Yes, my Lords. I do not wish to open any old wounds, but did we not have the same discussion about the minimum wage when it was introduced? A lot of people criticised it then. On the legal point, the European Court of Justice will be considering the whole issue. My right honourable friend the Secretary of State for Trade and Industry supports the referral to the ECJ, which is proposed by Age Concern, and that will clarify the law.

My Lords, I repeat to my noble friend what I said earlier. We have put more money in. It is a requirement that there are plans for spending that money in PCT local development plans. It is for strategic health authorities to monitor the performance of primary care trusts in this area and to ensure that their performance continues to improve the sexual health services in their area.

My Lords, large public resources are devoted to the causes set out by my noble friend. Last year, public funding for ESOL classes ran at £279 million, which is a threefold increase in funding for ESOL provision since 2001. Substantial resources are made available to colleges to meet the priorities to which the noble Baroness referred, among others.

Furthermore, is he aware that Iraqi women are concerned about certain sections of the community which, while they purport to treat men and women equally, will leave women in a more disadvantaged position?

My Lords, I hope that I have addressed the point about the desirability of refuges. However, the bulk of our work involves trying, in an environment that is deeply hostile and in many respects very violent for all members of society, to ensure that the human rights ministry on the basis of the new constitution does the development and training. That would include provision for women in government; ensuring that women have access to lawyers and the professions; inviting them from all sections of society to engage in training in the work of civil society; promoting the role of women in many other respects; and, of course, training police forces to deal with some of those abuses, which are unquestionably taking place.

Yes, my Lords, that point is important. The fact is that it is an old pension scheme. Its roots are in a time when the majority of local government employees were men. Indeed, up until the 1970s, when the scheme was last reviewed, 75 per cent were men. The workforce is different now; women are the majority, and a majority are part-time.
The slightly complicated 85-year rule essentially means that people can work the same number of years, but if their ages differ some will retire on a fully funded pension—if they have achieved 85 years—while others with exactly the same length of service will achieve a less well funded pension. Because women cannot build up those commitments in the workplace, they are almost bound to be disadvantaged by that. Indeed, 25 per cent of people in the local government pension scheme do not benefit at all from the 85-year rule.

My Lords, we are increasing the maximum fee grant for part-time students by 27 per cent next year, from £885 to £1,125, while maintaining the new course grant at £250. We are also raising the income thresholds to qualify for support, and the Access to Learning Fund allocation for part-time students will increase from £3 million to £12 million. That is the best deal ever offered to part-time students in England. Devolved administrations make their own arrangements.

My Lords, as my noble friend will be aware, last November my honourable friend the higher education Minister announced an extra £40 million of support over the next two years in respect of under-represented groups in part-time higher education. The consultation undertaken by HEFCE on the new funding methodology has now been completed. HEFCE is considering its final recommendations, and we intend to make those available in due course.

The Department of Trade and Industry published last month on its WEEE webpage (www.dti.gov.uk/sustainability/weee/Perchardsreport–November05.pdf) a summary by external consultants of other member states’ progress towards implementing the EU Directive on Waste Electrical and Electronic Equipment, including their various timetables for the introduction of its legal obligations.

The Government announced on 15 December 2005 that it would be reviewing progress on the implementation of the EU Directive on Waste Electrical and Electronic Equipment and undertaking a public consultation on its proposals for this during the spring of 2006 before transposing the main provisions of the directive into UK law.
