Further to my answer of 13 November 2025, and following my letter to Ofcom’s CEO of 31st October, the Department for Science, Innovation and Technology is continuing to engage with Ofcom on pricing transparency.
Ofcom publicly shared disappointment with O2’s decision, which went against the spirit of the January 2025 changes. Ofcom also reminded telecom companies of their regulatory responsibilities to maintain fair pricing and transparency. The Secretary of State has asked Ofcom what more can be done to go further, faster to ensure that people are getting a fair deal.

The Secretary of State met and wrote to Ofcom’s CEO on 31st October to ask for its assessment of telecoms consumer protections and what could be done further, faster on transparent and fair pricing. The Secretary of State made clear that it is imperative that people feel empowered when interacting with the telecoms market, and that they can be confident they are getting a fair deal. The letter set out a number of potential measures for Ofcom to consider.
My department will continue working closely with Ofcom to ensure telecom contracts remain fair and transparent.

To ask the Secretary of State for Energy Security and Net Zero, when the management of the Data Communications Company's smart meter network will transfer from O2 to Vodafone.
The transfer will occur from 2025 until the end of 2033, when the smart metering communications service in the Central and South regions of Great Britain will have been transitioned to a 4G service using the Vodafone network.
That this House notes the recent decision by O2 to increase their mobile phone tariff for recent customers by 11.7 per cent from April 2022; further notes O2's failure in customer correspondence to highlight the total increase, instead choosing to reference their annual 3.9 per cent rise and indicate the additional RPI figure increase, which is 7.8 per cent; acknowledges that this is the latest substantial increase to hit hard pressed working families along with rising fuel costs, mortgage increases, energy costs, increasing National Insurance Contributions and rising food bills; and calls on the Government to revise plans for increases over which it has control to help deal with this series of impending financial setbacks that will be faced by millions of UK citizens.

To ask the Secretary of State for Digital, Culture, Media and Sport, what discussions she has had with representatives of O2 on their proposal to not reintroduce roaming charges for UK residents travelling in the EU.
Ministers and officials have regular discussions with senior representatives of mobile operators on a range of issues, including on the issue of mobile roaming, and the government will continue to promote a competitive marketplace that serves the interests of consumers.
I welcome the recent decision by VirginMedia and O2 to keep roaming free, meaning UK citizens can still use their mobile data, calls and texts across Europe with no extra charges.
