Keith Vaz: To ask the Secretary of State for Education and Skills what additional support her Department provides to schools with a recent large migrant intake. [223880] Margaret Hodge: Local education authorities receive funding for all pupils on the school roll in their area through the Education Formula Spending Share. The formula also takes account of the number of pupils with English as an additional language. In 2004-05 the Ethnic Minority Achievement Grant, a matched funded grant which is part of the Standards Fund, has provided a total of £162 million of ring-fenced funding to schools, aimed at raising the attainment of under-achieving minority ethnic pupils and those whose first language is other than English. For 2005-06, this total will be £168.6 million. In addition, in 2003 my Department conducted the "Aiming High: Raising the Achievement of Minority Ethnic Pupils" consultation. This has been followed by a wide range of initiatives aimed at addressing the specific needs of certain groups of pupils, including those whose first language is other than English. Part of this initiative is the Primary National Strategy English as an Additional Language (EAL) Pilot which involves the provision of EAL consultants in 21 local education authority areas, each working with 10 schools. The role of these consultants is to develop an intensive professional development programme for mainstream school staff. This will enable the development of improved skills and confidence among mainstream teachers and allow for the production of teaching and learning materials and the dissemination of good practice. My Department has also worked with the Qualifications and Curriculum Authority (QCA) and Ofsted to promote a common national approach to assessment of the acquisition of English language fluency based on the National Curriculum in English levels. This approach states that particular care needs to be taken to assess the needs of newly arrived pupils and the importance of using pupils' first languages as part of the assessment process. Finally, my Department provided funding to the QCA to develop guidance to help teachers respond to the needs of newly arrived pupils. This guidance "Pathways to Learning for New Arrivals" was launched in December 2004 and provides all school staff with access to information on all aspects of integrating newly arrived pupils, including good practice case studies, to ensure that these pupils get full access to the National Curriculum. Mr. Beggs: To ask the Secretary of State for Northern Ireland what arrangements the South Eastern Education and Library Board made to educate a child at a private school as a consequence of a false sexual abuse allegation by the pupil against a teacher; whether a grant was paid to (a) the family and (b) a school; what the consequences were for the teacher who was falsely accused; whether the Department of Education or the Board have taken steps to rehabilitate the teacher; whether he will be paid compensation; and if he will make a statement. [221824] Mr. Gardiner: In the case to which the hon. Member refers, the teacher concerned pleaded guilty to assault of a pupil but not, I understand, a sexual assault. I am told by the South Eastern Education Board that, having considered a range of options and looked at what was in the best interests of the child, the decision was taken to secure a place in a privately operated school. The Board is paying the fees for the pupil's attendance at the school. While the teacher will not receive compensation, I can assure the hon. Member that his rehabilitation was a major consideration and that the Terms of Settlement of this dispute contain a section relating specifically to the teacher and his needs. As a matter of principle I acknowledge the need to protect teachers from false allegations made against them. While we must of course listen to children and give primacy to their needs and welfare, the position of teachers also needs to be given due consideration in any investigative process. I am very much aware of the hugely damaging and lasting effect that false allegations can have on a teacher's professional and personal life. Our procedures must recognise teachers' rights to be heard, and to be protected against false allegations. In the coming months my Department will be undertaking a review of the way precautionary suspensions currently operate, with the aim of issuing fresh guidance to schools.

This includes expenditure on schools, education out of schools, continuing education, youth and community and also central LEA management and support. However excluded from the total expenditure is any capital expenditure from revenue (CERA). HE expenditure is not allocated on an LEA basis and instead is largely funded by Government with the money allocated annually, to individual universities through the Higher Education Funding Council for England (HEFCE). Similarly, the Department does not collect information on the level of funding per student in FE at a local or regional level and therefore we are unable to identify the per capita cost in respect of HE and FE provision for Wirral and Cheshire LEAs and as such it has been excluded. 2 The expenditure data for 1997-98 are drawn from the annual `RO1' spending returns which local authorities submitted to the ODPM. Figures for 2001-02 and 2003-04 are drawn from Section 52 outturn statements which LEAs submitted to the DfES. 3 In order to provide a per capita figure for expenditure on education we have divided each LEA's net current education expenditure figure by the total population aged between three and 19 (inclusive) within that authority. The population figures are estimated resident mid year population figures from the Office for National Statistics (ONS) and these have recently been revised following the 2001 Census. Thus for financial year 1997-98 we have used the population estimate from mid year 1997 and for 2001-02 we used the mid 2001 estimate (and so on). 4 Local government reorganisation (LGR) took place on 1 April 1998 where pre-LGR Cheshire LEA was split into Cheshire LEA, Halton LEA and Warrington LEA. As a result, 1997-98 data is for pre-LGR Cheshire LEA and data for subsequent years is for the part of pre-LGR Cheshire now known as Cheshire LEA and is not therefore comparable with the 1997-98 figure. This break in the time series is shown by the blank row. 5 Figures are rounded to the nearest 10 as reported by the LEA.
