That this House congratulates the Inland Waterways Association Waterway Recovery Group for achieving 40 years working to restore Britain's canals and rivers; notes that every year more than 20 week-long canal camps are held where volunteers work to restore waterways which have included the Kennet and Avon canal and saving the Peak Forest; further notes that the Waterway Recovery Group brings expertise and equipment which would not otherwise be available to canal societies and others; further notes that many volunteers learn new skills that can transfer into future employment; further notes that the Waterway Recovery Group is celebrating its anniversary with a programme of working holidays planned across the country from Wales to Essex and Derbyshire to Devon; and wishes all the volunteers and those associated with the Waterway Recovery Group a further successful 40 years and many more restorations in the future.

To ask the Minister of State, Department for Transport what steps his Department is taking to encourage use of inland and coastal waterways for the transportation of goods and materials.
That this House notes that the UK inland waterways are a national treasure which have significantly improved in recent years; shares the Government's view that the waterways nevertheless need new investment; further notes that nearly half of the money that British Waterways needs to maintain the network comes from its property portfolio; further notes that funding cuts in British Waterways' grant-in-aid from the Department for Environment, Food and Rural Affairs mean that the shortfall British Waterways faces in the money it needs to properly fund its waterways is increased to about ??40 million; believes the inland waterways should be treated as a national park; supports the Save our System 2010 campaign launched by the Inland Waterways Association; and further notes that the funding shortfall should be reinstated and the property portfolio protected so that it can provide a secure funding stream to ensure that the inland waterways can continue to be enjoyed by millions in years to come.

That this House welcomes the launch of the East Midlands Muscle Group; notes that the group is led by local families and people affected by muscular dystrophy and related neuromuscular conditions who will campaign to improve access to essential specialist care and support; is concerned to learn of the serious problems affecting the 4,000 people with muscular dystrophy and related neuromuscular conditions living in East Midlands; further notes that access to multi-disciplinary specialist care improves overall health outcomes and survival for patients with muscular dystrophy and related neuromuscual conditions; is deeply concerned that some patients are being denied access to multi-disciplinary specialist care; calls on the East Midlands Specialised Commissioning Group, local primary care trusts and the Strategic Health Authority to take forward a review of neuromuscular services to identify areas of best practice and gaps in NHS service provision; and praises the campaign led by the Muscular Dystrophy Campaign, local families, health professionals and experts in these conditions who will work together to fight for good access to clinically effective, first class, specialised neuromuscular services across the East Midlands region.

That this House welcomes the recent Protocols on the Development of Relations and the Establishment of Diplomatic Relations between the Republic of Turkey and the Republic of Armenia, signed by the Turkish Foreign Minister, Ahmet Davutoglu and his Armenian counterpart, Edward Nalbandian in Zurich on 10 October 2009; finds these developments very encouraging for the creation and maintenance of an atmosphere of trust and confidence between the two countries; applauds the desire by both sides to develop bilateral cooperation in political, economic, cultural and other fields; notes the mutual commitment to respect equality, sovereignty and non-intervention in the internal affairs of other states, territorial integrity and inviolability of frontiers and condemnation of all forms of terrorism, violence and extremism irrespective of their cause; welcomes the agreement to open the common border between the two countries and establish an intergovernmental bilateral commission for regular political consultations between the two countries; notes the agreement to implement dialogue on the historical dimension with the aim of restoring mutual confidence between the two nations; and believes these developments will strengthen peace, security and stability in the region as a whole.

That this House celebrates the decision by the United Nations Educational, Scientific and Cultural Organisation to declare Pontcysyllte Aqueduct a World Heritage Site; notes that the full listing for the canal includes the whole 11 miles of canal from Chirk Bank to Horseshoe Falls on the River Dee in Llangollen; applauds the work undertaken by Wrexham Council, British Waterways and other organisations in supporting the bid for World Heritage Site status; commends the fact that joint credit has been given to Thomas Telford and William Jessop for this great civil engineering achievement; and hopes that World Heritage status will promote increased economic prosperity for local communities.
