To ask the Secretary of State for Environment, Food and Rural Affairs, what steps he is taking to help secure more planting of greenhouse food crops in the context of high gas prices.
An innovative, productive and competitive agricultural sector is one of the Government’s key priorities, and we recognise the role greenhouse crop production has in ensuring a reliable and sustainable supply of fresh produce throughout the year.
The Government is working with the sector on a forward-thinking approach. It is looking at innovative ways of growing crops, such as increased use of greenhouse crop production and other state of the art farming technology which can help maximise crop growth and increase productivity.
We are aware of the challenges facing greenhouse growers and other farming sectors, as a result of the recent increase in the cost of a range of inputs including high gas prices, and the impact this is having on the production of food crops.
We continue to keep the market situation under review through UK Agriculture Market Monitoring Group, which monitors UK agricultural markets including price, supply, inputs, trade and recent developments. We are increasing our engagement with industry to supplement our analysis with real time intelligence.

The Secretary of State has had regular discussions with Cabinet colleagues about traffic disruption at the border. Defra’s focus throughout the recent disruption has been to work with the Kent Resilience Forum to mitigate the disruption in Kent as quickly as possible to support all hauliers and Operation Brock has been effective in managing traffic flows.

The Government announced on 14 January that it would issue, with strict conditions, an emergency authorisation to use a neonicotinoid seed treatment for sugar beet crops in England. Since then, Defra Ministers have met with representatives of the sugar industry at a Parliamentary reception and at the NFU conference. Discussions included work to end the sector’s reliance on neonicotinoids.

We understand the particular significance of olive trees given their status as a national symbol and the sole source of income for many Palestinian farmers. We have repeatedly raised the issue of incidents of settler violence, including the destruction of olive trees, with the Israeli authorities.

In 2018, the UK, along with other EU Member States, supported the withdrawal of approval for the outdoor use of three neonicotinoid pesticides (clothianidin, imidacloprid and thiamethoxam) on any crops, including non-flowering crops such as sugar beet, due to the risk of harmful effects on pollinators. Although they have been withdrawn, emergency authorisations for neonicotinoids and other pesticides may be issued for limited and controlled use in special circumstances where diseases, pests or weeds cannot be controlled by any other reasonable means.
Our support for the overall ban remains the same and use of this product will only take place if a threshold is met and will be strictly limited to a non-flowering crop and tightly controlled to minimise any potential risk to pollinators.

We have repeatedly raised the issue of incidents of settler violence, including the destruction of olive trees, with the Israeli authorities. We continue to urge them to investigate thoroughly every instance to bring those responsible to justice and of the Israeli security forces providing appropriate protection to the Palestinian civilian population.

Protein-based crops, such as pulses and legumes, are important to UK farming. They contribute to farm profitability, the food supply chain, and provide sustainable, low carbon, protein in human diets and animal feed. They contribute positivelyâ¯to crop diversification and insect recovery and pollination.
A focus on R&D and innovation, including Defraâs recently launched Farming Innovation Programme will help drive innovation including in pulses, legumes and other crops, to improve productivity and prosperity across sectors - enabling more farmers, growers and agri-food businesses to become involved in and benefit from agricultural research and development. Further R&D funding opportunities in this Programme are due to launch in Spring 2022.
Defra continues toâ¯help our food producers and farmers capitaliseâ¯on theâ¯global demand for British food and drink. The Government isâ¯expanding ourâ¯agri-food and drink attaché networkâ¯to give additional support on theâ¯ground,â¯and we areâ¯establishing a new Food and Drink Export Council to deliver a dynamic, future-facing strategy for the sector across the whole of the UK.â¯The GREAT campaign has recently undertaken research into the perceptions,â¯awarenessâ¯and purchase intent of UK food and drink in keyâ¯internationalâ¯markets - including specific questioning on plant-based foods -â¯toâ¯help plan future promotional and export-based activity.
