Mr. Pike: To ask the Secretary of State for Health (1) what provision his Department has made to provide help to those who want to quit smoking to access services where they work, where this is different from where they are registered as a health patient; and if he will make a statement; [195731] (2) what representations he has received regarding barriers to accessing smoking cessation clinics; and if he will make a statement; [195733] (3) what representations he has received regarding difficulties in accessing smoking cessation clinics for those who travel to work or work irregular hours; what proposals he has to enable more people to access one-to- one or group support who wish to stop smoking; and if he will make a statement. [195734] Miss Melanie Johnson: The Government have not received specific representations regarding difficulties in accessing national health service stop smoking services. NHS stop smoking services are available free across England and are accessible to all smokers who want to stop. Primary care trusts (PCTs) are responsible for providing services for people in the workplace. We have issued advice to the NHS covering the circumstances where a stop smoking service might be provided for commuters at their workplace--"Department of Health Stop Smoking Services Quarterly Monitoring Return 2004-05". Copies have been placed in the Library. PCTs have developed local strategies to reach smokers in their locality and, where appropriate, have made links with community groups to provide services. PCTs are encouraged to offer services that are accessible and flexible and meet the needs of the smoker. The Government will continue to seek ways to enhance and improve NHS stop smoking services.

Mr. Lansley: To ask the Secretary of State for Health (1) what assessment he has made of the available capacity in England to implement the National Institute for Clinical Excellence's clinical guideline on the assessment and treatment of people with fertility problems; and if he will publish the full results of this assessment; [177215] (2) what account was taken of national health service capacity during the development of the National Institute for Clinical Excellence's clinical guideline on the assessment and treatment of people with fertility problems; and with whose advice; [177216] (3) what steps he is taking to ensure that there is adequate capacity available to the NHS to implement in full the National Institute for Clinical Excellence's clinical guideline on the assessment and treatment of people with fertility problems. [177217] Miss Melanie Johnson: National Institute for Clinical Excellence (NICE) guidelines, such as those for fertility services, are based on assessments of clinical and cost- effectiveness rather than national health service capacity. We recognise, as does NICE, that the NHS cannot reasonably be expected to implement the fertility guideline overnight, but primary care trusts (PCTs) will need to consider the detail of the guideline and review their services. We have advised all PCTs to offer, by April 2005, a minimum of one cycle in vitro fertilisation (IVF) to those who meet the clinical criteria, and to give priority to couples with no children living with them. We expect the NHS, overall funding for which is increasing from £56 billion to over £90 billion between 2003-04 and 2007-08, to make progress to full implementation in the longer term, including progress towards the maximum of three cycles of IVF which the guideline recommends.

Mr. Amess: To ask the Secretary of State for Health (1) how many abortion clinics have failed inspection by the National Care Standards Commission in the last 10 years; [163161] (2) how many doctors employed in abortion clinics have been the subject of General Medical Council disciplinary proceedings since 1990; [163162] (3) what safeguards are in place to ensure that abortions performed under section 1(1)(a) of the Abortion Act 1967 (as amended) take place within the 24-week time limit. [163164] Miss Melanie Johnson: No approved independent sector abortion clinics have been closed by the National Care Standards Commission (NCSC), through lack of compliance with the Private and Voluntary Healthcare (England) Regulations 2001 (the Regulations), since it came into being on 1 April 2002. Following the 2002-03 inspection, however, one clinic chose to close voluntarily in order to give the provider time to comply with the requirements set. Prior to 1 April 2002, abortion clinics were inspected separately by health authorities and the Department. In the last 10 years, one clinic had its registration under the Registered Homes Act 1984, and its approval under the Abortion Act 1967, withdrawn. The General Medical Council is an independent, statutory body. The Department does not hold information on doctors that have been the subject of general medical council disciplinary proceedings. Practitioners are legally required to send a notice of each termination performed in England to the chief medical officer. This notification must include details of the number of complete weeks of gestation and the grounds on which the abortion was carried out. Notifications are checked by the Department to ensure that the forms have been correctly completed. Statistics are published annually.

Mr. Amess: To ask the Secretary of State for Health which licensed fertility clinics are involved in the Human Fertilisation and Embryology Authority pilot scheme on embryo donation; and if he will make a statement. [175895] Miss Melanie Johnson: The Medical Research Council together with the Human Fertilisation and Embryology Authority (HFEA) have written a patient information leaflet and a standard consent form to be used for patients who express an interest in donating embryos for the purpose of deriving stem cells. These documents were sent to a number of centres that have a licence to use human embryos to derive stem cells and are contributing to the MRC stem cell initiative. The centres were asked to pilot these documents for three months which ended on 31 March 2004. The feedback forms will then be evaluated by the steering committee of the United Kingdom stem cell bank and for the use of stem cell lines and the HFEA before being finalised and sent to all relevant in vitro fertilisation centres in the UK.
