The Department has implemented a number of new and changed policies since 27 June 2007. Ministers have kept Parliament fully informed of these changes. For example, the following have been announced:"a nationwide consultation with teachers, children's professionals, universities, colleges and the voluntary sector, parents, and children and young people themselves to draw up a Children's Plan for our country;""details of the first five new Diplomas and plans for additional Diplomas in Science, Languages and the Humanities to increase the options for 14 to 19-year-olds;""a new National Council for Educational Excellence to drive forward the Government's long term aspirations for children and young people's education;""a review of the teaching of maths to be led by Sir Peter Williams, Chancellor of Leicester University and chair of the Advisory Committee on Maths Education;""a major consultation on children and young people's safety where we are seeking views from parents, children and young people, our partners and the children's workforce;""more rigorous inspection of pupil behaviour with Ofsted to issue strong new guidance to inspectors which will be clear that behaviour by pupils that has a negative impact on learning is unacceptable;""21.9 billion of capital investment allocations to local authorities to raise standards with state-of-the-art classroom, arts, sports and ICT facilities over the next three years;""£150 million Assessment for Learning training over the next three years to help teachers better track their pupils' progress and personalise their learning to stretch gifted children and help underachieving children catch-up;""a £265 million extended schools subsidy over the next three years to ensure that children from disadvantaged backgrounds benefit from extra out-of-hours tuition and after-school clubs in sport, music and drama."

The Department has implemented a number of new and changed policies since 27 June 2007. My Department has kept Parliament fully informed of these changes. For example we have announced:"A draft code of practice for regulators. The Regulators' Compliance Code is a statutory code of practice aimed at improving the way regulators enforce regulations (laid before Parliament on 16 October 2007).""A new study into the feasibility of a Severn Barrage to exploit the tidal energy resource in the Severn Estuary. This decision reflects the conclusions of a report, commissioned by Government in July 2006, by the Sustainable Development Commission (SDC) into the potential for tidal power in the UK. The feasibility study will consider the environmental, social and economic aspects of a Severn barrage, 17 October 2007, Official Report, columns 1151-52W.""Our response to the consultation on the draft Regulatory Enforcement and Sanctions Bill. This will lead to a Bill that will be introduced when parliamentary time allows which will extend sanctioning powers for regulators dealing with non-compliance with regulation.""As part of the pre-Budget report (9 October) the high-level portfolio of products from which business support will be provided in the future.""The publication of the document ““Next Steps on Regulatory Reform”” which sets out a range of initiatives that will help realise the benefits of better regulation for businesses, third sector organisations and the public sector front line, 25 July 2007, Official Report, column 64WS.""As part of publication of the Next Steps on Regulatory Reform launched a thorough-going Consumer Law Simplification Review in July 2007, to assess the scope for further reductions in the burdens on business, without diminishing consumer protection."

The Home Office has implemented a number of new policies since 27 June 2007, and we have kept Parliament fully informed of these. Following the terrorist incidents in Glasgow and London in June, we have spent much of the last few months focused on counter terrorism and security. The Prime Minister has asked Lord West to conduct a review of the protection of crowded places, critical national infrastructure, and transport infrastructure from a critical terrorist attack.On July 19 The Home Secretary launched the new Crime Strategy. This includes a stronger focus on serious violence, continued pressure on antisocial behaviour, a renewed focus on young people, a new national approach to designing out crime, and continuing work to reduce re-offending. The newly created National Crime Reduction Board to oversee delivery across government departments held its first meeting on 10 October 2007.On 24 August 2007 immigration officers began wearing uniforms at Gatwick's border control, creating a stronger and more visible presence at the border.On 9 September we launched the Tackling Gangs Action Programme with focused work in areas of London, Manchester, Birmingham and Liverpool where gun crime and gangs are a particular issue.On 27 September the Home Secretary announced a new £50 million fund to give the police access to 21st century crime fighting technologies. This includes the provision of 1,000 new mobile computers we intend to roll out this year followed by a further 10,000 more next year.

The Department's objectives to eradicate child poverty, promote employment opportunity for all, and ensure pensioners have a secure retirement are some of the most challenging social ambitions ever set by government. This Department is constantly reviewing its policies to ensure that we meet these challenges, and we keep Parliament fully informed of any changes.Since 27 June, we have made a number of announcements. For example, on 18 July we published In work—better off which contains the Government's proposals on the next steps towards its aim of full employment. This was accompanied by a statement in the House. On 26 July, the Pensions Act 2007 received Royal Assent. Reforms in the Act will start to come into effect from 2010 onwards and will make state pensions simpler, fairer and more generous.

The key objective of my Department remains to build a lasting peace in Northern Ireland based on the Belfast Agreement and St. Andrews Agreement, in which the rights and identities of all traditions are fully respected and safeguarded and in which a safe, stable, just, open and tolerant society can thrive and prosper. This has not changed since 27 June.

That this House welcomes the new EU target of 20 per cent. renewables as a proportion of total energy by 2020; believes that technological leadership by the EU is essential in the global fight against climate change and for improving energy security; notes that the United Kingdom currently delivers 1.75 per cent. total energy from renewables, the lowest percentage in Europe apart from Luxembourg and Malta; further notes that the EU average is 7 per cent, with countries like Denmark on 16.21 per cent. having demonstrated that renewables output can be doubled in a single decade; urges the United Kingdom Government to adopt a much more ambitious approach to the United Kingdom's exceptional renewable resources, also making use of the United Kingdom's considerable engineering and academic expertise; further recognises that the United Kingdom is the second largest economy in Europe, and the world's fifth biggest economy and sixth biggest manufacturing economy, and therefore has the knowledge and resources to deliver a step change in the delivery of renewable energy, creating significant employment and export opportunities; further urges the Government to offer strong leadership on United Kingdom renewables and to adopt a positive approach to EU negotiations on the EU target to achieve an outcome which supports the rapid expansion of renewable energy in the United Kingdom; and urges the Government to adopt the Renewable Energy Association and British Wind Energy Association's call for a 2020 Renewable Taskforce to ensure that government works in partnership with key industries and the energy regulator to deliver as close to 20 per cent. renewables by 2020 as possible.

If they are sensible proposals, they will be a matter for the Welsh Assembly Government to implement.
I assume that the hon. Gentleman agrees with the hon. Member for Monmouth (David T.C. Davies), sitting behind him, who said in The Western Mail on 21 September:"““Some Conservatives like myself, and all my fellow MPs, feel we were correct to oppose the establishment of the Assembly and should continue to oppose further powers””"
for the Welsh Assembly. I assume that the hon. Member for Bexleyheath and Crayford (Mr. Evennett) and the Conservative Front Benchers agree with that, as the hon. Member for Monmouth was claiming ownership of all Conservative MPs.

When we made the Bank of England independent, the Conservatives opposed it; now they support it. When we created a minimum wage, they opposed it; now they support it. When we invested in the health service, they opposed it; now they support it. I know who has been leading the argument in this country: it is the Labour party.

It is not the Government’s intention at present to undertake a review of aviation policy. The Future of Air Transport White Paper, published in 2003, set out a long-term strategy for the sustainable development of air travel to 2030. This strategy was reaffirmed in The Future of Air Transport White Paper Progress Report, published in December 2006. The Government intend to report on progress again in three to five years’ time.
