Tom Cox: To ask the Secretary of State for Health if he will make a statement on provision for residential drug treatment centres in England. [195789] Miss Melanie Johnson: The current residential drug treatment sector consists of two main treatment types-- in-patient treatment and residential rehabilitation. The extent of current provision is as follows: The National Treatment Agency (NTA)'s residential service directory lists 111 residential rehabilitation units. The recently completed review of in-patient treatment estimated that there are 133 in-patient treatment units. Specific work to improve the efficiency of the system to access residential treatment, which includes: a national online database of current vacancies in residential rehab units (Bedvacs) to enable more efficient client placements; and guidance on regional commissioning models for residential drug treatment has been developed, to enable better commissioning of residential treatment places. The NTA monitors waiting times for residential treatment. The waiting times for residential drug treatment have been reducing as shown in the following table. Mr. Streeter: To ask the Secretary of State for Health (1) what assessment he has made of the impact of the closure of the Harbour Drug and Alcohol Service in Plymouth to new clients until April 2005 on the treatment of patients with addiction problems; [199108] (2) what the waiting time is in Plymouth for a person suffering from drug or alcohol addiction to receive treatment; and if he will make a statement. [199109] Ms Rosie Winterton: The Department has not made an assessment of the impact of the changes to the Harbour Drug and Alcohol Service. It is the responsibility of primary care trusts, working with the local drug and alcohol action teams, to plan and develop local drug and alcohol services and ensure that these meet local needs. The Harbour Drug and Alcohol Service is not closing, but I understand that a decision was made recently to temporarily suspend the specialist prescribing service on the ground of clinical safety. The latest available information on waiting times for drug treatment in Plymouth is shown in the table. Tom Cox: To ask the Secretary of State for the Home Department what steps have been taken to reduce the amount of illegal drugs in prisons in England and Wales. [193155] Paul Goggins: A comprehensive framework of measures is in place to reduce the amount of illegal drugs in prisons. Passive drug dogs are used to detect traces of drugs on visitors, and other dogs are used actively to search for drugs within prisons, as part of a general drug search strategy. Closed circuit television systems are installed in all visits areas to monitor behaviour, and fixed and low-level furniture is used in visits areas to make it difficult to pass drugs undetected. Sanctions are taken against visitors suspected of smuggling drugs, including visit bans and closed visits. Where there is adequate evidence they are prosecuted. Prisons and police share intelligence about drug routes into prisons. A random sample of prisoners (5 or 10 per cent. depending on prison capacity) each month is required to submit to a drug test, and a positive test result will lead to disciplinary proceedings. All establishments use and contribute to a Drug Supply Reduction Good Practice Guide and a monthly security bulletin, both of which share information on ways of protecting against drugs. The Prison Service works with the Police Scientific Development Branch to strengthen physical and technical barriers, particularly in prisons, such as those in city centres, where public spaces are close to the perimeter walls. The Prison Service has a Professional Standards Unit to help to identify staff who may be involved in or at risk of corruption. It will provide relevant information to facilitate investigations.

David Davis: To ask the Secretary of State for the Home Department how many arrestees in (a) Haltemprice and Howden, (b) the East Riding of Yorkshire and (c) the Humberside police authority area tested positive for category A and B drugs in each of the last four quarters for which figures are available. [194981] Caroline Flint: It is not possible to provide figures for the number of individuals testing positive at arrest for Class A or Class B drugs. However, the Criminal Justice and Court Services Act 2000 gave the police power to drug test arrestees once they are charged with a trigger offence. Data on the number of individuals testing positive at charge for opiates and/or cocaine and/or crack are available from three drug testing sites in Humberside police force, and are shown in table 1. There is no data available for the areas of Haltemprice, Howden and East Riding of Yorkshire as they are not currently drug testing sites.
