[197611] Mr. Timms: The information requested falls within the responsibility of the National Statistician, who has been asked to reply. Letter from Colin Mowl to Mrs. Iris Robinson, dated 15 November 2004: The National Statistician has been asked to reply to your Parliamentary Question about the number of working days lost because of chronic pain. I am replying in his absence. (197611) The Labour Force Survey (LFS) gives estimates of the number of working days lost due to sickness or injury during the reference week. However, the LFS does not collect information about the types of illnesses or injuries which cause sickness absence. Therefore, information about the number of working days lost because of chronic pain is not available. The attached table gives estimates of the total number of working days lost due to sickness or injury in the United Kingdom for the twelve-month periods ending in August each year from 2002 to 2004. This information is not available for previous years due to a change in the LFS questions on sickness absence. Paul Flynn: To ask the Secretary of State for Health what recent assessment has been made of the merits of using cannabinoids for the relief of (a) pain and (b) symptoms of multiple sclerosis and nausea. [190526] Ms Rosie Winterton: The Department supports scientific research into the therapeutic use of cannabinoids, the unique ingredients of cannabis. This research may produce longer-term solutions to relieving the symptoms of multiple sclerosis and other clinical conditions. A Medical Research Council (MRC) supported clinical trial to attempt to measure the therapeutic effects of cannabis extract in persons with multiple sclerosis was published in November 2003. The MRC supported it with a grant to Dr. John Zajicek, a consultant neurologist at Derriford Hospital in Plymouth, to undertake a three- year study. Current details about Dr. Zajicek's clinical trial including the author's summary of the findings may be found at the trial website at http://www.cannabis- trial.plymouth.ac.uk/. In addition, a programme to develop a medicine derived from cannabis for pain relief and associated conditions for multiple sclerosis patients is also under way. The work is led by Dr. Guy of GW Pharmaceuticals Ltd. Current details about the clinical trials being sponsored by GW Pharmaceuticals Ltd. may be obtained from the company's website at http:// www.gwpharm.com/rese clin index.html. As a result of these trials, a marketing authorisation application for Sativex, cannabis extract containing tetrahydrocannabinol and cannabidiol, was received by the Medicines and Healthcare products Regulatory Agency (MHRA) from GW Pharmaceuticals in 2003. This application is currently under assessment by the MHRA. The MHRA will grant a marketing authorisation when it is satisfied that the appropriate standards of quality, safety and efficacy of Sativex have been met. With regard to the merit of using cannabinoids for the relief of symptoms of nausea, a marketing authorisation exists for Nabilone, a synthetic cannabinoid with anti- emetic properties. Nabilone is indicated for the control of nausea and vomiting, caused by chemotherapeutic agents used in the treatment of cancer, in patients who have failed to respond adequately to conventional anti- emetic treatments.

Mr. Chope: To ask the Secretary of State for Health what steps he is taking to ensure that the waiting list for access to the INPUT pain management clinic at Guys and St. Thomas's hospital is reduced; and when he will respond to the letter from Mrs. Jackson of Christchurch dated 5 December 2003 on this subject. [150536] Mr. Hutton: Officials responded to Mrs. Jackson's letter of 5 December 2003 regarding the INPUT pain clinic on the 13 January 2004. I am assured by Guy's and St. Thomas' Hospitals National Health Service Trust that they have taken steps to reduce waiting times for the INPUT pain clinic: Extra clinic sessions have been added. All referrals have to be validated by the consultant. The non-general practitioner referral waiting list is currently being validated to ensure that patients still wish to attend for assessment. Improvements in the administration system mean it now provides better information about clinic slot availability and facilitates the offer of vacant slots to non-GP referral patients. Staff are now able to compile reports in order to manage clinics more effectively. A review of the systems for sending out-patient appointments has taken place and a reminder system will be introduced to minimise the number of appointment slots, which might otherwise be wasted if patients did not attend. To increase psychologist out-patient capacity, the weekly timetable for all psychologists is currently being reviewed, in order to identify how their workloads can be altered to allow more outpatient assessment time. The trust also plans to employ a service improvement facilitator to help improve the service provided by the clinic.

[140773] Mr. Hutton: The Clinical Standards Advisory Group report showed that many national health service trusts had developed excellent services, but in some places more needed to be done to drive up standards. The report made recommendations to commissioners and trusts to review local provision of pain services, and how these might be improved. The Department welcomed the report, and expects commissioners and trusts to take these recommendations into account when they plan their service so that variations in provision is reduced and links with primary care trusts improved. The Department encourages openness in the use of NHS performance information and welcomes independent scrutiny of this information, such as the Dr. Foster and Pain Society report on "Adult Chronic Pain Management Services in the UK". We are committed to making NHS performance information widely available to patients, carers and the public in an accessible and readily understandable format. The Department has no plans to review the provision of pain services in the NHS or to reissue the Clinical Standards Advisory Group Report. The quality of the service should be monitored locally through the trust, primary care trust commissioners and strategic health authorities to ensure it is provided to meet the needs of the local population.
