Mr. Leigh: To ask the Secretary of State for Social Security when he proposes to respond to the report of the Social Security
Advisory Committee on the proposed changes to housing benefit regulations. [20954]
Mr. Lilley: I have received the Social Security Advisory Committee report. It recommended against proceeding without further
research of the effects of existing measures on the housing market. In the event the Government do go ahead, the committee further
recommended that the proposals should apply only to new claims and that certain accommodation for tenants who have been referred by
the local authority or probation service should be exempt.
I have considered these recommendations carefully. I have decided not to accept them in the form in which they were presented, but
to exempt from the single room rent determination severely disabled people who are entitled to severe disability premium and single
claimants who have non-dependants residing with them.
I have today laid before Parliament the social security advisory committee's report and my response to it. I have also laid the
regulations to give effect to the changes.

Mr. Nigel Evans: To ask the Secretary of State for Social Security if he will publish the Government's response to the Third report
of the Social Security Committee, "Uprating of State Retirement Pensions Payable to People Resident Abroad" (HC 143 of Session
1996-97). [21424]
Mr. Lilley: The Government welcome the Committee's report, which focused on the long-standing policy of uprating UK state retirement
pensions when paid abroad in specific countries. The report is an important and useful study. The report contained one
recommendation: "That there should be a free vote at prime time to allow Members to express their opinion on the principle of
whether the Government should pay upratings to some or all of those pensioners living in countries where upratings are not paid at
present".
Whipping arrangements are a matter for the business managers of all parties. The Government note that the House had the opportunity
to debate the uprating of pensions paid abroad during the passage of the Pensions Bill in July 1995. Over 200 hon. Members voted on
amendments aimed at providing uprating increases, which were heavily defeated.
The Committee's report rightly recognises that priorities for public expenditure will inevitably be taken into account in
considering the issue. Almost £1 billion a year is paid to UK pensioners abroad. It would cost another £250 million a year to bring
frozen pensions up to the rate that would be paid if the pensioner were in the UK.

Mr. Ian Bruce: To ask the Secretary of State for Social Security what performance targets he has set his Department's agencies for
1997-98; and if he will make a statement. [21043]
Mr. Lilley: The targets I have set my Department's executive agencies for 1997-98 are as set out.
The targets represent a significant challenge to each agency, and focus effort on the key elements of their individual businesses.
Further information on the agencies' plans for 1997-98 is contained in their individual business plans which have been published
today. Copies have been placed in the Library.
The targets for 1997-98 are:
Benefits
1. Benefit accuracy
Income support accuracy--to pay the correct amount in 87 per cent. of cases.
Jobseekers' allowance accuracy--to pay the correct amount in 87 per cent. of cases.
Incapacity benefit accuracy--to pay the correct amount in 94 per cent. of cases.
Family credit accuracy--to pay the correct amount in 91 per cent. of cases.
Disability living allowance accuracy--to pay the correct amount in 96 per cent. of cases.
2. Claims clearance times
Jobseekers' allowance claims--65 per cent. in 10 days and 90 per cent. in 21 days.
Faster family credit--90 per cent. in 5 days.
3. Financial recovery and financial control
160,000 claims of those obtaining benefit by deception to be withdrawn within 10 days of fraud investigation and 185,000 within 28
days.
Security savings--£2100 million.
Overpayment recovery--£120 million.
Social fund loans recovery--£333 million.
4. Resource management
To manage the agency's resources to deliver its business plan within allocations.
To keep to the cash limit agreement with Treasury for the discretionary social fund budget approved by Parliament.
Contributions agency
1. Records Maintenance
New accounts properly registered for: 95 per cent. of juveniles in advance of their 16th birthday, and 90 per cent. of adults
without NI accounts within eight days of receipt of complete application forms.
Changes to personal details properly recorded, completing 92 per cent. of cases within 15 days.
NI contributions properly recorded for: 98 per cent. of appropriate notifications for class 1 contributors by 31 December 1997 or
within 30 days thereafter; 90 per cent. of class 2-3 contributors within five days of receipt of payment.
NI details properly recorded following investigation: for 90 per cent. of cases by 31 March 1998 where there are inappropriate
submissions by employers; for 85 per cent. of cases in 90 days where contributors/others identify an inaccuracy.
2. Information provision
95 per cent. of requests from Government agencies and Departments within: three days when no clerical action is required; 10 days
with clerical involvement; and 45 days when detailed investigation is necessary to establish the NI position.
92 per cent. of requests from pension providers and scheme administrators completed within 25 days.
95 per cent. of customer inquiries and complaints within 20 days.
3. Conformance
£3.55 billion of NI contributions collected by the NI fund.
£170 million of arrears identified and reference made to the Inland Revenue for collection.
NI rebates accurately paid to pension providers, with 98 per cent. of cases completed within one calendar month after the recording
of an accurate end of year return.
Contracting-out certificates properly issued, clearing 99 per cent. within five days.
Variation and surrender action properly completed, clearing 96 per cent. within 10 days.
Initiate investigation action within 10 days, where schemes are in breach of contracting-out conditions.
Child support agency
1. Performance
£500 million of maintenance to be collected or arranged.
97 per cent. of payments to parents with care to be made within 10 working days of receipt.
Cash value of all assessments checked in the year to be correct in at least 85 per cent. of cases.
60 per cent. of second-tier reviews to be cleared within 13 weeks and 95 per cent. within 26 weeks.
A minimum of 525,000 cases to be cleared; 60 per cent. of new maintenance applications to be cleared within 26 weeks and on 31 March
1998 no more than 5 per cent. of all applications received by the agency to be over 52 weeks old.
War pensions agency
1. Performance
Disablement Claims--66 per cent. cleared in 145 days.
War Widows' Claims--82 per cent. cleared in 70 days.
Claims accuracy--95 per cent.
Appeals status--At 31 March 1998, to have no more than 28 per cent. of outstanding appeals more than 260 days old.
Appeals volume--To clear 10,000 appeals during 1997-98.
2. Resource Management
To manage the agency's administration resources so as to deliver the business plan within budget allocation.
3. Customer satisfaction
To complete a survey of welfare service clients by 31 March 1998.
Information technology services agency
1. Financial targets
Manage the agency's income and expenditure (derived from normal trading activities), as presented on audited accruals accounts, so
that the agency recovers its full economic costs through receipts from customers within a tolerance of plus or minus 2 per cent.
Manage the ITSA purchaser vote so that the agency's expenditure outturn is in line with allocations and estimates-- final outturn to
be within 1 per cent. of the forecast provided for the end-of-year review of expenditure in December 1997.
To reduce unit costs and prices in order to deliver to overall business efficiency improvement of 5 per cent.
2. Customer service targets
Measure customer satisfaction using the business excellence model, an industry standard and achieve a 10 per cent. BEM score
improvement for customer satisfaction.
Deliver 95 per cent. of services to customers to service levels for budget, time and quality as agreed within contracts.

Mr. Lilley: On 5 December 1996, my right hon. and noble Friend, Lord MacKay of Ardbredknish, announced to the Central Advisory
Committee that he was seeking its views on a package of minor reforms to the war pension system. On the same occasion, he advised
the Central Advisory Committee about changes to the handling of cases involving sensorineural hearing loss. Both prompted a
substantial number of representations, only two of which suggested that an oral statement would be appropriate.

Mr. Lilley: Ministers attend Scottish Grand Committee meetings as part of their normal parliamentary duties and officials do so as
part of their normal departmental duties. Expenditure falling to my Department has been limited to travelling costs. I attended the
Scottish Grand Committee meeting on 20 May 1996 in Dunfermline and had officials in attendance as necessary.

Mr. Fabricant: To ask the Secretary of State for Social Security if he will make a statement on the conclusion of his review of
income support direct payments announced on 19 July. [17970]
Mr. Lilley: I have completed my review of direct payments for fuel and water, which included consultation with over 60 interested
groups including the regulators, utility companies and consumer groups.
I have concluded that the direct payments scheme continues to play an important role in protecting benefit recipients who might
otherwise be at risk of having their fuel or water supply disconnected, and for whom no alternative payment methods are suitable,
but it is clear that the scheme is used by some people who are capable of making their own arrangements with the utility company.
Those who are capable of managing their own financial affairs should be encouraged to do so. I therefore intend to maintain the
scheme for the foreseeable future, as a last resort measure to avoid disconnection, but to make more explicit the circumstances
whereby direct payments remain appropriate.
I intend to introduce amending regulations to define more clearly the eligibility conditions for the scheme, and to agree with each
utility industry a new code of practice on the application of the new rules.

Mr. Lilley: The Government published a Green paper on this topic in July 1996. We promised that, following the consultation period,
a White paper would be published in the spring. I have today published the White Paper "Pension rights on Divorce" (Cm 3564). Copies
