To ask His Majesty's Government whether service personnel undertaking a leave of absence will be subject to the provisions of the Armed Forces Commissioner Bill.
All Serving personnel, defined in the Armed Forces Commissioner Bill as any individual subject to Service law, whether in the UK or overseas, will be entitled to raise a general welfare matter or a Service Complaint with the Commissioner.
The Commissioner may investigate general service welfare matters that arise in connection with the ongoing service of persons subject to service law and which may materially affect the welfare of those persons or relevant family members. Provided a matter falls into this scope, it is at the Commissioner’s discretion what they investigate, and this would likely be determined on a case-by-case basis.
Members of the Reserve Forces and personnel undertaking a leave of absence will be entitled to raise a matter with the Commissioner, provided the Commissioner considers that the matter falls within the scope outlined above.
The Bill includes permissive extent clauses to allow the Overseas Territories and Crown Dependencies to choose if they want to extend this legislation into their own statute books.
No amendments are anticipated to the Reserve Forces Act 1996.

Home Office officials continue to work closely with the Ukrainian Government on our measures to date to ensure our measures respond directly to their needs and asks. We will continue to consider their requests and respond to meet their needs.
It should also be noted Ukrainian Law places significant restrictions on men aged 18 to 60 from leaving the country at this time, which must be borne in mind by anyone planning travel to the UK.

Service personnel will not be disadvantaged by their service in the UK or overseas. If they cannot safely be vaccinated in line with their age cohort whilst deployed, they will be vaccinated before leaving the UK.

For the purposes of leave, the Ministry of Defence provides travel assistance to newly recruited personnel through the Get You Home (Early Years) scheme. The scheme enables newly recruited members of the Services in the UK to maintain links with their close family/friends and home area while they adjust to Service life. The scheme covers the full cost of the return journey.
Other personnel do not receive specific assistance for leave travel. However, those with a qualifying residence more than 50 miles away from their duty station are provided with a contribution towards returning to their qualifying address through the Get You Home (Travel) scheme.

There is no requirement for members of the armed forces to have their post operational tour leave (POTL) cancelled because of the requirement for additional service personnel to provide security at the Olympics. As an example, the additional 3,500 troops employed for venue security force are coming from formed units that returned from operations in April 2012—so POTL should have already been taken.
I have answered that question in the House before. People who came back from Afghanistan in April will have had their post-operational leave scheduled. It is possible that some people who have post-operational leave scheduled for the period of July and August will be asked to reschedule it. However, I can confirm to the right hon. Gentleman that everyone will receive their full entitlement of post-operational leave, or any other kind of leave, and that people who have to change their personal arrangements and incur any financial loss as a consequence will be fully reimbursed for that loss.
