That this House is concerned at the decline and destruction of local communities caused by the closure of local facilities, such as doctors surgeries, schools, benefit offices and leisure and sports centres as well as shops and public houses and by excess and unnecessary road traffic delivering food and beer from long distances and causing air and noise pollution as well as extra emissions of carbon dioxide; notes that the Local Services and Facilities Bill introduced by the honourable Member for Brecon and Radnorshire with cross-party support will require impact assessments to be drawn up before facilities are closed and will then allow local people to make representatives either to prevent the closure or to require action to be taken to ameliorate the adverse effects, and will also require steps to be taken to reduce food miles and beer miles; and therefore urges the Government to ensure that time can be found for the Bill to be debated.

That this House notes with dismay the decision of the England and Wales Cricket Board to award exclusive live coverage of all test and county cricket to Sky Television; recognises that this decision was made despite the opposition of former England cricket captains Alec Stewart, Mike Gatting and Brian Close; fears that many people young and old will not be denied the pleasure of enjoying watching cricket live in their living rooms despite the fact that some test match grounds have received a great deal of Lottery funding; acknowledges that in 1999 the Government agreed to withdraw home test cricket matches from the Listed Events which must be made available live to terrestrial television at a fair and reasonable price; notes that in Australia all test matches home and away are available on free to air television; and calls upon the Secretary of State for Culture, Media and Sport to undertake a review of the Listed Events with a view to restoring events of national interest to the List including test cricket and the final day of the Ryder Cup.

That this House welcomes the Promotion of Volunteering Bill to protect volunteers from unreasonable litigation, particularly in the areas of sport and adventure training; welcomes the concept of statement of inherent risk as a means to reintroduce the idea of informed consent and to acknowledge that accidents can happen without contributory negligence; deplores the increasing costs of liability insurance which threatens the viability of many sporting clubs and societies; notes with concern the Sport England and CCPR survey which found that the fear of blame and the threat of litigation was the top deterrent to sport volunteering; further notes that the Girl Guides now has a waiting list of 50,000 children who would like to join but cannot because of a shortage of instructors; regrets that one third of UK youngsters between the ages of two and 15 are overweight, including one in six who are clinically obese; further regrets that of all the 26 major countries in the developed world, the UK is now the third worst in clinical obesity after the United States and Mexico, with roughly one quarter of the population now obese; believes that litigation is threatening a crucial part of our national and sporting way of life; and recognises that a failure by society to provide young people with healthy, structured and safe outlets for their energies and enthusiasms will only lead to many finding their own outlets, which are at best a lot less safe, and at worst end in criminal activity.

That this House notes that football is now a multi-million pound industry but that the supporters that sustain the game are not treated as significant stakeholders, especially at national level; therefore believes the Football Supporters' Federation initiative, Time for Fans to Have a Say, is timely; welcomes examples of good practice at local level where some clubs, especially those that have active supporters' trusts and other fan organisations, are now consulting and involving supporters; calls on all in football to follow this good practice; believes that fans' organisations should be supported by the football industry; and supports the establishment of appropriate consultative arrangements so that fans' views can be sought on issues such as constant fixture changes, new broadcasting contracts, reductions in ticket allocations for away fans, measures to combat racism in football, policing and stewarding at football matches, and potential changes to national and domestic competitions.
