To date, the UK has invested £141.5m in the World Bank-managed Forest Carbon Partnership Facility – Carbon Fund (£11.5m in 2011; £45m in 2014; and £85m in 2015). This has been in the form of grants (CDEL). No further funding to the Forest Carbon Partnership Facility – Carbon Fund is planned.

As we enter the new golden age of nuclear, this government has committed almost £17 billion across the Spending Review period to the most ambitious nuclear new build programme for a generation, including Sizewell C and the Great British Energy – Nuclear (GBE-N) small modular reactor programme.

The government is focused on enabling nuclear projects to support the UK's long-term energy needs, including through the Advanced Nuclear Framework, to support private sector-led advanced nuclear projects.

Furthermore, GBE-N has been tasked with identifying other suitable sites that could host a potential further large-scale nuclear project.

Great Britain has a highly resilient energy system. Government works closely with industry and regulators to improve and maintain the resilience and security of energy infrastructure and is confident the likelihood of a large-scale power outage remains low.

The National Energy System Operator (NESO) takes a holistic view of the changing energy landscape to assess the future operation of Britain's electricity networks and has tools available to manage the system under a wide range of scenarios.

Where localised power disruptions do occur, for example due to faults or severe weather, established response arrangements are in place to minimise impacts and restore supplies as quickly as possible.

We will negotiate an electricity agreement with the EU to cut the cost of trading electricity with European partners, strengthen our energy security, drive investment in the North Sea, and help to achieve our Clean Power 2030 Mission. The detailed commitments under any such agreement, including an assessment of their benefits and costs, will be developed as part of the negotiations.

The Government is reprioritising £454 million from the Department for Energy Security and Net Zero’s budget, including by switching £400 million of grant funding set aside for future international climate finance projects into loans, which could include projects such as the Tropical Forests Forever Facility. This will provide more flexible ways to meet the Government’s international climate objectives. The Government remains committed to spending 0.3% of Gross National Income on Official Development Assistance.

The UK and EU agreed to work towards linking their respective Emissions Trading Schemes (ETSs) at the May 2025 UK-EU Summit. Negotiations began late last year and are on-going. A significant benefit of a linking agreement would be the creation of the conditions needed for mutual exemptions from our respective CBAM regimes.

According to Bloomberg New Energy Finance, UK energy transition investment reached a record £65 billion in 2025, with investment in low-carbon sectors accounting for 2% of GDP - the second highest share in the G7. This reflects strong investor confidence in the UK’s clean energy transition and the significant opportunities it presents. The Government is reinforcing this momentum through the Clean Power 2030 Action Plan and the Clean Energy Industries Sector Plan, which provide long-term policy certainty, alongside targeted public investment and reforms to planning, grid connections and Contracts for Difference that are helping to unlock further private investment in clean energy infrastructure.

The Hamburg Declaration of Energy Ministers, signed at the Third North Sea Summit on 26 January 2026, together with its annexes, including the Action Plan and the Offshore Financing Framework, is non-binding and does not create rights or obligations under national or international law. It therefore cannot give rise to justiciable disputes between the parties.

The Government is committed to reaching net zero by 2050 and is focused on delivering that commitment in a way that reduces costs for households, strengthens energy security, and supports economic growth across the whole of the UK.

In line with the outcome of exploratory discussions, the UK and the EU will discuss the relevant rules relating to state aid and environmental protection. Any commitments in these areas remain subject to negotiation and will involve a balance of rights and obligations to ensure a level playing field in the trade of electricity between the Parties.

The UK Government does not have a quota for the amount of finance that should flow to low-carbon investment, but since the government came to office more than £100 billion in clean energy investment announcements has been secured. Net zero is the economic and industrial opportunity of the 21st century, and economic modelling undertaken by the CBI suggests the UK's net zero economy generated £36.7 billion in gross value added in 2025 and supported 308,000 jobs directly, with a further £51.2 billion in gross value added and 520,000 jobs supported through supply chains

The UK government no longer provides new direct financial or promotional support for the fossil fuel energy sector overseas, which includes support provided by UK Export Finance and British International Investment PLC, with limited circumstances set out in public guidance. The National Wealth Fund also does not invest in projects involving extraction, production, transportation, and refining crude oil, natural gas or thermal coal with very limited exemptions.
