Mrs. Calton: To ask the Secretary of State for Health what assessment he has made of waiting times for (a) stairlifts and (b) downstairs extensions and modifications when people have been assessed as unable to climb stairs or to use standard toilet or washing facilities; and if he will make a statement. [133484] Phil Hope: I have been asked to reply. Housing adaptations for disabled people such as stair lifts, level access showers and downstairs extensions can be grant aided under the disabled facilities grant programme. This is a mandatory grant available to eligible applicants in order to help them to continue to live independently in their own homes. It is funded by the Office of the Deputy Prime Minister and administered through local authorities. The Office of the Deputy Prime Minister's budget for this grant has been increased substantially to £100 million for this year. However demand for the grant remains high and waiting lists do occur. Local authorities are required to respond to any full application for a disabled facilities grant within six months. The Government do not collect information on the length of any waiting lists. However jointly with the Department of Health we have issued draft guidance to local authorities setting out best practice in delivering this service. This includes target times for the complete delivery process including needs assessment, processing of the application and the completion of building works. These target times will depend on the complexity of, and priority attached to, individual cases but the guidance suggests that the maximum target time for the entire process should in any event be no more than 260 working days and only 80 working days in high priority cases. We are currently considering responses to this consultation and hope to issue final guidance to local housing and social service authorities before the end of this year.

Mrs. Calton: To ask the Secretary of State for Health (1) what discussions he has had with ministerial colleagues on after-care support, with particular reference to (a) housing, (b) education and (c) employment for those treated for alcohol dependency; [119905] (2) what discussions he has had with the drinks industry on the labelling of alcoholic drinks (a) to indicate alcohol units and (b) with health warnings; [119908] (3) what steps he is taking to ensure that those with alcohol dependency who are receiving treatment (a) receive medical intervention and (b) have the causes of their dependency addressed.; [119944] (4) whether it is his policy that the maximum target waiting time for those with alcohol dependency should be no longer than three weeks from time of referral to receipt for treatment; [119945] (5) what steps he will take to ensure that accessible and suitable treatment services for alcohol dependency are provided to everyone who needs them; [119946] (6) whether it is his policy to designate the tackling of alcohol dependency as having the same priority as addressing drug abuse. [119947] Miss Melanie Johnson: My right hon. Friend, the Prime Minister's Strategy Unit, in close collaboration with other Government Departments, including the Department of Health, is currently developing the national alcohol harm reduction strategy, which will sit alongside the national drugs strategy. The Strategy Unit is due to publish an interim analysis of the harms associated with alcohol misuse in the summer. The final report, which will set out the cross-Governmental alcohol harm reduction strategy, is planned for publication in the autumn. As part of this project the Strategy Unit and the then Under-Secretary of State for Health, my hon. Friend the Member for Salford (Ms Blears), have had on-going discussions with all relevant stakeholders, including the alcoholic drinks industry. There is currently no specific maximum waiting time target for treatment for those with alcohol dependency. However the final report will consider a wide variety of issues around treatment and support for those dependent on alcohol, and will then move to consider specific policy issues, including unit and warning labelling. Provision of appropriate health service provision is the responsibility of local commissioners of services based on assessment of need. There is a wide range of services available for those with alcohol problems requiring treatment. Medical management is available in primary and secondary care. Specialist services provide a range of psychotherapeutic interventions focusing on alcohol use and the wider contributory factors to development of dependence.

Mrs. Calton: To ask the Deputy Prime Minister what plans there are to review housing policy to meet the needs of disabled children. [96313] Mr. McNulty: The Office of the Deputy Prime Minister has already introduced a number of policies which will help to meet the needs of disabled children. On 10 February I announced a substantial increase in next year's budget for Disabled Facilities Grant to £99 million, an increase of £11 million over this year. Jointly with the Department of Health, the Office of the Deputy Prime Minister also issued new draft guidance on how a housing adaptations service for disabled people can be more effectively delivered by local authorities. Under the Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 local authorities now have a new discretionary power which will enable financial assistance to be given to help a disabled person purchase another home, where this is more cost- effective than adapting the existing home. The Office of the Deputy Prime Minister also has a target to ensure that by 2010 all houses in the social sector are of a decent standard and to increase the proportion of vulnerable households in the private sector who live in decent housing.`Vulnerable' has been defined to include families with disabled children. Recent changes to building regulations mean that new houses must now be designed to manage more easily the needs of a family which includes a disabled person. The Supporting People programme, which goes live on 1 April 2003, will also help to ensure that the housing related support needs of households with disabled children are appropriately met.

Mrs. Calton:: To ask the Deputy Prime Minister what plans he has to meet the housing needs of (a) homeless children and (b) families with children living in poor housing. [88540] Mrs. Roche: Homeless children under the age of 16, are the responsibility of social services. Under the homelessness legislation, as amended by the Homelessness (Priority Need for Accommodation) (England) Order 2002 and the Homelessness Act 2002 which both came into force on 31 July 2002, local housing authorities in England must ensure that suitable accommodation is available for children aged 16 or 17 who are homeless through no fault of their own (unless they are a relevant child for the purposes of the Children Act 1989 and the responsibility of social services). In terms of supporting families with children, in March 2002 the Government announced a commitment that by March 2004 local authorities shall ensure that no homeless family with children is in a Bed and Breakfast hotel (B&B) other than in an emergency, and even then for no more than six weeks. High B&B using councils have been required to submit action plans on how they intend to meet this commitment. The Homelessness Directorate is working closely with these and other lower using councils on delivery of these action plans. This has been supported by a £35 million grant programme in 2002-03 together with changes to housing benefit subsidy implemented by the Department for Work and Pensions. For 2003-04 the Homelessness Directorate will allocate up to a further £15 million to help authorities meet the March 2004 B&B commitment. On 3 December, I announced that the Government intends to outlaw the use of B&Bs for homeless families except in an emergency. The Government will be consulting in due course on options for strengthening the homelessness legislation by Order and through statutory guidance to: end the use of privately owned B&B establishments as temporary accommodation for homeless families with children except in emergencies and even then for no more than six weeks; set minimum accommodation fitness and proposed management standards in all temporary accommodation used by local authorities to house homeless households; set additional fitness standards for shared facility (B&B) type privately owned temporary accommodation used by local authorities to house homeless households. The Government has set a target to bring all social housing up to a decent standard and to increase the proportion of private housing occupied by vulnerable groups that is in a decent condition by 2010. The Government has also announced a new house- building programme worth more than £1.2 billion, up £365 million on the current year. The extra funds have been allocated to the Housing Corporation's Approved Development Programme (ADP) and should deliver up to 21,000 affordable homes in 2003-04.
