There is no direct link between entitlement to DWP-administered benefits and control orders; as such, there is no specific legislation regulating this.
In order to receive income support or any other benefit, a claimant must meet the specific criteria for that benefit. A person subject to a control order who is entitled to benefit will receive the rate of benefit appropriate to their age and circumstances.
Information is not available on the number of individuals subject to control orders who are in receipt of benefits.

Regulations to address claimants who are in a polygamous marriage have been in force for some time. For instance, in relation to income support, current regulations were introduced in 1987.
For contributory benefits, no dependants’ increases are payable for any wives where a polygamous household exists, and British law recognisesthose marriages. Where we recognise one of the marriages, any dependants’ increases in contributory benefits would be paid only in respect of that one marriage.
Income-related benefits can be paid for more than one wife in a polygamous marriage where British law recognises the marriage and where the general conditions of entitlement for those benefits are met. This would apply where the marriages were conducted in a country that recognises polygamy and in which the parties to each marriage were domiciled at the time of their marriage. The amount of benefit payable includes personal allowances for the male spouse and one partner at the appropriate couple rate. For each other partner, benefit is payable at the difference between the couple rate and the higher rate for a single person. In general, therefore, there is no financial advantage to claiming for those in polygamous marriages.
Increases in income-related benefits are not payable for wives who do not reside in Great Britain.
Any member of a polygamous marriage can claim a contributory or non-contributory social security benefit in his or her own right where he or she satisfies the relevant conditions of entitlement.
No figures are available for the number of claimants in polygamous marriages where income-related benefits are in payment.

My Lords, we are extremely concerned about the situation in Darfur. We are making it clear to the Sudanese Government and the armed rebel groups that they must stop fighting immediately. The Government must also accept a UN force for Darfur and the bolstering of the African Union force until the UN can arrive and they must restart the political process with the non-signatories to the Darfur peace agreement. We are urging international partners to take the same line.

My Lords, Her Majesty’s Government are aware of and concerned by Armenian reports of the destruction and desecration of certain monuments and artefacts in Azerbaijan. We are also aware of and concerned by reports of the destruction of Azerbaijani cultural artefacts in territories under Armenian control.
We deplore such actions, no matter where or by whom they are committed. But the primary concern at this stage should be not the apportionment of blame but effective action to ensure the preservation of cultural and historical monuments on both sides of the current dispute. We consider this an issue for UNESCO to resolve and we are supporting its efforts to find a solution. We look to the Governments of Armenia and Azerbaijan, with the active engagement of UNESCO, to comply with their international commitments with regard to the safeguarding of cultural heritage.

Asylum claims from all nationalities are considered on a case-by-case basis. We fully recognise that the political and human rights situation in many countries are such that there are individuals who are able to demonstrate a need for international protection. We do not however consider that each and every national from a country with a poor political and/or human rights record who applies for asylum is in need of international protection.
Individual claimants who have been found by both the Home Office and the independent appeals process not to be in need of international protection are expected to return to their country of origin voluntarily. Those who do not avail themselves of the opportunity to return voluntarily may have their return enforced. We would of course not seek to remove nationals of any countries who have been found to be in need of international protection.

My Lords, the Government share the noble Baroness’s concern about recent incidents in Egypt. Following the events in Alexandria between 14 and 16 April, our embassy in Cairo discussed the matter with the Egyptian Government on 22 April. The Egyptian Government have confirmed that an investigation into the events is being conducted. Some arrests have been made.
Coptic Christians form a large minority in Egypt. Since the events in Alexandria, the Egyptian Government have publicly reaffirmed the importance that they attach to promoting tolerance and understanding between the Coptic and Muslim communities.

I refer the noble Baroness to the Written Ministerial Statement, 19 December 2005, at col. WS 162 of Lords Hansard. All overseas nationals applying for British citizenship since 1 November 2005 have been required to demonstrate knowledge of life in the UK as well as English. These requirements will continue to apply to ministers of religion in the same way as they do to all other applicants.

The Government are aware of and concerned by Armenian reports of the destruction and desecration of certain graveyards in Azerbaijan. We deplore the desecration of any religious memorial or gravestone. Such acts, wherever they are committed, bring only dishonour on the perpetrators.We understand that the Armenians have already raised this matter with UNESCO. We have no plans to raise this matter ourselves.

When developing the partial regulatory impact assessment (PRIA) on the Prohibition of Abortion (England and Wales) Bill officials contacted a range of government departments and stakeholders to get the best possible understanding of the Bill. The number of possible illegal abortions estimated in the PRIA was based on information provided by those stakeholders responding to the consultation and from examining what happened in other countries where access to abortion is restricted or illegal. The PRIA highlights that any outcomes would evolve over time, requiring around five years to become established.

My Lords, we remain deeply concerned about the human rights violations in Burma, and we take every opportunity to raise the issue directly with the regime. The Prime Minister and the Foreign Secretary raised Burma with the Thai Prime Minister and Deputy Prime Minister on 13 October. Our ambassador in Rangoon and other EU ambassadors expressed our concerns about the grave human rights situation to the Burmese Foreign Minister on 22 August. Most recently our ambassador in Rangoon met the Burmese Foreign Minister on 26 October and repeated these concerns. We will continue to press this regime.

My Lords, the long-standing position of Her Majesty’s Government is well known. The British Government acknowledge the strength of feeling about this terrible episode of history and recognise the massacres of 1915–16 as a tragedy. However, neither this Government nor previous British governments have judged that the evidence is sufficiently unequivocal to persuade us that these events should be categorised as genocide as defined by the 1948 UN convention on genocide.

United Kingdom assistance for reproductive health programmes is provided in support of the principles of free and informed choice set out at the International Conference on Population and Development (ICPD) in Cairo in 1994 and re-affirmed in various international forums since. These principles reject coercion in matters relating to child bearing and reproduction.
DfID assistance, through the United Nations Population Fund (UNFPA), is helping to promote non-coercive approaches to family planning in line with the ICPD plan of action. In recent years there have been some positive changes to China's population policy in recognition and compliance with the ICPD principles on people's reproductive rights and choices. This was reflected in the new population law issued in 2002.
The UNFPA's work in the areas of reproductive health and family planning, and gender equity and ageing has helped local governments in China to pilot non-coercive approaches to family planning. In the UNFPA programme counties, birth targets and quotas have been abolished, and abortion and sterilisation rates, along with maternal mortality, have dropped significantly.
DfID is also supporting the State Council AIDS Working Committee Office to strengthen its strategic capacity. The State Family Planning Commission (SFPC) is a member of this committee, and this support will enable it better to play its role in raising HIV and AIDS awareness.
The Government believe that this work is important and that the UNFPA's sustained engagement in support of reform is a positive force for change and should continue.
