That this House supports World Chronic Obstructive Pulmonary Disease (COPD) Day on 17th November; commends the British Lung Foundation for organising the event in this country and its aims of raising awareness of a disease with an estimated three million people living with COPD in the UK; notes that COPD - chronic bronchitis and emphysema - is a progressive and disabling lung disease, caused primarily by smoking and that, as the disease progresses, patients suffer from increasingly sever attacks of breathlessness that can leave them housebound or result in repeated extended hospital admissions; and thus welcomes the NHS focus on chronic disease management in the NHS Improvement Plan, published in June 2004, and the publication of the National Institute of Clinical Excellence Guideline on the Management of COPD in the Primary and Secondary Care in February 2004 which, if implemented fully, would assist in reducing emergency hospitalisations and help improve the prognosis for people with this highly debilitating condition.

That this House congratulates the Gloucester Clubhouse on its work for adults with severe and enduring mental ill health; supports the vocational, educational and social services provided by clubhouses throughout Britain; notes that many of the core beliefs and functions of Clubhouse are mentioned in the recent report on Mental Health and Social Exclusion by the Office of the Deputy Prime Minister; recognises that clubhouses will be able to provide even better services if they have greater funding and support from central Government and local authorities; and calls on the Government to work with the National Clubhouse Association and individual clubhouses to ensure that modernising mental health services remains a priority.

That this House believes that the issue of sewer flooding is devastating and unpleasant for the thousands of householders it affects every year; recognises that the appropriate means of addressing the problem in the long term is through the Periodic Review of Water Prices carried out by Ofwat; notes that in his draft determination, Ofwat's Director General has not made sufficient allowances to tackle all known cases during the next regulatory period (2005-2010) despite calls from Watervoice and others that he do so; further notes that a wet winter may exacerbate the problem; and calls on Ofwat's Director General to give many long suffering households respite from this distressing problem by making sewer flooding his top priority for investment in his final determination, which will be announced on 2nd December.

That this House remembers with sadness the 20th anniversary of the November 1984 anti-Sikh pogroms when thousands of innocent Sikhs were killed or injured across India; notes with pleasure the many positive changes that have since taken place in India where the current Prime Minister is a Sikh; and expresses the hope that the Government of India will continue to pursue the path of reconciliation in relation to those events by instituting an inquiry into them that can bring closure to the victims and relatives of those who suffered at that time.

That this House regrets the exclusion from the 2004 Paralympic Games of all learning-disabled athletes as a result of a dispute between the International Paralympic Committee and the International Sports Federation for People with Intellectual Disability about verification procedures; believes that people with learning disability should be able and entitled to compete at the highest level of sport; is deeply concerned that, at its Extraordinary General Meeting on 25th November, in Cairo, the International Paralympic Committee may permanently ban all learning-disabled athletes from participating in the Paralympic Games; recognises that funding for disability sport is dependent on participation in the Paralympic Games; calls on both the International Paralympic Committee and the International Federation for People with Intellectual Disability to work constructively to find a way of testing learning disability and its impact on sporting capacity that is mutually acceptable; and urges the UK Government to use its influence to help secure a satisfactory agreement that will see learning-disabled athletes once more eligible to compete in the Paralympic Games.

That this House condemns the practice of computer-generated random telephone number dialling to circumvent people's preferences for telephone privacy in order to sell them goods and services by cold-calling; notes that when one call is answered, many others are automatically terminated, thus causing disturbance, annoyance and fear that silent calls are being made by individuals with evil intent; is gravely concerned at the amount of fear, suspicion and mistrust sown amongst the recipients of these silent calls; and puts the telephone marketing industry on notice that, if such calls continue to be generated, legislation must be brought forward to ban them.
