Mr. MacShane: The information is as follows: Outcome of the 17-18 November general affairs and external relations council
My right hon. Friend the Foreign Secretary, the International Development Secretary and I, represented the UK at the General Affairs
and External Relations Council (GAERC) in Brussels on 17-18 November.
Conclusions were agreed on the Western Balkans, Afghanistan, Iraq, ESDP, Nigeria, the annual report on development policy
implementation, Governance and Development, the role of the private sector in developing countries, and the OSCE. An informal
Defence Ministerial took place in parallel. General affairs session Commission work programme for 2004
The Council took note of the Commission presentation of its legislative and work programme for 2004. Progress of work in other
council configurations
The Presidency gave a standard progress report on work in other Councils: Employment/Social Affairs/ Health/Consumer Affairs,
Justice and Home Affairs and Transport and Telecommunications. Preparation of European council (Brussels, 12-13 December)
The Council examined the Presidency's annotated draft agenda for the 12-13 December European Council. The main issues are: Economic
growth Strengthening the EU's area of freedom, security and justice EU enlargement External Relations, Common Foreign and Security
Policy and European Security and Defence Policy. Enlargement
The Commission presented its monitoring reports on the Accession States' preparations for membership of the European Union and its
Strategy Paper and regular reports on progress by Bulgaria, Romania and Turkey towards accession. The Council adopted Conclusions
welcoming the progress made so far, while encouraging improved progress on outstanding areas of concern. External relations session
Western Balkans
The Presidency briefed Member States on Kosovo and the Contact Group's Strategy. The GAERC also agreed that direct dialogue between
Belgrade and Pristina on practical issues of mutual concern remained vital to fulfil its policy of "standards before status".
EU-Russia
The Presidency de-briefed on the outcome of the 6 November EU-Russia Summit. Ministers agreed on the need to identify the core
elements and priorities for the EU's relationship with Russia and to discuss the matter again early in the new year. Iraq
There was a brief discussion of follow-up to the Madrid Donor conference (23-24 October). Partners welcomed the announcement of an
accelerated transfer of power to the Iraqis and reiterated the European Union's resolve to contribute to the political as well as
economic reconstruction of Iraq. Iran
Ministers discussed the nuclear situation in Iran following the Iranian declaration on signature, ratification and immediate
application of the International Atomic Energy Agency (IAEA) Additional Protocol. The Council agreed that EU members of the IAEA
Board of Governors should pursue a common approach at the Board's 20 November meeting. The GAERC tasked Political Directors to take
this forward. Middle east peace process
The Council discussed its approach ahead of the EU/ Israel Association Council later that day. Afghanistan
Commissioner Patten reported on the 19 October Troika visit to Afghanistan. The Council restated the EU's commitment to the
reconstruction of Afghanistan and called for free and fair elections to be held next year in order to conclude the road map devised
by the Bonn Agreement, The GAERC offered EU assistance with these elections.
The Council also welcomed UN Security Council Resolution 1510 authorising the NATO-led ISAF mission to operate outside the area of
Kabul. Member States were considering how to take part in the establishment of Provincial Reconstruction Teams. Joint session with
Defence Ministers
The Presidency briefed on the Defence Ministers' discussions earlier that day: this included talks on operations, EU defence
capabilities, EU-NATO, and counter-terrorism. Conclusions were agreed on the European Security and Defence Policy and the
Capabilities Agency. EU-Africa
The Presidency and Commission reported on the recent EU-Africa Ministerial Troika (10 November). WMD
The Presidency set out the progress made in implementing the WMD Action Plan agreed at the Thessaloniki European Council in May.
This Included: an EU Common Position on the universalisation of non-proliferation instruments; mainstreaming of WMD concerns in EU
relations with third countries; further work on EU export controls; and improved EU co- ordination in international fora.
Conclusions were adopted highlighting the positive results achieved so far. AOB: OSCE ministerial
The Netherlands, as OSCE Chairman in Office for 2003, briefed colleagues on developments on Moldova and Belarus. Annual report 2003
on development policy implementation
The council held a debate on the Commission's report on the Community's development co-operation policy and the implementation of
the EU's external assistance in 2002. Conclusions were agreed. Creation of African Peace facility
The Council approved a draft Decision (to be adopted by the ACP-EC Council of Ministers) on the use of European Development Fund
resources for the creation of a Peace Facility for Africa. Governance and development
The Council held a brief discussion (and agreed conclusions) on a communication from the Commission on the EU's strategy in support
of better governance in developing countries. Cotton production in Africa
The Council held a discussion on the problematic situation of the four major cotton producer countries in Africa. The Council
invited the Commission to examine the situation in depth and to inform the Council accordingly-

Mr. MacShane: I have been asked to reply.
The Government do not keep detailed records of this type of information. The figures in the following table have been provided by
the UN Mine Action Co- ordination Centre (UNMACC) in Kosovo.
The UK was the first country to have de-miners on the ground in Kosovo. Their de-mining activities have included clearance of
unexploded munitions such as cluster bomb submunitions. The Government have spent over £10 million on de-mining activities in the
Balkans, over £5 million of which was spent in 1999-2000 on de-mining in Kosovo.

1 Collection of statistics began in 2000 and was backdated to June 1999. It is known that 101 persons were killed and 375 were
injured between June 1999 and December 2000. However, of these 476 deaths or injuries, only 435, shown in the appropriate columns,
can be attributed with certainty to a particular type of weapon, the remaining 13 deaths and 28 injuries having been caused by an
unknown type. One deminer was killed by a cluster bomb submunition and 36 injured by mines between 1999 and 2001.

Harry Cohen: To ask the Secretary of State for Foreign and Commonwealth Affairs what action has been taken to pursue those
responsible for the murder in the summer of two Serbian boys by snipers in Kosovo; and if he will make a statement. [135437]
Mr. Mike O'Brien: My right hon. Friend the Minister of State at the Foreign and Commonwealth Office (Denis MacShane) issued a press
statement on behalf of the Government on 14 August condemning the attack.
The NATO-led force in Kosovo (K-FOR) and the UN Peacekeeping Mission (UNMIK) immediately launched efforts to pursue those
responsible. The Special Representative of the UN Secretary-General (SRSG) established a special investigative team. K-FOR deployed
300 troops, tracker dogs, and increased ground and air patrols. UNMIK police set up mobile reserve units to conduct random vehicle
checkpoints, and vehicle and foot patrols targeted with the specific aims of interdicting movement of persons with weapons and
checking for criminals.
The UK fully supports the ongoing efforts of UNMIK Police and K-FOR to find the perpetrators of this terrible attack.

Mr. Wray: To ask the Secretary of State for International Development what financial aid has been granted to Serbia and the Kosovo

Mr. Gareth Thomas: Since 1999, DFID has invested £161 million in the Union of Serbia and Montenegro, including Kosovo. Initially, we
provided emergency humanitarian assistance covering such areas as food and drug supplies, emergency shelter, health care, mines
clearance and funding for international relief agencies.
We have since focused on supporting key economic and social reforms and the poverty reduction agenda, through both technical and
budgetary assistance. We have funded strategic interventions such as the reform of Serbia's crumbling banking sector and the
development of a merit-based civil service in post-conflict Kosovo. We have also provided £14 million as budgetary assistance to the
Kosovo authorities to help meet the costs of administration and reconstruction during the post- conflict period.We also work through
multilateral agencies such as the World Bank and the European Commission, contributing £393 million since 1999 through our share of
EC development assistance. The EC is the biggest donor in the region, financing large-scale reconstruction programmes in the energy
and transport sectors, as well as supporting administrative, economic and social reforms that will help the region rejoin the
European mainstream.
Recent reviews of our assistance strategies for the region have found that while international assistance has been successful so far
in meeting humanitarian and reconstruction needs, the emerging challenge is to help the authorities to improve the environment for
reforms and growth as levels of aid decline.
We will continue our support and have allocated £7.4 million for the coming financial year, in addition to a further £2 million
through the inter-ministerial Global Conflict Prevention Pool and our continued contributions through the EC.

Mr. Gareth Thomas: The Organisation for Security and Cooperation in Europe (OSCE), which forms part of the United Nations Interim
Administrative Mission in Kosovo, is the lead agency responsible for the monitoring and protection of human rights in Kosovo. OSCE
reports regularly on human rights concerns with regard to, for example, property rights, ethnic minorities and the judicial system.
DFID engages with these assessments to ensure that our activities consider important human rights issues. In particular, we share
the OSCE's view that the development of an effective justice system that operates in accordance with international standards is an
essential step in improving the human rights situation in Kosovo. We are funding two major programmes, one on justice-sector
policymaking and another on community policing, to help improve the safety, security and access to justice of the people of Kosovo,
through the inter-ministerial Global Conflict Prevention Pool.
In addition, our contributions through the European Commission are also being used to strengthen justice systems in Kosovo. The
European Agency for Reconstruction is supporting the improvement of court administration, and is also funding a highly successful
civil legal aid programme that has so far assisted some 11,000 vulnerable people.

Adam Price: To ask the Minister of State, Department for International Development what humanitarian contribution the Department has
made since 1999 to help children in Kosovo who lost their parents owing to the conflict there in 1999. [130348]
Mr. Gareth Thomas: Immediately after the end of the 1999 conflict, DFID disbursed £108 million as humanitarian assistance, covering
food supplies, shelter, health care, mines clearance and support to small enterprises, and funding for international relief agencies
working with refugees both in Kosovo and in neighbouring countries. This assistance included the provision of £4.5 million to UNICEF
for support to schools. DFID also provided humanitarian support through its contributions to the EC Humanitarian Office.
Since then DFID has collaborated with the Kosovo authorities and the World Bank to review social welfare policies, and is providing
a £2 million grant to assist with social policy reform. This includes the provision of social assistance to families and children in
need, and social services for the protection of children. DFID has also co-funded a major poverty assessment to assist the design
and monitoring of social services and benefits. In parallel with this, DFID has provided support to the United Nations Mission in
Kosovo (UNMIK) for the strengthening of systems for setting standards and quality assurance for children's services.

Adam Price: To ask the Minister of State, Department for International Development what recent humanitarian assessment the
Department has made of the aftermath of the Kosovo conflict in 1999. [130349]
Mr. Gareth Thomas: DFID has aimed to assess the post-conflict situation in Kosovo in partnership with other international agencies,
and with the Kosovo authorities. In December 2001, we worked with the World Bank, the United Nations Development Programme, the UN
Food and Agriculture Organisation, the International Organisation for Migration, the Dutch Government and the Statistical Office of
Kosovo to produce Kosovo's first comprehensive poverty assessment. This showed that approximately 50 per cent. of Kosovo's
population was living in poverty, with 12 per cent. in extreme poverty. The assessment has since been used to assist the design and
monitoring of social services and benefits.
Since then, we have focused on building the capacity of the Kosovo institutions to monitor social service delivery and poverty
outcomes. We remain in discussion with other agencies on possible implementation of a second poverty assessment, and on the support
needed by the Kosovo authorities to enable them to monitor poverty and deliver services effectively.

Mr. MacShane: United Nations Mission in Kosovo figures indicate that in 2002 there were 2,756 returns: 966 Serbs, 390 Roma, 884
Ashkali/Egyptians, 149 Bosniaks, 73 Gorani and 294 Kosovo Albanians returned to areas where they are a minority. During the first
five months of 2003, 437 Serbs, 330 Roma/Ashkali/ Egyptians, 133 Bosniaks, 31 Gorani and 61 Kosovo Albanians returned to Kosovo.
This is a total of 992 returns, up from 874 during the same period last year.

Mrs. Mahon: To ask the Secretary of State for Foreign and Commonwealth Affairs what steps are being taken to prevent acts of
violence against members of the Serb community in Kosovo. [124421]
Mr. MacShane: A key priority for United Nations Mission in Kosovo (UNMIK) and the Kosovo Force (KFOR), embodied in their mandates
from UN Security Council Resolution 1244, is to create a safe and secure environment for all Kosovo's citizens. Overall, statistics
for the first five months of 2003 showed a continuous decrease of serious crime in Kosovo. This includes a reduction in ethnically
motivated attacks, though any such crime continues to be a cause for concern.
KFOR continues to use its troop presence to prevent attacks on minorities. For example, in Multinational Brigade East 190 security
patrols are mounted every day, 65 checkpoints are manned and 64 facilities, such as Serb patrimonial sites, are guarded. KFOR also
conducts air surveillance, response to emergency calls, search operations, border control, escorts for Serbs, and support to UNMIK
Police in investigation of criminal activities and arrest or detention of suspected criminals. The Kosovo Police Service (KPS) has
also been established as a genuinely multi-ethnic force working alongside international police to help deter violence and build
confidence.
A key step in Kosovo's progress is to ensure that ethnically motivated violence is considered unacceptable. In building a tolerant
society that can provide security for all its minorities, Kosovo Albanian leaders and political parties are publicly condemning acts
of violence that appear to be ethnically motivated.

Mr. Wray: To ask the Secretary of State for Defence which Royal Navy vessels were involved in the (a) Iraq, (b) Afghanistan, (c)

Mr. Ingram: The following Royal Navy vessels took part in Op Telic in Iraq: HMS Ark Royal, in her Landing Platform Helicopter (LPH)
role and HMS Ocean in her role as amphibious carrier and Landing Platform Helicopter. HMS Edinburgh, Liverpool and York earned out
their role as destroyers, providing air defence for the task group. HMS Marlborough, Chatham and Richmond carried out the role of
close range protection for the carriers and other high value units. HMS Blyth, Bangor, Brocklesby, Sandown, Grimsby, Ledbury, Ramsey
and Shoreham were deployed on mine clearance tasks. HMS Roebuck was deployed in her coastal survey role. HMS Splendid and Turbulent
provided strike weapon platform capability. RFA's Sir Percival , Sir Tristram, Sir Galahad and Sir Bedivere were deployed in the
Landing Ship Logistic role; RE As Grey Rover, Bayleaf, Brambleleaf and Orangeleaf were deployed as Fleet tankers. RFA Fort Rosalie,
Fort Austin and Fort Victoria were deployed as Fleet Replenishment ships, providing stores for the task group. RFA Argus was
deployed in her role as Primary Casualty Receiving Facility. RFA Diligence was deployed as Forward Repair Ship. RFA Sea Crusader was
used in the strategic sea lift role.
Afghanistan--Op Oracle HMS Illustrious provided air projection and a command platform. HMS York, HMS Southampton and HMS Cornwall
provided air protection. RFA Fort Rosalie, RFA Fort Austin, RFA Fort Victoria, RFA. Fort George, RFA Sir Tristram, RFA Sir Galahad,
RFA Sir Bedivere and RFA Sir Percival provided support, fuel and stores. RFA Diligence was deployed as forward repair vessel.
Saif SareeaIIl HMS Illustrious provided air projection and a command platform. HMS Ocean deployed as Landing Platform Helicopter.
HMS Fearless deployed as Landing Platform Dock and provided an amphibious capability. HMS Nottingham and HMS Southapmpton deployed
in an AAW capacity, providing air defence. HMS Monmouth, HMS Marlborough, HMS Cornwall acted as escorts. HMS Quorn, Cattistock, HMS
Walney, HMS Inverness, and HMS Roebuck worked as survey ships and also Mine Operations. RPA Sir Tristram, RFA Sir Galahad, RPA Sir
Bedfvere, RPA. Sir Percival, RFA Diligence, RPA Fort Rosalie, RFA Fort Austin and RFA Fort Victoria provided fuel, logistic support,
stores, and land force transportation capabilities and a forward repair facility.
Sierra Leone--Op Palliser HMS Illustrious provided air projection and a command platform. HMS Ocean provided a helicopter platform.
HMS Chatham and HMS Argyll provided force protection and acted as escorts. RFA Fort Austin, RFA Fort George, RFA Brambleleaf
provided tanker support. RFA Sir Bedivere and RFA Sir Geraint provided support, fuel and logistics.
Kosovo--Op Allied Force HMS Splendid and HMS Turbulent carried out submarine tasking. HMS Invincible was deployed as CVS. HMS
Newcastle and HMS Iron Duke were responsible for anti- air warfare (AAW). HMS Somerset, HMS Grafton, HMS Norfolk and HMS. Coventry
carried out patrols and Maritime Interdiction Operations (MIOPs). HMS Atherstone, HMS Sandown and HMS Bulldog carried out surveys
and mine clearance patrols. RFA Argus acted as an aviation platform and Primary Casualty Receiving Facility. RFA Bayleaf deployed as
Fleet tanker. RFA Fort Austin, RFA Sea Centurion, RFA Sea Crusader and RFA Sir Geraint provided stores and logistic support.

Operation Veritas is the overarching operational name given to Operations in Afghanistan, encompassing Operations Oracle, Jacana,
