The Gaming Machine (Circumstances of Use) Regulations to be made under section 240 of the Gambling Act 2005 will be laid in Parliament in August 2007. The regulatory impact assessment which will accompany the regulations will include a summary of responses to the consultation and will be published on the Department’s website www.culture.gov.uk when the regulations are laid.

UK Sport, the Government's lead agency for high performance sport, is scheduled to allocate £600 million to the development of British sportsmen and women between now and 2012. £252 million has already been allocated to supporting Olympic and Paralympic sports and athletes through to the Beijing games in 2008. £216.4 million has been awarded directly to the national governing bodies and the athletes via UK sport's world class pathway programme, with the remainder funding key athlete support services such as sports science and medicine, and technology research and innovation.The world class pathway programme supports athletes at three different levels: World class talent, world class development and world class podium. Of the total through to Beijing, approximately 50 per cent. of funding is focused on the world class talent and development pathways.Funding for each sport beyond 2008-09 will be decided after a comprehensive review of its performance at the Beijing games, and assessment of its potential for future success at London 2012.At present there are three athletes from the Ribble Valley area on the world class pathway programme.

This is a matter for the London Organising Committee of the Olympic Games and Paralympic Games (LOCOG). Their sponsorship programme is based on a three-tier structure and their first priority is to sign the main partners in Tier One. LOCOG announced their first Tier One sponsor, Lloyds TSB, in the banking and insurance sector in March 2007. The other active sectors included in Tier One are utilities, telecommunications, airlines, automotive, sportswear and oil and gas categories. I understand that they expect to make a number of further announcements in this financial year, although no specific dates have yet been agreed. Their Tier Two and Tier Three programmes will come on line in due course. The LOCOG sponsorship programme is in addition to the sponsors included in the International Olympic Committee's (IOC) The Olympic Partner Programme (TOP).

The London Olympic Games and Paralympic Games Act 2006 and the Olympic Symbol etc. (Protection) Act 1995 contain provisions that safeguard the intellectual property rights of the London 2012 Games. This includes giving customs and trading standards officers powers to detain and seize goods which infringe the rights of the London Organising Committee of the Olympic Games and Paralympic Games (LOCOG) and the British Olympic Association by using the Olympic and Paralympic terminology, symbols or mottos without their consent.LOCOG has begun planning their strategy to combat unofficial merchandise and counterfeit goods and are in the process of identifying a prevention and enforcement policy for the next five years. They have also set up an Anti-Counterfeiting Working Group whose aim is to collaborate and share information and best practice, and to develop a co-ordinated multi-disciplinary approach to the issue. The Working Group includes representatives from HM Revenue and Customs, Trading Standards, Metropolitan Police, Olympic Security Directorate, and the Intellectual Property Office.The provisions contained in the Olympic-specific legislation are in addition to the general intellectual property rights which LOCOG will also rely on to protect the brands related to London 2012, the Olympic movement and Paralympic movement.

My hon. Friend’s question reflects a little feeling, which I understand. Let us make no mistake: commercialisation and foreign investment have helped the premier league; it is the best in the world, and is watched by just under 1.5 billion people around the world every weekend; it is a great product. My hon. Friend is adding his voice to the concern expressed, with some reason, because we must make sure that the premier league does not turn into a billionaire’s playground. The grass-roots communities from which those clubs came must be respected. I hope that it is not just lip service that is paid to the fans’ organisations, to which he refers, but that clubs consider their views when making decisions.

I am meeting the Football Association, the Football League and the premier league later this week to discuss ownership and some concerns, which the right hon. Gentleman rightly raises. There is a meeting in the Treasury tomorrow with a number of my hon. Friends and Treasury officials to consider share ownership and how certain actions have been taken. I do not want to comment on any individual action or club, but I do want to respond by saying that many share his concern and we are giving that issue serious consideration.

Again, I have a lot of sympathy with the question. Football trusts are developing up and down the land. However, it is important that club owners take ticket pricing into consideration. Because of the fairly hefty increase in television fees, in particular in the premier division, I have appealed to football clubs in England to consider their fans by at least freezing, if not reducing, some ticket prices. Some clubs have done that, especially in the north-west.

We have had difficulties with the European Union, as I have admitted, but the parties have come together now. There is an agreement with all the constituent parts of the parties involved in racing. I hope that in the very near future, when that consortium—[Interruption.] It is not in the Government’s hands but in those of the consortium. It has to raise some money in the marketplace, and as soon as it comes back with that we will make the announcement.

We are all fed up with waiting. On 14 March, in an answer to a parliamentary question, the Government said that they intend to proceed with this in due course. On 25 April, they said that they will announce shortly how they intend to proceed. On 3 May, they said that they hope to make a decision in the course of the next few weeks. I give that assurance. One of the things that has been at the centre of these discussions is to ensure that in bringing the Tote into the marketplace owned by racing we secure the 600 jobs in Wigan. Those staff are absolutely first class, and I know that when the sale goes through the management have plans considerably to expand the influence of the Tote in the United Kingdom and internationally. I wish them luck in that. I hope that we will secure not only those 600 jobs but many more in the north-west as well.

[Interruption.] Perhaps the hon. Gentleman will listen. We were trying to sell the Tote at a fair price, but we were told very clearly that it had to be sold at a market price. We had a lot of wrangling with the European Commission and its competition directorate-general, but eventually we got an agreement and a market price. We had been in discussions with a consortium, but the consortium could not come up with the money in the first round. The Tote’s staff and management got involved, and I believe that in the coming period we will come before the House and say how we intend to proceed. It has been a long, drawn-out process, but I can say to the hon. The new London 2012 brand, of which the logo is one element, will help the London Organising Committee of the Olympic Games and Paralympic Games (LOCOG) to raise the £2 billion they need to host and stage the games. Sponsors will buy rights to the brand and it will underpin LOCOG’s merchandising strategy. LOCOG believe that the brand will make an effective and decisive contribution to the full £2 billion budget.

The estimated number of construction workers on the Olympic Park site (i.e. excluding the village and retail development) is expected to peak at around 9,000 in 2010. It is assumed all will be entitled to receive NHS healthcare benefits, and it is likely that many will be provided with additional healthcare benefits by their employer. However, it is not possible to estimate what additional benefits may be provided since the majority of construction contracts are yet to be let.

All sponsorship activity for the London 2012 Games is a matter for the London Organising Committee of the Olympic Games and Paralympic Games (LOCOG). It is a self-financing body that has a budget of around £2 billion for hosting and staging the London 2012 Games. Around a third of the LOCOG budget will come from its sponsors and will contribute to delivery of the Games, but regeneration costs will not be met from LOCOG’s sponsorship programme. The delivery of the new venues and infrastructure needed to enable regeneration is included in the Olympic Delivery Authority's budget.

The utilities contracts for Olympic Park are being procured under a commercially confidential process by the Olympic Delivery Authority (ODA). Releasing detailed information at this stage may prejudice the ability of the ODA to achieve value for money.

Any new casino development will be required to comply with relevant planning and building requirements, including relevant requirements designed to protect the environment and promote energy saving.
