I commend the Secretary of State and his team for their determination and resolve in the transfer to renewables. In the extraordinary and unprecedented weather that we are having at the moment I can assure the House that some shade would be really welcome in parts of the east of England. Given the opportunities for agrivoltaics, including on reservoirs to tackle evaporation and in fields to tackle the stress that livestock and crops can face, is it not time to use this innovative and imaginative approach to greater effect?

My hon. Friend is absolutely right, and we are in favour of innovation wherever we can deploy solar. He talks about solar on reservoirs, which is absolutely an opportunity that we want to explore, but we also want to look at how agrivoltaic technologies can be deployed, and we are supporting the University of Lancaster to work out what that model would look like. I have visited a number of solar farms where farming and solar generation go hand in hand, and we want to see much more of that. Planning policy supports that, but we want to go further.

The Government closely follow developments in the agrivoltaics sector and support innovative technologies, for instance through initiatives funded by UK Research and Innovation. In the solar road map that we have published, the Government and industry have committed themselves to exploring future research and demonstration opportunities for agrivoltaic systems.

In Cambridge, like in many other places, many new homes will be built in the coming years, but we need to build communities, not just houses, and a cultural component is absolutely key to that. Will the Minister tell us what he is doing to ensure that happens?

It is not just about building homes and economic drivers; it is about building cultural and heritage communities as well. It is fantastic to see so many infrastructure projects taking shape across Cambridgeshire and Cambridge this year. Cambridge already has a fantastic cultural offer, with Arts Council England’s national portfolio programme already supporting organisations like the New International Encounter and Oblique Arts, both of which work with communities across the region. I encourage my hon. Friend to ask all of his cultural organisations to look at the £1.5 billion Arts Everywhere fund—that record funding was announced last month—and maybe the city or town of culture programme.

I thank my hon. Friend not only for his question, but for his unwavering support for ambitious, high-quality sustainable growth in his city and the surrounding areas. We are determined to unleash nationally significant growth in Greater Cambridge, to the benefit of existing and new communities and the nation as a whole. Following the consultation on a Greater Cambridge urban development corporation, which ends on 1 April, we will publish the summary responses and a formal response setting out the Government’s next steps. As ever, I will strive to ensure that my hon. Friend and other hon. Members from Cambridgeshire are fully apprised of the Government’s thinking.

In the 13 months since we announced plans to supercharge growth in Oxford-Cambridge corridor, significant progress has been made, including through updated proposals on East West Rail, the establishment of an Oxford growth commission and tangible steps towards realising the full potential of Greater Cambridge.

Last week, the Government launched a consultation on establishing a growth development corporation for Cambridge. In the meantime, Peter Freeman, the chairman of the Cambridge Growth Company, is on the record as saying that Cambridge should aim to be
“the most liveable city in Europe”.
That is a fantastic ambition with which I entirely agree. Given that this will be good for growth, not just for Cambridge but for the region and the wider economy, will the Prime Minister set out what more the Government can do to help us, not least to help the generation of young people who can barely afford a home?

Friend’s constituency is already home to brilliant research, innovation and economic growth, and through a Greater Cambridge development corporation we will put in place the powers and resources to unlock its full potential. I want to let local people have their say. We will make sure that we create a fair plan, with attractive, well-connected and thriving new neighbourhoods.

The Government recognises the East of England’s contribution to clean energy generation and the Clean Power 2030 mission. It is the home of Sizewell C. The region has also secured the highest offshore wind capacity allocation in AR7, with just over 6GW, driven by the large-scale Dogger Bank South and Norfolk Vanguard developments, building on an existing 3.7GW of offshore wind capacity.

The Government welcomes the Opportunity East One Year On report. To support the region, the Chancellor unveiled the OxCam Growth Corridor last year which has the potential to boost the economy by up to £78bn by 2035. This initiative is supported by East-West Rail, which will provide faster journeys between Oxford and Cambridge and unlock up to 100,000 new homes.
During the Spending Review period, the Department will provide Cambridgeshire & Peterborough with £31.8 million to promote buses and £24.9 million to promote active travel schemes. This funding will support local residents to access jobs, education and services.
