Chemical substances, including monomers, which are constituent components of bioplastics manufactured in or imported into the UK are subject to the requirements of our regulatory framework. This includes UK REACH (Registration, Evaluation, Authorisation & Restriction of Chemicals), for which Defra has policy responsibility, and which requires manufacturers and importers to understand the hazards of the chemicals they are placing on the market, including their toxicity and ecotoxicology.

No, Defra has not taken steps to promote the development or use of bio-based plastics for single-use packaging. More research is needed to ensure bio-based plastics lead to better environmental outcomes overall. During the production of these materials, there are factors such as land use change, water consumption and crop switching that could lead to detrimental environmental effects. The bio-based nature of the plastic does not affect the behaviour of the material produced.
As we are committed to transitioning the UK to a circular economy, the Government is prioritising principles of reduction, reuse, and recycling to keep resources within the economy rather than increasing production of materials and injecting additional resources.

Healthy soil underpins a range of ecosystem services including food production, biodiversity, carbon storage and flood risk mitigation. Addressing contaminants in soil, including microplastic pollution, is vital for protecting and improving soil health. We are working to build an understanding of the impact of microplastics to soil and to develop mitigation capabilities.
The plastic problem is one of management not eradication, to reduce, reuse, and recycle the material we have and not let it escape into, and damage, our environment. We have focused our efforts in tackling the most commonly used and littered plastic items, but we are aware of concerns with the use of agri-plastics too, particularly with single-use types such as mulch films.
We are concerned about the potential for oxo-degradable plastic to release microplastics. In 2021, we published our response to a call for evidence which also covered oxo-degradable plastics. Most respondents objected to their use and supported introducing a ban. A review by the Hazardous Substances Advisory Committee (HSAC) showed there is no environmental benefit to oxo-degradable plastic, and they are likely to be harmful when released into the environment. This year, Defra has commissioned a second HSAC review and are minded to introduce a ban on this material pending evidence from the review.
The UK Government continues to take a cautious approach to biodegradable plastics. The UK standard for biodegradable plastics (EN13432) allows for contaminants in the final output: “no more than 10% contaminants to pass through a 2mm sieve”. This means that microplastics less than 2mm could be produced by a biodegradable plastic mulch film that meets the standard and be spread to land. Additionally, while we are not aware of any biodegradable plastic that can reach levels of 100% biodegradation, evidence used to inform the European Union’s legislation around biodegradable plastics in agricultural applications may not apply to the UK. The UK has differing conditions, such as temperatures and humidity levels, which affect biodegradability.
We will continue to review the evidence around both types of plastic to take a systematic approach to reducing the use of unnecessary and harmful single-use plastics.

The Environment Agency has not carried out any assessments of the British Standards associated with biodegradable mulch films nor its potential to replace single-use agriplastics.
However, once a single-use plastic has fulfilled its intended use (regardless of its construction/biodegradability) there will be a presumption that on discard the plastic will become a waste and should therefore be managed as part of normal waste management controls. This would not support a ploughing in the waste plastic into the soil on the field.

There are 199 composting facilities in England. There are 143 anaerobic digestion facilities with a permit to treat organic waste in England. 142 of these anaerobic digestion sites are wet AD sites which generally do not accept materials that need to be composted in an industrial composting process and one of these sites is a dry AD plant that may be able to treat compostable materials.

In April 2021 we published our response to the call for evidence on the need for standards for bio-based, biodegradable, and compostable plastics. Concerns were raised regarding the extent to which plastics marketed as biodegradable actually biodegrade, as such our focus is on increasing reuse and recycling of plastics.
Defra has commissioned an external expert organisation to look into plastic within digestate and compost. This short project, ending early this year, includes searching existing literature on the potential risks of compostable and non-compostable plastic fragments added to agricultural soil from digestate or compost, and will highlight further evidence gaps. We will carefully consider the findings of this project, and the Food and Agriculture Organization of the United Nations recommendations in considering next steps and any potential actions in this area.

Defra is strongly committed to reducing the environmental harm caused by plastics. While we have not made a formal assessment of this particular piece of research, the Government has put together a package of over £100 million for research and innovation to tackle the issues that arise from waste plastics.

Ideally we want to tackle litter of all kinds, including plastics, to stop them from being released in the natural environment in the first place. Furthermore, when littered in the open environment, compostable plastics will typically behave similarly to conventional plastics. Indeed, a plastic product that is designed to degrade or disintegrate more rapidly may accelerate the production of microplastic fragments. This is because the existing standard that applies to industrial composting, BS EN 13432, is only effective if the compostable plastic is collected and sent to an appropriate treatment facility.
Therefore, until the appropriate infrastructure is in place across the country to accept compostable plastics, the government's preference is that they are used in closed loop systems where no reusable or recyclable options are available; and with appropriate collection and disposal arrangements in place. We recommend that businesses consult available guidance and evidence summaries on this to help assess if this may be the case for their intended purpose. In accordance with the waste hierarchy, our current preference remains that most plastics are reusable or recyclable.
As set out in our response to the call for evidence on Standards for bio-based, biodegradable, and compostable plastics, published in April 2021, we want to ensure that innovation in the plastics industry continues but it is vital to ensure that new materials really are more sustainable than conventional plastics and other alternatives. As already highlighted, concerns persist that plastics which are claimed to be biodegradable, if littered or otherwise released into the environment in an uncontrolled way, may not degrade quickly or even at all.
The Government has invested nearly £100 million into research and innovation to tackle the issues that arise from plastic waste. £20 million was set aside through the Plastics Research and Innovation Fund, the last funding competition of which opened in June 2020. The Resource Action Fund included £10 million specifically to pioneer innovative approaches to boosting recycling and reducing litter. The Government has also announced £60 million of funding through the Industrial Strategy Challenge Fund, alongside a £150 million investment from industry, towards the development of smart, sustainable plastic packaging (SSPP), which will aim to make the UK a world leader in sustainable packaging for consumer products. Two SSPP funding opportunities have been open for bids in 2021: the SSPP Demonstrator Round 2 and the SSPP business-led research and development competition.
Additionally, the UK Research and Innovation Industrial Strategy Challenge funded by the Government has recently invested £20 million into four plastic reprocessing facilities in the UK to support the development of new technologies to recycle plastic waste. These projects will increase domestic reprocessing capacity. Three of these projects include the development of chemical recycling plants which turn plastic waste back into oil which can be used to replace virgin oil for use in new plastic products.

In 2015, a Government report concluded that existing biodegradable standards are only applicable to very specific conditions such as industrial composters. We are concerned that, in the absence of robust standards, claims about the biodegradability of plastic-based products cannot be verified leading to potential confusion in the marketplace, possible increased levels of consumption and potential environmental harm at the point of disposal.
Furthermore, in line with the advice received from the Hazardous Substances Advisory Committee and as set out in the Resources and Waste Strategy, the Government’s focus is on encouraging increased reuse and recycling of products and materials, to extract maximum value from them, in line with our ambition to transition to a circular economy. This being said, the Government recognises that innovation into biodegradable plastics could help reduce the environmental impacts of plastics if they are disposed of in the right way. However, this is often not the case. If mistakenly recycled with other plastics, they have the potential to damage the quality of the new products made from the recycled plastic. Furthermore, concerns persist that plastics which are claimed to be biodegradable, if littered or otherwise released into the environment in an uncontrolled way, may not degrade quickly or at all, and they can only be composted if they meet relevant standards and are treated in line with those standards.
As a consequence of these concerns, the Government published a call for evidence in 2019 to help consider the development of product standards or certification criteria for bio-based, biodegradable, and compostable plastics as well as to better understand their effects on the environment and our current waste system. The call for evidence is now closed and we are currently analysing the responses received; we will publish a Government response shortly.

While biodegradable materials may be seen as a solution to reduce the impact of waste, they can also be more environmentally damaging than non-biodegradable materials if disposed of incorrectly. The Government is also concerned that, in the absence of robust standards, claims about the biodegradability of plastic-based products cannot be verified.
In order to consider impacts carefully, Defra and the Department for Business, Energy and Industrial Strategy published a call for evidence to help us consider the development of standards or certification criteria for bio-based, biodegradable, and compostable plastics, and to better understand their effects on the environment and our current waste system. We are currently analysing responses to the call for evidence with a view to publication of a government response shortly.
