That this House notes the comments made by the hon Member for South Thanet on the National Institute for Clinical Excellence's (NICE) draft guidance on drugs for Alzheimer's; welcomes the Minister's statement that NICE should consider the wider implications of not approving Alzheimer's drugs' use, especial ly the benefits and costs to carers as well as patients; calls on NICE to reconsider the proposals to discontinue the prescription of Alzheimer's drugs on the NHS; and urges Ministers to listen closely to the concerns of honourable Members and their constituents on the Alzheimer's Society lobby of Parliament on 16th March.

That this House believes that consumers have a right to expect full and impartial information about the potential risks and side effects of prescription medication; further believes that this requires a robust regulatory framework to ensure that information is not only publicly available but also acted upon promptly; and in light of continuing consumer disquiet about Seroxat and similar concerns about other medicines, calls for an urgent, full, independent and open review of the UK drug regulatory system.

That this House welcomes the National Institute for Clinical Excellence's Technology Appraisal Guidance No. 43 on the use of newer, atypical antipsychotic drugs for the treatment of schizophrenia, issued in June 2002; believes that the guidance is a real step forward in delivering better care for those with schizophrenia; recognises the importance of ensuring that patients have an informed choice about their treatment options; recalls the NHS' statutory obligation to ensure that all NICE recommendations are implemented within three months of issue; notes the concerns raised at the Rethink severe mental illness conference, Only the Best in December 2002 over the slowness of implementation; and urges NHS trusts, health authorities and primary care trusts to ensure that sufficient funding is made available to implement the NICE guidance quickly and effectively to improve the lives of those with schizophrenia.

That this House is deeply concerned about the effects of the anti-depressant drug Seroxat; notes that the World Health Organisation puts the drug at the top of its league table of drugs that have difficulties of withdrawal and that over 1,000 Seroxat users in the United Kingdom are taking legal action against the manufacturer, Glaxo SmithKline, after funding that the drug can lead to dependency and result in severe withdrawal symptoms including muscle spasms, insomnia, anxiety and depression and, in some cases, aggression and violence; is further concerned that the labelling of the drug does not mention the difficulties of withdrawal and that such symptoms are often misdiagnosed by doctors as a relapse into depression; further notes that the manufacturer has already been forced to drop adverts for the drug in the United States of America after a court rules that they could be misleading; and calls upon the Department of Health to look into the labelling and availability of the drug.
