Mr. Clapham: To ask the Secretary of State for Environment, Food and Rural Affairs what her latest estimate is of total UK tonnage of carbon dioxide emissions; what proportion is produced by (a) aircraft transport, (b) road and rail transport and shipping in territorial waters, (c) coal burned in power stations, (d) oil burned in (i) power stations, (ii) domestic heating and (iii) industrial heating, (e) gas burned in (A) power stations, (B) domestic heating and (C) industrial heating, (f) orimulsion/shale oil burned in power stations and (g) industry, broken down by sector. [195672] Mr. Morley: [holding answer 2 November 2004]: Total emission estimates of carbon dioxide (CO2 ) in the UK in 2002 were 550,965,312 tonnes. The following table shows the proportion of these emissions that occurred from the sources listed. Figures quoted for oil and gas burnt by both the industrial and domestic sectors are total fuel figures for each sector, as it is not possible to disaggregate emissions to display heating only. Orimulsion has not been burnt by any sector since 1997. _________________________________________________________________________________________________. Mrs May: To ask the Secretary of State for Transport what research his Department has undertaken into the effects of sleep deprivation in the context of night flights. [195201] Charlotte Atkins: There is no unique technical definition of sleep `deprivation' but it is generally taken to mean substantial periods of reduced sleep duration over one or more nights. It is distinct from sleep `disturbance' which is also variously defined, but in general can encompass both transient arousals from sleep, and longer-lasting awakenings. The principal UK Government research in this area was the "Report of a Field Study of Aircraft Noise and Sleep Disturbance", published by the then Department of Transport in December 1992. This study, which followed earlier work based mainly on social surveys, focused mainly on objective disturbance to sleep rather than overall sleep deprivation, but was nevertheless able to conclude that: "Aircraft noise itself is most unlikely to increase sleep disturbance rates to the point at which after-effects upon health or performance would be noticeable" (p35) A smaller-scale methodology trial was conducted for the Department in 1999 by ISVR1 Southampton and others ("Aircraft Noise and Sleep-1999 UK Trial Methodology Study"--http://www.isvr.co.uk/environm/ sleep.htm). This included laboratory as well as field investigation. A review of research in this area was published on behalf of the then DETR in 2000 ("Adverse effects of night-time aircraft noise", NATS/DORA2 R&D Report 9964). This discussed potential deprivation effects including reduction in total sleep duration, reduction in slow-wave sleep and sleep-fragmentation, and consequential next-day effects; but was again unable to determine that such phenomena occurred to any significant extent due to aircraft noise, although it noted that: " . . . Nevertheless, the possibility of noise-induced sleep loss cannot be ruled out in the case of especially sensitive people." [193037] Charlotte Atkins: The Single European Sky (SES) Regulations, which came into force on the 20 April 2004, require the development of a transparent common charging scheme for the recovery of the costs of air navigation services provided by the member states. One of the underlying principles of the charging scheme is that air navigation service costs should be recovered according to the `user pays' principle, that is airspace users should pay for the services they use. The current draft of the European Commission's Implementing Rules on charging provides for member states to exempt certain categories of airspace users from the charges scheme. The costs for such an exemption would have to met by the state. The text has not been finalised so it impossible to make any decision on whether or not to grant exemptions.

Mr. Gale: To ask the Secretary of State for Transport what measures his Department takes to guarantee the airworthiness and safety of aircraft operated by foreign airlines and freight companies into the United Kingdom; and if he will make a statement. [192803] Charlotte Atkins: International civil aviation is governed by the Chicago Convention. Under the Convention, the International Civil Aviation Organisation (ICAO) is responsible for establishing minimum safety standards which contracting states are required to implement. States are required to recognise the certificates issued by other contracting states unless they have reason to believe that they have not been issued in accordance with ICAO standards. ICAO also audits contracting states' aviation authorities to help identify and address any deficiencies in the implementation of international standards. The reports of these audits are made available to all contracting states. If we have doubts about whether an aircraft or airline complies with international safety standards we will arrange for the aircraft to be inspected by the Civil Aviation Authority. Such inspections are carried out in a format established under the European Civil Aviation Conference's (ECAC) Safety Assessment of Foreign Aircraft (SAPA) programme. Reports of all ramp inspections conducted under the SAFA programme are held on a central database and are available to all ECAC states. ECAC is also finalising a system to ensure that all member states are alerted when a significant safety issue with a foreign airline is identified. Any airline from outside the EU, Iceland, Norway or Switzerland which wishes to pick up or put down passengers or cargo in the UK requires a permit from the Secretary of State for Transport. It is a condition of the permit that the airline should be operated in accordance with international safety standards established by ICAO. Permits may be refused, and existing permits suspended or revoked by the Secretary of State. This may occur where there is a breach of a permit condition, which would include non-compliance with international safety standards; however action can also be taken for reasons other than safety. Permit decisions will be reviewed in the light of new information or changed circumstances.
