That this House deplores the decision of the Planning Inspectorate and the Office of the Deputy Prime Minister to uphold the appeal by the developers to permit housing development on the former BAe site at Vicarage Lane, Ilford; condemns the contemptible way in which the decision has been forced through against the wishes of the local people, local community organisations, local councillors and the local honourable Member, who all favoured the alternative scheme for a community centre proposed by the City Gates church; expresses its concern that no provision is made for additional primary school places at already oversubscribed local schools; and believes that this decision will only add to the existing pressures on local services in Ilford South.

That this House calls on Israel to cease immediately the building of its Separation Wall deep within Palestinian territory, which, according to the preliminary analysis by the United Nations Office for the Coordination of Humanitarian Affairs of maps published by the Israeli Government, will be 687 km long and will leave more than 274,000 Palestinians living in 122 villages and towns either surrounded by the Wall or trapped between the Wall and Israel's internationally recognised borders, some even requiring permits from Israel to continue living in their own homes; notes that the analysis estimates that a further 400,000 Palestinians living east of the Wall will be separated from their farms, jobs, markets, hospitals and schools, and that the Wall will have 'severe humanitarian consequences' for 30 per cent. of the entire Palestinian population of the West Bank; contrasts this with the fact that UN figures reveal that 54 Israeli settlements in the West Bank and 63 per cent. of settlers will be on the side of the wall next to Israel, giving Israel control over the richest agricultural land and the aquifer system which provides much of the West Bank's water resources; further notes that the Wall is made up of concrete, razor wire and electronic fences, trenches, motion sensors, guard towers and security roads, that it costs $4.7 million per kilometre and that it violates articles 53 and 147 of the Fourth Geneva Convention, to which Britain is a high-contracting party, which forbids the destruction of property and confinement of persons by an occupier; welcomes the decision of the International Court of Justice to open hearings into the legal consequences of the construction of the Wall; further notes that, whilst Israel needs security, the Wall does not follow internationally recognised borders; insists that it does not become a de facto border for a future Palestinian state; further notes that only a reinvigorated peace process with full international support will stop the violence on both sides, not an 8 metre high wall; and calls on the British Government to bring all available pressure to bear on Israel to cease building this Wall.

That this House recognises that council housing has provided generations with a decent, affordable, secure and accountable alternative to market forces in housing and is an important part of a comprehensive welfare state; further recognises that nearly three million tenants in England and Wales want this to continue but that it requires major investment to ensure that first rate council housing is available for future generations; notes the breakdown of a new right to borrow for local authorities and the Secretary of State's assurance on 16th January that however tenants vote in privatisation their homes will be brought up to the decency standard to 2010 and therefore calls for the additional money for housing announced in the last spending review to be invested in council housing; believes that real choice for tenants depends on an end to Government discrimination against council housing, with the introduction of a level playing field by implementing measures outlined in the draft Local Government Bill and the ODPM blue skies review of housing finance to end all daylight robbery tax on tenants' rents, free councils to borrow for investment, return all housing capital receipts to fund investment in council homes, write-off all HRA debt, fund council borrowing via a new allowance in the formula rent calculation and use local authority social housing grant to build new council homes; and welcomes the Manifesto for Council Housing and other initiatives to highlight this issue and persuade Government to 'Stop privatisation and invest in council housing with no strings attached'.

That this House welcomes the Government's decision to provide over ??530 million in development funding support to the Airbus A380 project, recognising that aerospace is one of the United Kingdom's few remaining world class industries, but is concerned that by allocating all the funding support to the prime contractor, SMEs in the supply chain are disadvantaged, unlike in other countries engaged in the project where development funding has been shared between prime contractors and firms in the supply chain with the result that British Aerospace SMEs face losing work and jobs to subsidised competitors; and calls upon the Government to review the development funding support to ensure that either it is shared between the prime contractor and SMEs in the supply chain or that the prime contractor bears the project development costs in full.
