To ask Her Majesty's Government what representations they intend to make to the government of Israel about the situation of stateless female cancer patients in Gaza who require specialist treatment in Israel.
Our Embassy in Tel Aviv regularly raises the matter of medical permits with the Israeli authorities. Israeli restrictions severely restrict the movement of medical professionals, patients and families from Gaza, hampering the provision of quality health services, as well as impacting Palestinians in the West Bank. The situation in Gaza is particularly acute, and is compounded by frequent closure by Egypt of the Rafah crossing, preventing urgent medical cases from seeking treatment in Egypt. A lasting resolution to the situation is needed that will ensure that all those who are in need of medical attention and their families have unimpeded access to healthcare provisions.

Our Embassy in Tel Aviv has raised the death of Abd a-Rahman with the Israeli authorities, stressing the importance of protecting civilians, especially children. The Government is very concerned at the high numbers of Palestinian children killed and injured by Israel Defense Forces in the West Bank and Gaza. We have raised the issue of excessive use of force, including use of live ammunition with both the Office of the Coordinator of Government Activities in the Territories and the Israeli Ministry of Defense.

We are supporting urgent medical needs in Gaza through the International Committee for the Red Cross and the World Health Organisation. No health or aid workers anywhere in the world should be at risk of violence. They should have the protection that allows them to do their jobs in safety. We regularly raise with the Government of Israel the humanitarian situation Gaza, stressing the importance of protecting civilians, especially children and medical personnel.

We are concerned by the report on attacks on health workers and healthcare facilities in the Occupied Palestinian Territories, in particular in Gaza. We regularly raise our concerns about the situation with the Israeli Government, pressing them on the need for a long-term strategy to improve humanitarian conditions. We are clear that medical staff and services should have the protection that allows them to do their jobs in safety.

The UK supports an investigation which establishes the facts about the violence in Gaza related to recent protests. Given the importance of accountability, we urge that any investigation be independent and transparent, that its findings be made public, and, if wrongdoing is found, that those responsible be held to account.

We have serious concerns about Israel's movement and access restrictions on Gaza, and are deeply concerned by the fuel shortages, which are exacerbating the dire humanitarian situation. The Minster for the Middle East discussed the situation in Gaza during his visit there in May. Our Embassy in Tel Aviv and our Consulate-General in Jerusalem frequently urge the Israeli and Palestinian authorities to take steps to improve conditions in Gaza. Addressing Gaza's energy shortfall is critical. We are working to address the underlying causes of the humanitarian situation in Gaza by focusing on economic development, including enhancing the supply of electricity.

While we recognise Israel’s right to security, we have repeatedly made clear to Israel our longstanding concerns about the way Israel Defence Forces (IDF) police protests and the border areas in Gaza, including our concerns about the use of live ammunition and excessive force by the IDF. We regularly raise with the Government of Israel the urgent need to ease all access and movement restrictions on Gaza, including for health workers.
