The UK National Screening Committee (NSC) commissioned a clinical and cost effectiveness study comparing different approaches to group B streptococcus (GBS) infection. The main conclusion was that there was considerable uncertainty on the most effective approach to preventing early onset GBS infections in neonates.The UK NCS is currently reviewing the evidence for screening for group B streptococcus carriage in pregnant women. The committee will review the international literature and a public consultation on the results will open in spring 2012.The Royal College of Obstetricians and Gynaecologists is in the process of reviewing and updating the Green-Top guideline published in November 2003. The update will be published in spring 2012. In addition, the National Institute for Health and Clinical Excellence has developed a new guideline on the prevention and treatment of early-onset neonatal infection, including GBS, which is currently published for public consultation.

I am certainly happy to meet my hon. Friend. I should point out that the Royal College of Obstetricians and Gynaecologists is updating its guidelines and that NICE is also developing guidance. The issue is complex, however, and even testing is not 100% effective. Women who produce a positive result during pregnancy might be negative during labour and, more importantly, those who are negative during pregnancy might be positive during labour. It is important that we get the most up-to-date evidence and ensure that we reduce the tragic consequences of this infection.

I welcome the Minister's statement, but may I urge her to consider carefully the kind of testing, as the false negatives and positives to which she refers come with the current testing and there are better tests? About 340 babies are affected every year of which one in 10 dies and one in five is permanently disabled. This is a very serious matter and I hope she will do all she can to deal with it.

I will certainly do all I can to deal with it. As the right hon. Lady says, the consequences are tragic but this is a complex area that has changed quite rapidly. I think the US is now at a similar level of infection to us, but what remains a challenge is ensuring that we have an effective test that does not produce false positive or, more seriously, false negative results and that we have effective treatment that works in 100% of cases.

The Department receives representations periodically. A search of the Department's ministerial correspondence database has identified 39 items of correspondence received since May 2010 about group B streptococcus (GBS) screening. This figure represents correspondence received by the Department's central correspondence team only. Two of the letters received were petitions of which one was specifically about GBS screening and was signed by 1,560 people. The other was about maternity care and was signed by 1,022 people.

Current guidance for obstetricians, midwives and neonatologists is provided by the Royal College of Obstetricians and Gynaecologists (RCOG), which published its Green-top guideline No. 36 on the prevention of early-onset neonatal group B streptococcus disease in November 2003.Information on the number of cases of group B streptococcal infection in babies is not collected centrally by the Department. The following table sets out information published by the Health Protection Agency (HPA) on the number of laboratory-confirmed group B streptococcal bacteraemia reports submitted by laboratories in England, Wales and Northern Ireland. The UK National Screening, which advises Ministers and the national health service in all four countries about all aspects of screening policy, considered its policy for screening for group B streptococcus (GBS) carriage in pregnancy in 2009. The policy review concluded that the evidence did not support the introduction of screening. The policy is due to be considered again in 2012, or earlier, if significant new evidence emerges.The Royal College of Obstetricians and Gynaecologists (RCOG) has produced a Green-top guideline, 'Prevention of Early Onset Group B Streptococcal Disease', which provides guidance for obstetricians, midwives and neonatologists on the prevention of early-onset neonatal GBS disease. The RCOG has also produced information for women and their families who are expecting a baby or planning to become pregnant, 'Preventing group B streptococcus (GBS) infection in newborn babies—information for you'.

The Department supports the 'Standards for Maternity Care' published by the Royal College of Obstetricians and Gynaecologists (RCOG) in 2008, which state that maternity services should comply with evidence-based guidelines for the provision of high-quality clinical care.We encourage the national health service to take into account the guidance for obstetricians, midwives and neonatologists provided by the RCOG which published its Green-top guideline No.36 on the prevention of early-onset neonatal Group B Streptococcus disease in November 2003.The Department has asked the National Institute for Health and Clinical Excellence to produce a clinical guideline on the use of antibiotics for the prevention and treatment of early onset neonatal infection. One of the relevant infections is Group B Streptococcus. The guideline is currently under development.
