Tom Cox: To ask the Secretary of State for the Home Department if he will make a statement on his proposals to attract skilled
foreign workers into the UK; and what funding exists within his Department to pursue this policy. [193145]
Mr. Browne: The movement of skilled foreign workers into the UK is not a new phenomenon and has always been essential to our
economy. For the UK to continue to be able to compete effectively in a global economy it is vital that employers are able to recruit
workers with the skills they need to remain competitive, where those cannot be met from within the UK and wider EU workforce.
We therefore believe that controlled, selective migration, alongside having a firm grip of our borders and dealing vigorously with
any immigration or asylum abuse, works for the economic benefit of the whole of the UK.
Our managed migration programmes, including the highly skilled migrant programme, attract fee income which is currently designed to
match their cost over a number of years.

Social Services and Public Safety in Northern Ireland on this matter. [192915]
Margaret Hodge :[holding answer 25 October 2004]:
Clause 12 of the Children Bill, now before Parliament, sets out proposals for databases, to be established at local, regional or
national level or a combination thereof, containing information about all children in England. The databases are a tool to
facilitate early intervention and help ensure effective action to meet the needs of children before a crisis develops. Practitioners
working with children will be able to see who else is working with a child and if a concern about a child has been recorded. This
will prompt them to get in touch with other practitioners and, together, gain a better, all- round picture of the child's needs and
how they might best be met.
Our intention is that children entering England from other parts of the UK will be included on the databases following their first
contact with the health or education service or another children's service. Although the databases will not contain detailed case
data, they will include basic identifying data and contact details of professionals who are or have recently been working with a
child, and an indicator if a professional has a concern about that child and therefore wishes to be contacted by others. We
recognise the desirability of having effective mechanisms for transfer of such data between the databases in England and any
appropriate systems in Northern Ireland, Wales and Scotland.
Clause 29 of the Children Bill contains provisions for Wales which parallel those for England. My officials will work closely with
the Welsh Assembly as databases are implemented in both countries to ensure data can be transferred.
Although Scotland does not yet have parallel provisions in legislation, a number of information- sharing pilots in Scottish local
authority areas are under way and officials from the Scottish Executive are keeping in close touch with my officials as the
proposals are developed.
My officials are also in contact with officials in the Department for Health, Social Services and Public Safety in Northern Ireland
to improve mutual understanding of the position in respective countries and will continue to develop these links as the DHSSPS
develops its Strategy for Children in Need for children's services.

As National Statistician I have been asked to reply to your recent Parliamentary Question regarding estimates for the number of
people migrating to the UK from the new EU countries since May 2004. (189534)
The information requested is not available.
Estimates of total international migration produced by the Office for National Statistics are compiled from a range of survey and
administrative sources on an annual basis. Estimates of people migrating from the EU to the UK are primarily produced from the
International Passenger Survey. This survey has a small sample size for the EU accession countries, which results in any estimates
being subject to a high degree of error. Consequently, it is our present judgement that we will be unable to release reliable
estimates for a single year for the accession countries when the 2004 data are published.

Mr. MacShane: A Joint Committee is responsible for the management and proper application of the bilateral agreement between the EU
and Switzerland on the Free Movement of Persons, which sets out reciprocal arrangements for migration and employment. To date, the
UK has not needed to pursue the issue of Switzerland's compliance.

As National Statistician I have been asked to reply to your question concerning the change in population arising from changes in net
indigenous population and immigration in the decades to 2050, by region. (187335)
The attached table shows population projections at Government Office Region level for the years 2000, 2010 and 2020. These figures
are 1996-based and are the latest basis on which long-term subnational population projections are currently available. These
projections have a 25 year "horizon" and so only figures to 2020 are available at this geographical level.
The projected natural population change (number of births less number of deaths) and the assumed level of net international
migration, for each region, are also shown in the table. It should be noted that these two components are not independent, and that
the level of natural change projected for the future is itself partly dependent on the assumed level of net migration.
The figures shown in the table for England are not the latest 2002-based projections produced by GAD but are 1996-based to be
consistent with the subnational projections shown. Please note that these include a lower assumption for international migration
than the latest set which can be found at: http://www.gad.gov.uk/ Population/index.asp
A note considering the overall impact of assumed net migration on future population growth is available from the Government
Actuary's Department website at: http://www. gad.gov.uk/ Population/2002/methodology/mignote.htm. This is a UK level analysis from
GAD's latest (2002-based) national projections. Comparable analysis is not available for the 1996-based projections.
The Office for National Statistics will publish 2003-based subnational population projections on 16 November. Information

Mr. Ancram: To ask the Secretary of State for Foreign and Commonwealth Affairs whether his Department is monitoring the number of
persons moving over the border from Iran into Iraq; what assessment he has made of the purposes of their migration; and what
representations he has made to the Iranian Government concerning this issue. [183816]
Mr. Straw: The Iraqi Interim Government is responsible for Iraq's border security and has announced that it will use advanced
technology to intercept terrorists, smugglers, illegal immigrants and contraband. We are working to help the Iraqis with this.
Migration between Iran and Iraq is a bilateral matter for those two countries. But we have made very clear to the Iranian
authorities that we expect them not to take actions that would undermine Iraq's stability.
