To ask the Secretary of State for Transport, what estimate her Department has made of the number of independent MOT testing stations that have closed since 2010; and whether she has had discussions with the DVSA on the potential impact of the Class 4 MOT fee on local testing capacity...
The Department understands that rising inflation and operational costs have put pressure on garages.
It is not possible to determine the number of MOT testing centres that have ‘closed’ since 2010 as sites might cease testing and then resume testing at a later date, sometimes under new ownership.
The Department keeps the MOT regime, including the fee and the provision of service in all areas of Great Britain under review. Any consideration of changes must balance the needs of garages and their ability to invest against the interests of drivers in receiving value from the MOT.
To ask His Majesty's Government whether they will make an assessment of the potential of garage and repair networks to offer accessible and affordable MOT and maintenance services for electric vehicles, including battery health testing.
To ask His Majesty's Government whether they will make an assessment of the potential of garage and repair networks to offer accessible and affordable MOT and maintenance services for electric vehicles, including battery health testing.
The Office for Zero Emission Vehicles has endorsed the Institute of the Motor Industry’s (IMI) TechSafe scheme, which helps to ensure technicians have the skills they need to safely repair an electric vehicle (EV) and allows consumers to access a register to find their nearest EV competent technician. According to the IMI, 64,700 technicians are already qualified to work on an EV. This represents 26% of all technicians in the UK.
At MOT vehicles are tested for safety critical components, such as tyres and brakes. The Government has not seen any evidence to suggest that EV battery health impacts road worthiness and therefore the need for testing during the MOT. In 2023, the Department for Transport published a call for evidence, which included questions related to EV testing. The Department continues to consider EV-specific items to improve the MOT test and expects to consult on these changes in the near future.
To ask the Secretary of State for Health and Social Care, if he will make an assessment of the adequacy of the NHS sight test fee; and if he will take steps to increase that fee.
To ask the Secretary of State for Health and Social Care, if he will make an assessment of the adequacy of the NHS sight test fee; and if he will take steps to increase that fee.
The level of the National Health Service sight test fee is considered annually and takes into account discussions with the Optical Fee Negotiating Committee, consideration of patient access to sight testing services, which continue to be widely available, and affordability for the NHS.

My Lords, the Official Controls (Amendment) Regulations are in my view deeply problematic, because they effectively render for SPS border purposes that Northern Ireland, along with the rest of the world, is a third country in relation to the rest of the United Kingdom. These regulations have for UK citizens...

My Lords, I am grateful to the Minister for introducing these regulations and explaining them in such detail. I congratulate the noble Baroness, Lady Hoey, on tabling the regret amendment, which means that the matter can be debated properly in this Chamber and given the scrutiny that it deserves. Far...

My Lords, I strongly agree with everything that the noble Baroness, Lady Hoey, has said. The whole rationale for the Irish Sea border was that there could not be a hard border in the island of Ireland. It was never that there could be no border, not least because the...

My Lords, I will make only a few brief comments. I thank the Minister for bringing forward the legislation in the first place, and the noble Baroness, Lady Hoey, for her amendment. What she says is absolutely right, but the difficulties and problems did not start with these retained EU...

Like my colleagues, I support the regret amendment put down by the noble Baroness, Lady Hoey. I preface my remarks by thanking the Minister for the gracious manner in which she has always dealt with concerns expressed by noble Lords, even when those opinions were very different from those of...

My Lords, as ever, I thank the Minister, as did the noble Lord, Lord McCrea, for her detailed explanation of these regulations, as well as for her tireless work in trying to find solutions to this complex set of issues.

My Lords, I support this legislation but I accept completely the argument made by the noble Baroness, Lady Hoey, and the noble Lord,
Lord Dodds, about it throwing a light on the flexibility. I think the noble Baroness, Lady Hayman, used “flexibility” four times in her introduction. The flexibility, the...
