naturally occurring. Low light intensity during the growing period is the main influence on nitrate concentrations in plant tissue. Many studies have investigated the possibility of a link between nitrate and cancer, but these have failed to provide convincing evidence that nitrate intake in the UK causes cancer. A new study by Professor McColl at the University of Glasgow has speculated on a possible association with oesophageal cancer in Scotland. The FSA agree with Professor McColl that the results are preliminary and require further investigation. Other areas of the United Kingdom with high nitrate intakes do not show similar high levels of the oesophageal cancer reported in Scotland. There is also new evidence available which suggests that dietary nitrate has beneficial effects. The FSA has commissioned a three-year project to characterise the potential benefits versus possible toxicity to humans from nitrate in the diet. The results of this work will be available later this year.

Mr. Liddell-Grainger: To ask the Secretary of State for Environment, Food and Rural Affairs what recent guidelines have been introduced to monitor pesticides on vegetables and fruit. [55193] Mr. Morley: The Government conduct an annual pesticide residues surveillance programme for fruit and vegetables and other produce. This programme is overseen by the independent Pesticide Residues Committee (PRC). The PRC advises Ministers and the chief executives of the Food Standards Agency and the Pesticides Safety Directorate on pesticide residues in foods. Typically around 4,000 food samples are tested each year for a range of pesticide residues at a cost of £2.2 million. The objectives of the programme are threefold: To back up the statutory approvals process for pesticides by checking that no unexpected residues are occurring; To check that residues do not exceed statutory maximum residue levels (MRLs); To check that human dietary intakes of residues are within acceptable levels. Most samples tested currently are collected from retail outlets. Sampling is biased towards samples that are more likely to contain residues. The scope of each year's programme and details of the samples analysed under the surveillance programme can be found on the PRC's website. The 2002 programme is on the website at www.pesticides.gov.uk/committees/ PRC/prc.htm. The 2003 programme is currently being developed by the Committee. The Department of Health also undertakes a similar monitoring programme for produce distributed to children under the National School Fruit Scheme. Details of the results from testing will shortly appear on the PRC's website.

[40818] Mr. Morley: The following table shows estimated average prices paid by consumers for selected foods and the nearest equivalent average UK farmgate prices. The consumer prices reflect the price of imported foods as well as home-grown produce. They also reflect costs, value added and profit margins upstream from the farmgate. All foods as purchased by consumers will differ to some extent from the ex-farm commodity. Milling wheat will be milled, mixed with other ingredients and further processed to produce bread; meat as retailed will have been de-boned, cut, trimmed of most fat and packaged; raw milk will be treated and fruit and vegetables will be graded and cleaned. These additional processes affect the validity of a direct comparison between the consumer and farmgate prices. Member for East Surrey (Mr. Ainsworth) of 29 October 2001, Official Report, columns 543-44W, what proportion of (a) vegetables, (b) fruit, (c) cereal products and (d) meat products available for consumption in the United Kingdom was sampled for pesticide residues in (i) 1998, (ii) 1999, (iii) 2000 and (iv) 2001 to date. [17300] Mr. Morley: [holding answer 23 November 2001]: Details of the samples analysed under the Pesticide Residues Committee surveillance programme are contained in the following reports: 1998: Working Party on Pesticide Residues (WPPR) Annual Report: PB 4546A and B. 1999: Working Party on Pesticide Residues (WPPR) Annual Report: PB 5181 A and B. 2000 Pesticide Residues Committee (PRC) Annual Report. 2001: the results for the first quarter were published in August this year. They are available on the PRC website, at www.pesticides.gov.uk/committees/PRC/prc.htm. The WPPR and PRC reports are also available on this website and copies are being placed in the Library of the House. It is not possible to relate the samples collected to the proportion of UK foodstuffs consumed since the size of the consignment to which the test result relates is not recorded. The safety of any pesticide residue in a foodstuff depends not only on its concentration in that foodstuff but also on the consumption of that food by different groups of consumers. Potential intakes of the same residues from other foodstuffs also have to be taken into account. Consumer risk assessments are conducted in relation to all samples tested where a residue is found exceeding the relevant MRL. Full details of all samples containing residues above the MRL and those where a consumer risk assessment indicated that intakes for certain consumer groups could exceed acceptable levels are contained in the annual report of the Pesticide Residues Committee (PRC) for 2000, copies of which are available in the Library of the House, and in the first PRC quarterly report for the year 2001. Copies of these reports are available on the PRC website at www.pesticides.gov.uk/committees/PRC/ prc.htm. It is not possible to express these findings as a proportion of UK foodstuffs consumed since the size of the consignment to which the test samples relate is not recorded.
