The hon. Member originally raised this question on 7 November 2005. Given that there were no pilots in any "five areas of the Drug Interventions Programme" it was agreed that the question would be withdrawn and re-tabled. The re-tabled question was answered on 6 February 2006 and I refer the hon. Member to the answer I gave on 6 February 2006, Official Report, column 937W.
I am now pleased to give the hon. Member the latest position on numbers into treatment. Since the introduction of the Drug Interventions Programme (DIP) in April 2003, over 48,000 drug misusing offenders have entered treatment through DIP (May 2006). We are on track to achieve the overall target of 1,000 offenders a week into treatment by 2008 and we exceeded the interim (March 2005) target by 54 per cent.

Since the introduction of the Drug Interventions Programme (DIP) in April 2003, over 45,000 drug misusing offenders have entered treatment through DIP. The programme continues to have a positive impact in communities not only through the interventions that it offers but also by delivering a more integrated approach by local agencies to the problems of offenders. Acquisitive recorded crime—to which drug related crime (including theft) makes a substantial contribution—fell by 12 per cent. in the year to April 2005 compared with the previous 12 months.The programme is highly regarded by operational staff and the many offenders whose lives it has helped to change. Its success has been achieved through a combination of additional resources, new legislation, revised working practices and a stronger focus on partnership working.We are on track to achieve the overall target of 1,000 offenders a week (4,300 a month) into treatment by 2008. In April 2006 over 2,800 offenders engaged in treatment through DIP. The programme continues to be developed and strengthened. For example, from 31 March 2006 testing on arrest has been rolled out to 98 areas.Those testing positive are required to attend an assessment with a drugs worker. Testing on arrest is a way of identifying drug misusers at an early stage in the criminal justice process. Restriction on bail is now available across all local justice areas in England.

The following table gives a breakdown of drug tests successfully conducted for 2004–05.In Schedule six to the Criminal Justice and Court Services Act 2000 (as amended by the Criminal Justice and Court Services Act 2000 (Amendment) Order 2004 (S.I. 2004/1892), an offence under section 1(1) of the Criminal Attempts Act 1981 is a trigger offence if committed in respect of an offence under any of the following provisions of the Theft Act 1968-section one (theft), section eight (robbery), section nine (burglary), section 15 (obtaining property by deception), and section 22 (handling stolen goods).Attempted crimes, begging and persistent begging became trigger offences from 27 July 2004.

Waiting times for treatment in the ‘intensive' DIP areas have fallen to their lowest levels ever. Acquisitive crime—to which drug related crime makes a substantial contribution—fell by 12 per cent. in the year to April 2005.Its success has been achieved through a combination of additional resources, new legislation, revised working practices and a stronger focus on partnership working.We are on track to achieve the overall target of 1,000 offenders a week into treatment by 2008 and we exceeded the interim (March 2005) target by 54 per cent. Over 2,000 offenders entered treatment in November 2005.The programme continues to be developed and strengthened. For example, from 1 December 2005 new provisions contained in the Drugs Act 2005 have been implemented in three police force areas: Greater Manchester, South Yorkshire and Nottingham. These give police powers to test for specified Class A drugs on arrest and to require persons who have tested positive for a specified Class A drug to attend an assessment of their drug use (an initial assessment). These powers are improving access to offenders including those who have previously not been in treatment. They will be extended to other intensive areas by 31 March 2006 on which date restriction on bail provisions will also be available across the whole of England.

The Drug Interventions Programme (DIP) provides a route out of crime and into treatment for drug misusing offenders, using their contact with the Criminal Justice System as an opportunity to engage them in treatment and support. The intensive elements of the programme, which include testing for class A drugs on charge for certain trigger offences, are operational in 97 basic command units (BCUs) (67 Drug Action Teams) within England and three drug/alcohol partnerships in Wales. Other key elements of DIP are delivered in all areas of England and are being rolled out in Wales.The intensive areas are listed in table 1. Since the programme began, over 31,000 drug misusing offenders have entered treatment through DIP. Latest figures show that over 2,000 DIP clients entered treatment in October 2005 and that the programme is on course to achieving the target of 1,000 offenders per week entering treatment by March 2008.From 1 December, the police in Greater Manchester, Nottinghamshire and South Yorkshire police force areas, are able to test for class A drugs on arrest for certain trigger offences as an alternative to on charge for those who test positive and require them to attend an assessment with a drug worker. These new powers will be expanded further on 31 March 2006. Acquisitive crime—to which drug related crime makes a substantial contribution—is going down and fell by 12 per cent. in the year to April 2005.

In April 2005, intensive elements of the Drug Interventions Programme (DIP) expanded to a further 33 police Basic Command Unit (BCU) areas with high levels of acquisitive crime. Intensive elements of the programme include testing for Class A drugs on charge for certain trigger offences. The 33 new BCUs build on what has already been achieved in the 64 earlier DIP-intensive BCUs and are listed.Areas were selected on the basis of number of acquisitive crimes per 1,000 households and the need to harmonise, as far as possible, with other initiatives such as Street Crime and High Crack Areas.The DIP programme provides a route out of crime and into treatment for drug misusing offenders, using their contact with the Criminal Justice System as an opportunity to engage them in treatment and support. The drugs intervention programme has been a huge success in my constituency, resulting in reduced reoffending rates and drug use, and contributing to a 22 per cent. fall in overall crime in the past year. But the money for the programme runs out in 2008. What steps will the Minister take to make sure that this valuable scheme continues beyond that date, and that police officers are able to plan beyond it?

I pay tribute to the way in which my hon. Friend has campaigned on these issues in his constituency. He is correct to say that crime is down in his area, particularly robberies and theft, which are the crimes most closely associated with drug offending. In March alone, 45 individuals in Hartlepool got into drug treatment through the drugs intervention programme. The funding to which my hon. Friend refers is secure for the spending period within which we are currently operating. Further plans for the spending review will be considered in due course, but a programme that is making such a difference in driving down drug use and its connection with crime will certainly be a strong contender in any future consideration.

Gentleman has misunderstood my point, which was that it was important that the police could focus all their attention on the most dangerous and harmful drugs, such as crack cocaine and heroin. It does not mean that cannabis is not harmful or illegal; it remains illegal. The police can focus their resources and, frankly, the message to young people is credible. If we argue that cannabis is as harmful as crack cocaine or heroin, we will not be credible with the young people whom we are trying to get off drugs.

Is now not the time to look at developing ways of supporting people after treatment by helping them to get jobs and proper housing, because sending them back to the same estates with the same drug dealer around the corner often leads them to go back to drugs and hence back to crime?

On criminality, it is important that the rehabilitation and recovery programme provides effective support in terms of housing, education, employment and mentoring, all of which will be part of the drug treatment programmes as they are across the criminal justice system.

It is down from 21 per cent. to a regrettable figure of 18 per cent., which Members in all parts of the House will still regard as too high. We have to tackle the supply of drugs and make sure that where drugs are used, the situation is dealt with appropriately. We also need to educate our children and young people about the impact of crime on them and their families, and through programmes such as the ““Frank”” campaign, straightforward information is given to schoolchildren. This is not an easy issue to deal with, and if the right hon. Gentleman is suggesting that it is, he is wrong. However, we are dealing with it.

As always, my hon. Friend makes a telling point. On criminality, it is important that the rehabilitation and recovery programme provides effective support in terms of housing, education, employment and mentoring, all of which will be part of the drug treatment programmes as they are across the criminal justice system.

My hon. Friend is quite right to say that tackling drug abuse is key to tackling crime, but will he go one step further and look at what happens to people after they have been through drug treatment programmes? Is now not the time to look at developing ways of supporting people after treatment by helping them to get jobs and proper housing, because sending them back to the same estates with the same drug dealer around the corner often leads them to go back to drugs and hence back to crime?

My answer to the right hon. Gentleman is to emphasise that cannabis is illegal and can be harmful. When we reclassified cannabis to class C from class B, we wanted to accentuate the campaign against the most damaging drugs such as crack cocaine and heroin. I hope that he would see that the campaign against those drugs is of the highest importance.
On reclassification, in March, my right hon. Friend the Home Secretary—in view of concerns expressed about the potential connection between use of cannabis and mental illness and emerging, stronger strains of cannabis—referred the matter back to the Advisory Council on the Misuse of Drugs, which will come forward with recommendations in due course.

The truth is that drug use has risen by two thirds since 1998; almost a fifth of teenagers are exposed to drugs each year, compared with one in 10 in 1998. That is the true figure. A former Labour Cabinet Minister said recently that cannabis use by young people had rocketed in the last two years and that kids did not believe it to be illegal. Do the Government now accept responsibility for the damage that has been caused to thousands of young people by use of cannabis?

I pay tribute to the way in which my hon. Friend has campaigned on these issues in his constituency. He is correct to say that crime is down in his area, particularly robberies and theft, which are the crimes most closely associated with drug offending. In March alone, 45 individuals in Hartlepool got into drug treatment through the drugs intervention programme. The funding to which my hon. Friend refers is secure for the spending period within which we are currently operating. Further plans for the spending review will be considered in due course, but a programme that is making such a difference in driving down drug use and its connection with crime will certainly be a strong contender in any future consideration.

I thank the Minister for that reply. The drugs intervention programme has been a huge success in my constituency, resulting in reduced reoffending rates and drug use, and contributing to a 22 per cent. fall in overall crime in the past year. But the money for the programme runs out in 2008. What steps will the Minister take to make sure that this valuable scheme continues beyond that date, and that police officers are able to plan beyond it?

In March 2005, more than 1,900 drug-misusing offenders entered drug treatment through the drugs intervention programme—the highest number since the programme began. This intensive programme is now operating in 97 areas with a history of high levels of drug-related crime. Recorded acquisitive crime, of which drug-related crime is the most significant proportion, fell by 11 per cent. between December 2003 and December 2004.
