I have asked the authority to reply.Letter from Stephen Penneck, dated March 2010:"As the Director General for the Office for National Statistics (ONS) I have been asked to reply to your recent question asking what the schedule is for printing 2011 Census forms; and how many census forms are expected to be printed in each month from March 2010 to the date of the census. (323448)""Initial printing of the questionnaires is running from March 2010 to July 2010 and once this is complete a second process of overprinting will begin, during which the barcodes, unique identifiers and internet access codes will be printed onto each questionnaire.""Current expectations are that for the initial printing stage the numbers of questionnaires printed each month will be approximately:"
"During August 2010 ONS will be undertaking testing processes and undertaking further quality assurance of the processing procedures.""Once the initial printing process is complete a second process of overprinting will begin, during which the barcodes, unique identifiers and internet access codes will be printed onto each questionnaire. I have asked the authority to reply.Letter from Stephen Penneck, dated March 2010:"As the Director General for the Office for National Statistics (ONS) I have been asked to reply to your recent question asking what methodology will be used to count (a) people in immigration removal centres and (b) asylum seekers in the 2011 Census. (323453)""ONS will count those people in immigration removal centres in the same manner as it will count people in prison. ONS have liaised with the Ministry of Justice to develop procedures for enumerating prisoners, and are currently in discussion with the UK Borders Agency to extend this planning to cover immigration removal centres.""Specially trained field staff will visit such establishments and work with the management to ensure that census returns are made in respect of all inmates. Three prisons were included in the 2009 Census Rehearsal to ensure that plans for the 2011 Census are effective and practical.""Where asylum seekers are living in the community, Census field staff will not know whether or not they are asylum seekers, and the census questionnaire will not seek this information. Such people will be enumerated via a combination of special enumeration and general enumeration procedures dependent on their length of intended residence and their place of residence. Both language support and translation services will be available. In addition, field staff will have received specific training in how to best encourage people to complete a questionnaire and deal with refusals. There will also be a tailored publicity and communications strategy to accompany this."

However, the uses of each question have been extensively explored and well documented. (322909)""The Census (England and Wales) Order 2009 sets out the legal responsibilities for who must be included in a census return. Guidance printed on the questionnaires directs householders to include anyone who is not a usual resident and who is staying over night to be recorded as a visitor, it is left up to respondents to interpret what staying over night means in relation to their home, as this is a well recognised concept.""Recording information from visitors who are staying overnight at an address where they do not usually live will help to provide an accurate population count. Together with the new questions on second addresses this will avoid us undercounting or overcounting people, and help us to produce the most accurate figure of the population living in local areas.""ONS is only planning to impute data relating to over night visitors where a visitor has been recorded on a census questionnaire, but where there are missing data items. No estimate has been made of non-compliance with the requirement relating to overnight visitors."

(322892)""pursuant to the Answer of 3 December 2009, Official Report, columns 953-6W, on the Census, what estimate has been made of the cost of storing the Census forms. (322893)""pursuant to the Answer of 3 December 2009, Official Report, column 953W, on the Census, for what reasons the forms for the Census are being printed in March 2010. (322894)""pursuant to the Answer of 3 December 2009, Official Report, columns 953-6W, on the Census, how many Census forms of each type will be printed in March 2010. (322908)""The contract for census processing was awarded to Lockheed Martin UK in August 2008. This is the largest of the census contracts with a value of around f 150m.""It is estimated that the cost for the printing of the 2011 Census questionnaires is in the region of £20 million; which would equate to an average cost of around £0.53 per questionnaire.""Lockheed Martin UK acts as the prime contractor with several sub contractors undertaking aspects of the work.""There are a number of types of census questionnaires. England, Wales and Northern Ireland each have a different question set, and in Wales everything needs to be printed twice, once in English and once in Welsh.""Due to the differences in questions and language used across these areas, there will be 17 separate types of questionnaires printed in total. These can be broadly grouped into four categories, and will be printed in the corresponding quantities:""Household questionnaires: around 34 million""Individual questionnaires: around 3 million""Communal Establishment questionnaires: around 144,000""Census Coverage Survey questionnaires: around 600,000""ONS docs not have the costs of printing each specific form type.""Storage costs are factored into the fixed price service contract so it is not possible to extract specific costs for the storage of any questionnaires printed in the period up to census day.""In addition to the questionnaires there are information guides, translations of the questions into various languages, leaflets, envelopes and other necessary material to accompany the questionnaires; as well as the various administrative forms used by census staff to undertake the census. This amounts to around 50 separate types of document to be printed; and is estimated to total approximately 107 million items, on top of the roughly 1 billion pages of questionnaires.""Initial printing of the questionnaires is running from March 2010 to July 2010; once this is complete a second process of overprinting will begin in July 2010, during which individual barcodes, unique identifiers and internet access codes will be printed onto each questionnaire.""For this process to be a success the scanning and processing software needs to be developed and rigorously tested. This is a large and involved project and must start in April 2010 for the systems to be ready in time for census day on 27 March 2011.""In addition to being needed for the printing timetable, a finalised print-tested questionnaire is needed for the programming of the scanning and printing software and for creating test data for the various stages of testing necessary to ensure that the final processes meet the high standard demanded by the census."

I have asked the authority to reply.Letter from Stephen Penneck, dated March 2010:"As the Director General for the Office for National Statistics (ONS) I have been asked to reply to your recent question asking pursuant to the Answer of 27 January 2010, Official Report, column 795, on the 2011 Census, what the most recent estimate is of the (a) absolute response rate in terms of number of respondents and (b) percentage response rate in each of the pilot local authority areas for the 2011 Census rehearsals; in which (i) wards and (ii) postcode areas rehearsals were held in each of the pilot areas; and what the criteria were by which the sub-areas were selected. (318330)""The rehearsal was unlike the Census in that it was voluntary and publicity was necessarily limited. It included 133,890 addresses (61,725 in Lancaster, 38,618 in Newham and 33,547 in Anglesey); 49,300 returns were received.""In order to rehearse our procedures appropriately, 51% of addresses were pre-selected to be subject to the full follow-up process; the remainder were not followed up if they did not respond. In the Census itself, it is the intention that all non responding households will be followed up.""(a) Measuring return rates from those 68,000 households subject to the full process, we had 27,500 returns (41%).""(b) The percentage return rate in each of the rehearsal local authority areas is:"
"(i) and (ii) All wards in Lancaster and Anglesey were included in the rehearsal.""Areas in Newham were selected by lower super output areas, a statistical geography, which do not always align with ward boundaries. All or part of the wards and postcode sectors shown at Annex A were part of the Newham rehearsal.""The particular criteria for choosing sub-areas in Newham were that they should contain around 40,000 households, a number of communal establishments and a traveller site; that they should have high concentrations of multiple occupancy and students; that they should be contiguous. As Director General for the Office for National Statistics I have been asked to reply to your recent question asking what consultation has taken place with the Scottish Executive on the 2011 Census; and whether they were asked for their views on including a question on Scottish Standard English. The census in Scotland is a devolved matter. There have been frequent discussions between the Office for National Statistics (ONS) and the General Register Office Scotland on preparations for the 2011 censuses across the UK, but there has not been any discussion or consultation about Scottish Standard English.

As the director-general for the Office for National Statistics (ONS) I have been asked to reply to your recent Question asking further to the Written Answer by Baroness Crawley on 13 January (WA 155-6), what criteria were used in the 2011 census ethnic question prioritisation exercise; what was the scoring system used to decide only to add the category of Gypsy or Irish Traveller to white ethnic group; what other categories were considered; and why an Irish category was included in 2001 and will be maintained in 2011.(HL2489)
The ethnic group question is already the longest in the census questionnaire. However, there were still demands for additional response categories. For the 2011 census, there was space only for two additional tick-boxes. As explained in answer to the previous Question referred to above, ONS developed a tool to prioritise requests for additional ethnic group tick-boxes. The ethnic group prioritisation exercise scored each ethnic group under consideration against seven criteria, which were grouped into four broader themes. These were:
1 Strength of need for information on that group
1.1 Group is of particular interest for equality monitoring or for policy development (for example, particularly vulnerable to disadvantage)
1.2 Group is of particular interest for service delivery
2 Lack of alternative sources of information
2.1 Write-in answers are not adequate for measuring this group
2.2 Other census information is inadequate as a suitable proxy
3 Clarity and quality of the information collected and acceptability to respondents
3.1 Without this tick-box respondents would be unduly confused or burdened and so the quality of information would be reduced (for example, if a large, well known or highly distinct group was left out and instead respondents from this group ticked a variety of options instead)
3.2 The addition of the tick-box and/or revised terminology is clear and acceptable to respondents (both in wording and in the context of the question, for example providing mutually exclusive categories) and provides the required information to an acceptable level of quality
4 Comparability with 2001 data
4 There will be no adverse impact on comparability
Potential tick-box categories were identified throughout the extensive period of consultation with users. A score of either 2, 1 or 0 was given to each category for each principle in accordance with the level of supporting evidence and analysis, ensuring a level of consistency in relation to each principle. The scoring method equated to:
2 High level of evidence
1 Medium level of evidence
0 Low level or no evidence
This was the system that was used to decide which tick-boxes to add to the ethnic group question, including Gypsy or Irish Traveller. Other categories considered are listed in the summary of scores shown at Annexe A in the information paper referred to above and as listed in a previous Answer in December 2009 (WA 230-31).
A particular case was made for the inclusion of an Irish category in the 2001 census by representatives of the Irish community in Britain to provide a more accurate and reliable basis for identifying and dealing with problems of disadvantage, such as health inequality, facing the Irish community. The inclusion of an Irish category was supported by the then Commission for Racial Equality as well as central government departments and Irish community groups.
The 2005 consultation showed a continuing requirement for information on the Irish community and found that statistics users were happy with the ethnic populations measured in the 2001 census. ONS therefore recommended that the "Irish" category, and all other categories from the 2001 census, be retained. Consultation on the 2011 census content identified a strong need for comparison of ethnic group statistics with the 2001 census. Consultation also showed that statistics users were happy with the ethnic populations measured in the 2001 census and the 2001 categories have therefore been retained for the 2011 census.

(320731)""The Beyond 2011 Project was established with the Registrars' General in Scotland and Northern Ireland to consider options to deliver population data for the UK of the required coverage and quality beyond the next Census. It is therefore not reviewing the way that the current 2011 Census exercise is conducted, rather it is looking at options and their feasibility beyond 2011.""A detailed work programme is currently being developed to enable a decision on a way forward to be taken by 2014.""Extensive technical and methodological research is planned. This is drawing on internal ONS expertise in population statistics, the use of administrative data, household survey and census taking, but also uses a number of external experts in the area of population statistics to help advise and peer review our work. We are also drawing on the expertise of other countries.
