The situation in Mali is stabilising but fragile. French-led military operations are drawing down and African troops are playing an increasing role in maintaining security. Negotiations for deployment of a UN Peacekeeping Operation are currently under way, and UK trainers have deployed to the EU Training Mission for the Malian armed forces.

We are refining our estimate of the cost of this continuing operation. The costs for the financial year 2012-13 will be set out in the MOD's Annual Report and Accounts for that year, which we will publish in the summer.
The UK’s primary goal in Mali is to encourage the transitional authorities to pursue an inclusive political process that supports long-term stability. We welcome the commitment to a road map and the creation of a national commission for dialogue and reconciliation, but rapid progress is required if that is to stay on track.

The French Parliament has just voted to extend France’s military mission to Mali at least until the end of the year. A French colonel is reported in Le Monde as saying that the Malian military remains ill-equipped and ill-trained. How long does the Minister think the UK will contribute by deploying troops to the EU training mission?

Let us be absolutely clear that the UK is offering the French deployment, at the behest of the civilian-led sovereign Government of Mali, limited logistical support. Approximately 40 UK military personnel are deployed as part of the EU training mission, three of whom are specifically related to the Foreign Secretary’s initiative on preventing sexual violence in conflict. They are there to train the Malian army with respect to human rights. Other international and multilateral discussions are taking place on deploying AFISMA—the African-led international support mission to Mali—to replace the French troops and, ultimately, a UN mission.

Indeed, Jeffrey Feltman, the United Nations Under-Secretary General for Political Affairs, said last week that it was vital that the political process be taken forward in Mali. Given our previous military involvement, what specific assistance are the UK Government giving to the political process? Does the Minister envisage the elections taking place by the summer of this year?

Friend the Member for Eddisbury (Mr O’Brien), who is very involved in the process. The hon. Gentleman is right to focus on the importance of the political process. We need to ensure that all the groups in the north are involved in the political process, and that mechanisms are put in place to air and resolve the grievances of those who live in the north.

As the successful French-led operations in Mali have drawn down, the African-led support mission to Mali (AFISMA) is taking a growing stabilisation role ahead of a likely transition to a UN peacekeeping operation later this year. On the political track, we are encouraged by Mali's commitment to a political roadmap towards elections in July 2013. Delivering on that roadmap, and electing a strong, credible central Government that speaks for all Malian people, will be critical.

Building regional stability and good relations in the Sahel is central to our policy towards the region. Ministers and officials regularly raise this with regional contacts, including during the visit of the Secretary of State for Foreign and Commonwealth Affairs, my right hon. friend the Member for Richmond (Yorks) (Mr Hague) to Bamako on 4 March, and my visit to the African Union summit in January. Recent years have seen an improvement in relations between Mali and Burkina Faso, and Burkina Faso has made a substantial troop contribution to the African-led International Support Mission to Mali force which aims to help stabilise Mali.

To ask the Secretary of State for International Development what assessment she has made of the increase in food prices in Northern Mali following recent military intervention in the region.

According to the United Nations, the recent interventions in northern Mali have severely disrupted trading supply routes from Algeria, resulting in rising food prices in the area. As a result, a significant proportion of traders have reportedly left the Kidal area of northern Mali, increasing the risk of serious food shortages in the region in the coming months.
In direct response to this crisis, UK aid is currently providing support to the International Committee of the Red Cross and World Food Programme's emergency operations in northern Mali. These programmes aim to provide food assistance to conflict-affected and internally displaced people in northern Mali.
The UK will continue to monitor the situation closely to ensure that needs are being met as effectively and efficiently as possible by the international community.

The UK Government's humanitarian response in the Sahel, as with all responses, is based on need alone, in line with the humanitarian principles of humanity, impartiality, neutrality and independence.
None of our humanitarian assistance to the region is therefore specifically targeted at female refugees. However, the rights, needs and vulnerabilities of women and girls are often overlooked in emergencies. The UK Government is working closely with all our aid partners to ensure the most vulnerable, specifically women and children, receive the assistance they need.
In direct response to the Mali conflict, UK aid is supporting the work of the United Nations' Refugee Agency (UNHCR) and the World Food Programme, to provide a comprehensive package of aid including food, health care, protection, and clean water, to over 135,000 refugees in Burkina Faso, Mauritania and Niger.

The UK is currently providing support totalling £7.6 million to the 2013 International Committee of the Red Cross Mali/Niger appeal. This aid will provide conflict-affected people in northern Mali with sufficient clean water to meet their domestic and livestock needs, as well as providing food assistance to displaced people in north-eastern Mali.
The UK is also providing support totalling £4.5 million to the World Food Programme's emergency operation, in Mali, which aims to provide food to internally displaced and conflict-affected people in parts of north-western Mali.
We will continue to monitor the situation closely to ensure that needs are being met as effectively and efficiently as possible by the international community.

According to the United Nations, over 475,000 people have been displaced by the conflict in Mali, of which over 292,000 have been internally displaced within Mali's borders, and over 183,000 into neighbouring countries including Burkina Faso, Mauritania and Niger.
So far this year, Britain has contributed £5 million to provide a comprehensive package of support, including food, healthcare, protection, education and non-food items, to over 135,000 refugees in Burkina Faso, Mauritania and Niger through the UN's Refugee Agency, UNHCR, and the World Food Programme. This support is also providing assistance to host communities in these countries.
Our assistance, both in refugee camps and in the wider community, will help take the pressure off already overstretched communities in these countries.
