Mr. Ben Chapman: To ask the Secretary of State for Wales when a decision will be made regarding the Port of Mostyn's application to
dredge the Dee Estuary. [223029]
Mr. Touhig: Decisions on the Port of Mostyn's proposals are matters for the National Assembly for Wales, the Environment Agency and
the Department for Transport.
The regulators are considering a range of complex issues, including environmental factors. It is not possible to say when a decision
will be reached.

Mr. Ingram: At the time of the suspension of Remote Ammunitioning Facility Tamar in 2002, £15 million had been spent on works
(covering design, ammunition clearance, dredging and site preparation). Subsequent cancellation and project management costs have
increased expenditure to a total of £25 million and this has been highlighted as a potential constructive loss in the
departmental annual accounts for financial year 2003-04.
A number of environmental assessments were carried out prior to the commencement of the RAFT project. The first in 1996, was carried
out by Babtie, the Ministry of Defence's Project Manager. In 1998, the Babtie Group carried out a desktop archaeological study to
review the potential effect of RAFT on existing scheduled monuments at Bullpoint. This was followed by a supplementary report on the
effects of RAFT dredging on potential buried archaeological artefacts in peat deposits in the riverbed. An Ecological Study, also in
1998 and carried out by Panscape Consultancy, considered the potential impact of RAFT on the key habitats and species in Plymouth
Sound and its estuaries. In addition, a Baseline Environmental Survey of Estuarine Sediment and Benthic Macrofauna, carried out by
Zeneca and which supplemented the Ecological Study, assessed the potential environmental impact of dredging on surface sediments and
resident worms. In 1999, an extensive hydraulic modelling study was undertaken by Hydraulics Research Wallingford, which covered the
potential effects of dredging on the River Tamar (in particular on the salmon), the inter-tidal habitats of the Tamar and the salt
marshes in the Upper Tamar estuary. A detailed sedimentation study was carried out of the whole tidal extent of the Tamar rather
than just the local area of RAFT. The conclusions and results were overseen by an independent expert appointed by English Nature.
In 2000, during the lifetime of the RAFT project and following award of the construction contract, a Conservation Management Plan
was jointly produced with English Nature and the Environment Agency. In support of this plan, extensive mitigation measures were
applied, including noise pollution monitoring of the surrounding areas and water quality monitoring in the River Tamar, during the
dredging. The Environment Agency has recently confirmed that, as a result of this mitigation, there have been no permanent effects
on fish stocks in the river.

Mr. Hoyle: To ask the Deputy Prime Minister what sand reserves are recorded in the Lancashire Structural Plan; where deposits are

Keith Hill: The draft Replacement Lancashire Structure Plan, due for adoption in March 2005, does not record sand and gravel
reserves or future requirements. However, the Lancashire Minerals and Waste Local Plan, adopted in December 2001, requires the
release of 3.2 million tonnes by 2006. The local plan identifies three areas of search, which are: North and West of Preston;
The Lower Ribble Valley; and The Leyland-Chorley area.
The returns to the North West Aggregates Working Party for 2003 show that there are 3.54 million tonnes of permitted reserves
at the three working sand quarries in the county. The national context for sand extraction is given by Minerals Planning Guidance
Note 6, revised in 2004. It sets out a regional apportionment, of which Lancashire's share is 15 per cent., or
8.2 million tonnes.
Planning policy in relation to sand quarries and sand extraction is given at a national level by Minerals Planning Guidance Note 1
(currently being revised as Minerals Planning Statement 1: Planning and Minerals). Sand extraction is covered by MPG 6, referred to
above. The draft Replacement Lancashire Structure Plan has a policy (26) on "Provision for working minerals" which covers all
aspects of minerals' working in overall terms; more detail is provided by the Lancashire Minerals and Waste Local Plan, which
contains policies relating to: Safeguarding Mineral Resources; Mineral Consultation Areas; Prior Extraction; Concurrent Working; and
Conservation of High Quality Material.

dredge the upper reaches of the Thames. [201870]
Mr. Morley: I understand proposed dredging works are scheduled to take place at Marlow Lock tail cut in the winter of 2005. This
programme of dredging was developed in response to the findings of the Summer/ Autumn 2004 River Thames Reach bathymetric surveys.
In line with the Mechanism of Flooding Report recommendations, the agency is currently reviewing its position on the options and
case for additional dredging. This work includes: searching for new disposal sites for the dredging (including reprocessing),
reviewing environmental implications and recalculating the potential benefits and costs to assess the economic justification of
further dredging. This report will be concluded in spring 2005.

Keith Hill: I have been asked to reply.
No offshore dredging of marine aggregates can take place without first receiving an environmental consent called a favourable
'Government View' from the First Secretary of State, my right hon. Friend the Deputy Prime Minister. His decisions on Government
View applications are only reached following wide publicity and consultation, including with the Department for Environment, Food
and Rural Affairs which, in turn, consults the Centre for Environment, Fisheries and Aquaculture Science; the Sea Fisheries
Inspectorate and local fishermen. Applications are subject to an Environmental Impact Assessment and must be accompanied by an
Environmental Statement. Only if he is satisfied that there will be no significant effect on the marine environment, including, if
appropriate, effects on fish spawning, will the First Secretary of State, my right hon. Friend the Deputy Prime Minister, consider
issuing a favourable Government View. Consented proposals are subject to conditions relating to mitigation and monitoring measures;
where appropriate, these may relate to fish spawning.
