That this House believes that passengers and crews should be informed by airlines when they have been exposed to contaminated air on UK registered aircraft, and that aircraft cabin air should be monitored with meters due to fears that the 'bleed air' compressed from the engines on most aircraft, that allows high-altitude pressurised flying, is unfiltered and could on occasions contain pyrolised or decomposing synthetic jet engine oils which may enter the cabin air supply and cause toxification of passengers and crew with risk to crew performance; and praises the film A Dark Reflection for raising the issue.

To ask the Secretary of State for Environment, Food and Rural Affairs, when she expects to publish the strategy to tackle urban diffuse water pollution referred to in her Department's Summary of responses to the consultation on Tackling water pollution from the urban environment.
The responses we received through our consultation on proposals for tackling diffuse water pollution from urban sources were extremely positive. Over 90% of respondents agreed with our strategic aims. We are using this information to develop an action plan for publication later in 2015.
To ask the Secretary of State for Environment, Food and Rural Affairs, what her strategy is for tackling urban diffuse water pollution.
To ask the Secretary of State for Environment, Food and Rural Affairs, what her strategy is for tackling urban diffuse water pollution.
The Government’s role in tackling water pollution from the urban environment is centred on improving our understanding of the problem and the possible solutions, and then, in line with the evidence, both facilitating action by others and taking action ourselves where appropriate.
In line with this approach we are committing £2m grant funding in the next financial year for local projects that tackle urban diffuse water pollution.

Before any oil or gas operation can begin in the UK, operators must gain a permit from the relevant environmental regulator (such as the Environment Agency in England). Exactly which permits they need depends on the activities proposed and site specific circumstances such as location, and is determined by the Environmental Agency (EA). The EA will require operators to have a groundwater permit unless they can demonstrate that there will be no, or a trivial, impact on groundwater (this is known as the “de minimis” exclusion). In all other cases, they will require a permit to regulate any actual impact on groundwater or the risk of an impact.
The EA also requires operators to disclose the chemicals they propose to use and the maximum concentration of each one before granting environmental permits. The EA assesses the hazards presented by fracking fluid additives on a case-by-case basis and will not allow substances hazardous to groundwater to be used where they may enter groundwater and cause pollution. Information on chemical substances and their maximum concentrations is included within the environmental permit, along with any other monitoring requirements. The permit is placed on the public register.
In addition, the Infrastructure Act 2015 makes it clear that hydraulic fracturing activity associated with onshore oil and gas exploitation cannot take place within protected groundwater source areas. Protected groundwater source areas will be defined in regulations by the end of July.
That this House is concerned by the damage caused by pollution to the Yamuna River, one of the holiest and most significant rivers in India; notes that domestic and commercial waste is dumped in large quantities into the river and that no fresh water flows through cities like Delhi, Mathura, Vrindavan and Gokul; further notes that 150 kilometres of the Yamuna river bed is completely empty; congratulates the campaign to improve these conditions and address the pollution problem, led by individuals across India and the UK such as Rakesh Rajpara; and calls on the Indian government urgently to address this issue.

The Minister has talked about tougher responses and coming down firmly. I do not know whether he is going to come to this point—I do not want to labour it, but I want him to address it, as is it quite important—but I gave him an example in which the...

I understand the hon. Lady’s concerns. It is clearly her firm view that action could have been taken more quickly. I understand that view and am pleased she has had the opportunity to express it today. As I have said, I have made it clear in my discussions with the...

I understand that that issue was touched on in the debate on 3 September led by my hon. Friend the Member for Blaenau Gwent. I believe that he expressed the view that insurance companies were pulling out of that market because the risk was substantial.

In the consultation there will be the opportunity to put forward options for that idea. The main focus is on giving the agency the tools that it needs to tackle poor performance.

Will the Minister say whether that involves criminal sanctions? People’s lives have been made miserable and, as I said, some have moved away because of the situation. I do not want people to have to move away from the area.

The agency is looking at all forms of enforcement action, which would include the sorts of things that the hon. Lady is considering.
I understand that the agency has been advising Peel of its responsibilities as a landowner; I trust that it will take steps to work with the various agencies...

I congratulate the hon. Member for Somerton and Frome (Mr Heath) on securing the debate. I assure him that representing as I do a seat with towns built on the sites of 18th and 19th-century tin mining, I am well aware that contaminated land is still an issue in many...

The local authority has been as helpful as possible in this case and did identify both of those factors as arguments for waiving the fees. Nevertheless, it expressed concern that a number of other properties around the district council area will end up in similar circumstances. That would mean a...
