Lords statement on the direction of Government.
Lords statement on the direction of Government.
My Lords, I thank the Minister for being here to repeat this Statement.
The new Prime Minister was in place for 42 days before meeting Parliament. That is an all-time record for a new Prime Minister and I trust it will never be equalled. So, we certainly need accountability and, having...

My Lords, Andy Burnham is the seventh Prime Minister in the 13 years I have been a Member of this House. Under our unstable one-party government system, Prime Ministers have had an average tenure of 21 months in my time. I worked out that this is precisely the average lifespan...

My Lords, I am grateful to both noble Lords for their comments. I say to the noble Lord, Lord True, that I am not repeating the Statement today; I am answering questions. We agreed that earlier. I welcome him back to his position as Leader of the Opposition. Long may...

I am talking about the music. For those of us who lived through the 1970s in our teenage years, there are lots of things to be pleased with. The point the Prime Minister is making is that every action has consequences. In the 1970s we saw deindustrialisation, more centralisation and...

Noble Lords opposite want to heckle. There will be time to answer questions. I now have something like five minutes left to answer these questions, which I am trying to do. I would like to be able to do so, if I may.

My Lords, on this point about good growth, does it remain the Government’s policy that any company that is operating lawfully and fulfilling its legal responsibilities should be encouraged to grow its revenue and profits, hire people and pay its taxes, or is it the implication of the Prime Minister’s...

I expected a better question from the noble Lord, if I am honest. The whole purpose of growth is that it benefits the country, the company and the employees of that company. When those conditions are fulfilled, of course that is good growth. The noble Lord will see from measures...

My Lords, some of the coverage of the Prime Minister’s Statement has been rather dismissive of his references to, and reliance upon, his experience as the Mayor of Greater Manchester, but it seems to me that this experience is central to the Government’s mission. Can my noble friend the Leader...

Why do the Government not rule out any tax rises in the next Budget, given the disaster of the previous two Budgets when speculation about tax rises and actual tax rises destroyed jobs, drove up unemployment, closed businesses, undermined confidence and abolished hope?

It is very easy to say that Brexit is the total reason for all the problems. It is part of it. In his Statement, the Prime Minister did not say that all these problems were caused by Brexit. He went back to the 1970s, back to the deindustrialisation of the...

As we approach the 30th anniversary of the Belfast/Good Friday agreement, what comes across is how important confidence was. That was voted for by the people of Northern Ireland with a sense of optimism. We have to redouble our efforts to recommit to all the values that were expressed in...

As of May 2024, Middlesbrough has 681 special school places, and 369 special educational needs (SEN) unit or resourced provision places. Stockton-on-Tees has 667 special school places and 207 SEN unit or resourced provision places.
The statutory duty to provide sufficient school places, including for pupils with special educational needs and disabilities (SEND), sits with local authorities. The department supports local authorities to provide suitable school places for children and young people with SEND through annual high needs capital funding, including through the £740 million confirmed for the 2025/26 financial year. Of this funding, Middlesbrough has been allocated £1.4 million and Stockton-on-Tees has been allocated £2.2 million.
This funding is intended to create resourced provision adapted to support pupils needs. It can also be used to adapt mainstream schools to be more accessible and to create special school places for pupils with the most complex needs.

Units are likely to be reported as temporarily unavailable when works are being carried out as part of Private Registered Providers’ stock condition remediation and energy efficiency works.
This is set out in the Regulator of Social Housing’s “Private Registered Provider Social Housing Stock In England – Sector Characteristics and Stock Movement” report for 2023-24, available on gov.uk here.
Those reported as permanently unavailable may be scheduled for significant work, restructure, or demolition.
Variation in the number of permanently unavailable units will be driven by multiple factors such as re-development programmes and individual approaches by Private Registered Providers to asset management.
The government encourages social housing providers to develop solutions that make best use of the social housing stock and minimise void periods where possible.

We acknowledge the delayed release of the final report for the Early Legal Advice Pilot (ELAP) beyond the initially projected timeline.
The Ministry of Justice commissioned an independent research company to conduct the research and evaluation for ELAP. This process involved a feasibility study, which recommended a 'test pilot' to assess assumptions before proceeding to a full-scale pilot. During the test pilot, there was limited uptake of advice, and various methods were tried to enhance awareness and participation. Unfortunately, these attempts were unsuccessful, leading to the decision not to advance to the full trial after the completion of the test pilot phase. Subsequent evaluation work was carried out, and the draft reports have recently undergone independent external peer review.
We plan to publish all ELAP outputs in accordance with Government Social Research protocols in early 2024. These outputs will encompass the feasibility study report, a study exploring the potential for value for money modelling, and a final evaluation report.

In 2019, the Outwood Academy Riverside free school application in Middlesbrough was approved, with its first year 7 intake arriving the following year. There have been further intakes every year since, but there is still no new building. I have had no response to my request for a meeting with the Secretary of State, but that original intake are destined to spend their entire secondary education in various temporary adapted premises. With pupils being shunted around old buildings, talk of levelling up and addressing the GCSE attainment gap rings hollow. Will the Prime Minister and his Education Secretary get off their derrières and sort this out?

I am happy to ensure that the hon. Gentleman gets an answer to his specific question on that school, but more generally I am proud of what the Government are doing in Teesside and Tees Valley to support education, not only with the recent announcement of new sixth forms, but also it is an education investment area receiving extra funding and resources. That is why we have seen standards in reading and maths increase considerably, and we are determined to keep going.

From November 2022 to March 2023, approximately 27,000 invitations were sent to residents of Manchester and Middlesbrough who were identified as having early-stage housing-related debt, inviting them to participate in the Early Legal Advice Pilot (ELAP).
104 people completed the survey to apply to participate (which was necessary for data collection and protection purposes). According to Legal Aid Agency records in May 2023, three individuals from Middlesbrough requested and attended the free legal advice sessions under the pilot and there was no take-up in Manchester up to 31 March 2023. This highlights the challenges of engaging individuals dealing with early-stage housing, debt and social welfare issues.
It is important to note that this phase of the pilot was primarily designed to identify potential issues before considering a larger-scale rollout, rather than aiming to maximise the number of clients served. The evaluation has gathered valuable insights on the nature and implementation of such pilots as well as the barriers to engagement. The evaluation report is currently being finalised and is expected to be published by the end of summer 2023.

That this House is dismayed that the pioneering Middlesbrough Diamorphine-Assisted Treatment programme has closed due to the withdrawal of funding; applauds the exemplary efforts of Danny Ahmed and his colleagues at the addiction treatment clinic in helping to save and rebuild lives; recognises the success of this scheme in providing invaluable health benefits to participants and reducing offending and criminal justice costs significantly, as verified by Teesside University’s independent evaluation; acknowledges that drug deaths are at record levels, with people in Middlesbrough statistically more likely to die from a drug-related death than a car accident; notes that the Government’s Drugs Strategy, From Harm to Hope, published a year ago, stated that the cost of drug misuse is absolutely staggering and the human toll is incalculably larger, measured not in pounds lost but in lives shattered; further notes that the strategy stressed the need for evidence-based interventions and innovation, and identified Middlesbrough as the area worst-affected by opiate use; reaffirms the cross-party views of the Home Affairs Committee and the Drugs, Alcohol and Justice APPG that this evidence-based and cost-effective treatment scheme should be continued; and calls on the Government to ensure that the Middlesbrough Diamorphine-Assisted Treatment is rescued and restored at the earliest opportunity and sustainable funding can be secured.

To ask the Secretary of State for the Home Department, what assessment he has made of the effect on patients of the closure of the Diamorphine Assisted Treatment (DAT) clinic in Middlesbrough given that Project ADDER, in part, covers enhanced treatment and recovery services.
To ask the Secretary of State for the Home Department, what assessment he has made of the effect on patients of the closure of the Diamorphine Assisted Treatment (DAT) clinic in Middlesbrough given that Project ADDER, in part, covers enhanced treatment and recovery services.
As set out in our ten-year Strategy, this Government is committed to a whole-system approach to tackling drugs which gives people with an addiction access to treatment to assist recovery. The safety and wellbeing of patients receiving treatment is our top priority. Middlesbrough Council has assured us that all patients transitioning from Diamorphine/Heroin Assisted Treatment, following the local authority’s decision to close this service, have received bespoke transition planning to maintain safety and appropriate care.
Through Project ADDER (Addiction, Diversion, Disruption, Enforcement and Recovery) we have provided £4.58m in funding to Middlesborough between 2020-2023 to drive a one-system approach to tackling drugs. The Project ADDER approach brings together co-ordinated law enforcement activity, diversionary programmes and enhanced treatment and recovery provisions. Local funding decisions for the provision of treatment and recovery services are made by the local authority.
To ask the Secretary of State for Work and Pensions, whether her Department consulted with Stockon Borough Council on its decision to move the Department for Work and Pensions office in Stockton to Middlesbrough.
To ask the Secretary of State for Work and Pensions, whether her Department consulted with Stockon Borough Council on its decision to move the Department for Work and Pensions office in Stockton to Middlesbrough.
As part of the Department’s plans to reshape how, when and where the Department works (resulting in a smaller, greener and better estate); we plan to move colleagues and services from Stockton-on-Tees to Middlesbrough James Cook House which is approximately 5.2 miles away. The planned move is to an existing DWP building and as such, no consultation with Stockton Borough Council took place.
I thank the hon. Gentleman for highlighting good examples of best practice, particularly in getting offenders off drugs. We know that that is the key, along with skills and getting them into work. If he writes to me on the facts of the case, I will certainly make sure that we look at it very carefully.

The much-heralded diamorphine assisted treatment programme in my constituency has been running for two and a half years and produced some remarkable results, including a massive reduction in crime and the call on other health services. Sadly, the funding has now been withdrawn. If this programme unravels, all that work will be undone, so will a Minister meet me at the facility to discuss how we might secure its future?

To ask the Secretary of State for Transport, whether he plans to recommend a further 12 month period of operation for the e-scooter trial scheme being run in Middlesbrough by Ginger, which was launched in July 2020.
The Secretary of State has made no recommendation to Middlesbrough, or any other e-scooter trial area, regarding either continued participation in the trials, or the appointment of any e-scooter operator. E-scooter trials were originally meant to end on 30 November 2021, but trials were extended until 31 March 2022 to take into account the slower start to trials as a result of the pandemic. In October 2021 trials were further extended to 30 November 2022. The further extension will allow us to continue to fill data gaps and allow us to collect more evidence. We wrote to all trial areas in January asking them if they wanted to extend their current trials to November 2022. We have always been clear that participation in trials is entirely voluntary and the decision must be made locally.

To ask the Secretary of State for Digital, Culture, Media and Sport, what steps he is taking to protect television signal infrastructure following the Bilsdale transmitter fire and the time taken to restore television services.
Arqiva - a private infrastructure company - operates the UK’s terrestrial broadcast transmitter sites which carry BBC and commercial operators’ TV services. We remain in close contact with Arqiva and broadcasters who are working as fast and as safely as they can to restore TV and radio services in the areas served by Bilsdale by using existing and new alternate transmission sites.

To ask the Secretary of State for Digital, Culture, Media and Sport, if he will bring forward proposals to part-refund television licenses for people affected by the Bilsdale transmitter fire.
Under the Communications Act 2003, the BBC are entitled to make refunds for the TV licence fee in such circumstances as they may determine.
Following the Bilsdale mast fire, the BBC has announced that affected households which have been unable to receive TV coverage for over a month, and are also unable to view BBC programming through BBC iPlayer, and satellite and cable platforms, will be able to claim a refund or be offered a free extension to their TV Licence, depending on their TV Licensing payment plan. The BBC will make information available on these arrangements from 10 September on the TV Licensing website: https://www.tvlicensing.co.uk/transmitter.

To ask the Chancellor of the Exchequer, whether Middlesbrough has been shortlisted as a location for the Treasury North campus.
Budget 20 committed to establishing a significant new campus in the north of England focused on economic decision making, which will include teams from HM Treasury, DIT, BEIS and MHCLG. Potential locations for the economic campus in the north of England have been considered against a broad range of criteria. Our aim is to ensure the campus meets Departments’ needs and supports the Government’s wider levelling up agenda.

Yes indeed, and I congratulate my hon. Friend on lobbying for Middlesbrough in the way that he has. I can tell him that Tees Valley is already getting £126 million from the local growth fund. The devolution deal will mean £450 million extra for transport, skills and employment, and Middlesbrough will get at least £500,000 from the towns fund, thanks at least in part to his lobbying.

To ask Her Majesty's Government what assessment they have made of reports of issues with the use of e-scooters in (1) Coventry, and (2) Middlesbrough; and what plans they have to pause the e-scooter rental trials until appropriate safeguards are introduced to protect pedestrians.
There are no plans to pause national e-scooter trials, which are absolutely essential if we are to fully assess this new mode and inform longer term micromobility policy. Officials are in close and regular contact with local authorities and e-scooter operators in live e-scooter trial areas. We are encouraging rapid action be taken to respond to operational issues as soon as they arise and ensuring that any lessons from early implementation are applied in subsequent trials. For example, issues which arose during the first week of the Middlesbrough trial, caused by a small minority of users, were quickly resolved with licence verification software and improved geo-fencing technology.
