The British Government has made clear that it condemns the use of chemical weapons by anyone anywhere and that those who use chemical weapons should be held to account. A firm international response to the Syrian regime's use of chemical weapons is essential. Sanctions aim to restrict the Syrian regime's willingness and ability to use such a repellent form of warfare. EU sanctions are already in place. On 20 March, additional sanctions were imposed by the EU on four high-ranking Syrian military officials for their role in the use of chemical weapons. The EU continually examines the range and scope of sanctions against Syria.

Sanctions are having an impact on Russia, exacerbating negative trends in its economy caused by low oil prices and structural weakness. The Russian economy contracted by approximately 3.7% in 2015 and by 0.5% in 2016. Financial sanctions are particularly effective, making it expensive and difficult for sanctioned Russian entities to access finance to rollover existing debt and fund new investment projects.

As I set out in written question HL2194, we will always carefully consider the impact and benefits of sanctions measures before they are imposed. These considerations include our ability to defend the legality of the sanctions should they be challenged under EU law and the likelihood of achieving our objectives of stability on the Korean peninsula and improved human rights for North Koreans.

An EU-wide arms embargo is already in place on South Sudan, and the UK has long called for the imposition of a UN arms embargo. We were therefore extremely disappointed that the US-led resolution imposing an arms embargo on South Sudan and targeted sanctions against those who continue to block the path to peace did not pass in the UN Security Council in December 2016. An arms embargo would help disrupt flows of heavy weaponry and ammunition; fewer weapons in South Sudan would have saved lives. We will continue to lobby on this issue.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the effect of increased revenue from oil production in Libya on the effectiveness of economic sanctions imposed on that country.
The increase in Libya's oil production is a welcome development and should provide additional government revenue to enable the delivery of public services. As production increases, it is important that the international community remains vigilant to ensure the effective enforcement of the sanctions reaffirmed under UN Security Council Resolution 2278 against any attempts to divert oil revenue from legitimate channels, including by parallel institutions that claim to be the legitimate authority but are outside of the Libyan Political Agreement. UN Security Council Resolutions 2259 and 2278 highlight the importance of the Libyan State financial institutions, including the National Oil Corporation, the Central Bank of Libya, and the Libyan Investment Authority, continuing to function for the benefit of all Libyans.
