The overwhelming improvement that we have seen on the Pakistan side of the border over the past year or so has come about as a result of the efforts of the Pakistani Government and the Pakistani armed forces. Those forces have suffered great losses in some of the operations that they have conducted against insurgents in the FATA—the federally administered tribal area—and Waziristan. Those forces are bearing down on the insurgency on their side of the border, and we should recognise that and congratulate them. Of course we work with the Pakistani Government, as do the American Government and American forces.

I congratulate the cadet force on its 150th year. I thank my hon. Friend for her involvement in her local cadet force. Cadet forces are a force for good in local communities. I also put on record our thanks to the thousands of adult volunteers who make the cadet experience possible. If she suggested a debate in the House, I would be very pleased to celebrate the fantastic job that cadet forces do.

The Government have created a fiscal stimulus in areas of public spending that will directly increase demand for steel and feed through the supply chain. Along with its partners in local government and the regions, the Government have brought forward billions of pounds worth of infrastructure spending across the UK.We also committed £400 million to the car scrappage scheme to underpin the vitally important automotive sector, another very large user of steel. However these measures were aimed at boosting domestic markets more generally and therefore were not specifically targeted at assisting Teesside Cast Products, whose output of slab was sold almost entirely for export.Corus requested the following assistance from the Department of Business, Innovation and Skills in relation to Teesside Cast Products:"Subsidies for short time working—this request was initially made, through the CBI, on 27 November 2008 and was in relation to all Corus UK sites and not just Teesside Cast Products. The Government declined this request on the grounds that we have extensively examined the economic case for UK wage subsidies and concluded that this is not a feasible, cost effective or sustainable option, nor would it guarantee that plants, like Teesside Cast Products would stay open in the long term.""Export subsidies—Coras raised the issue for potential export subsidies in July 2009 to help bridge the gap between cost of producing slab at Teesside Cast Products and the price that could be achieved for the product on the world market. The Government refused this request as export subsidies would be illegal under the EU state aid rules."

We increasingly involve third sector and other organisations in offender management to make sure that proper arrangements are in place for those leaving prison, so that they do not fall between the cracks or between services and fail to get the support that they need. It is an increasing part of what we do.

The emerging evidence from the evaluations in the six areas where intensive alternatives to custody are being piloted suggests that they are significantly reducing reoffending. I have seen one of them in operation in Derby. There is no doubt that if they are properly planned and executed they can effectively force offenders to face up to the reasons why they are offending, and can establish strong discipline on them in the community. If that works, it is all to the good.

My hon. Friend continues to make the case for the north-east and for excellent universities such as Teesside and Sunderland, which do fantastic work, particularly in applied research. She is right that funding must follow excellence wherever it is found. I cannot anticipate decisions that are appropriately the domain of peer review, but she is absolutely right and the Government support that approach.

That company, whose order book was 80 per cent. full in December, has now been mothballed and 1,700 people have been made unemployed. First, I share my hon. Friend's anger about what has happened on Teesside, and the loss of 1,700 jobs in any area is unacceptable. The loss of 1,700 jobs in an area that has depended on that industry for years and had a contract that would have guaranteed future work for many future years is more unacceptable, and we have to look at that very carefully. As I think the House knows, there was a contract involving four companies which would have guaranteed the output of the plant. That contract broke down through the partners in it disagreeing among themselves about the future.
We are doing everything that we can to find a buyer for the plant. I have personally talked to Mr. Tata and to the chief executive of Corus, and I have met people in the area who are concerned about what is happening to the jobs and the prospects for young people there. As we look for a potential buyer, we have also put £60 million into the Teesside area so that we can create new jobs, new training opportunities for jobs and new developments in the area that will provide jobs in the future. But I share with my hon. Friend my anger at what happened, and I am determined that our Government will do everything that we can to make sure that people who lose jobs get jobs in the future, and, if we can avoid it, that people do not lose jobs at all.

I do not think that the division that my hon. Friend provides is quite as simple as that. Hedge funds can perform a useful function, but it is important to ensure that, when banks engage in risky activity, they have sufficient capital behind them if things go wrong. That is why we are very happy to work with some of the proposals from the United States and, indeed, other parts of the world. Most people recognise that the situation is quite complex, and I see that the Opposition have now shifted their position from warmly embracing the break-up of banks to an assurance, which the shadow Chancellor gave to bankers at the weekend in Davos, that they would not do any such thing.

One of the best ways to deal with extremism in the region is to ensure that we have sound development work on the ground, that there is good education for the people of Pakistan and, indeed, that we support the democratically elected Government of Pakistan in their aims.

I hope that the ministerial team will visit the exhibition and congratulate the university on it. In what way is her Department supporting the brilliant work that is being done by universities such as Sunderland? It is internationally renowned and now, through the national lottery, has accepted responsibility for the National Glass Centre.

I will indeed to try to visit the exhibition by the university of Sunderland. Many of our universities have excellent museums, and I consider at regular intervals how they are to be funded and sustained to ensure that we maintain the excellence that many of those university museums promote.

My right hon. Friend will know that today in Great Britain 80,000 children are living in care, 80 per cent. of whom will live in care until they are 16, not in a loving, stable family home. Is it not time that this House considered the lives of looked-after children again and considered that if a child is not living in a stable, loving home in the first 18 months of their life, adoption and long-term fostering must be their right in order to enter a loving, stable home?

This is a real challenge not only for all local authorities, but for all people. We must not only pay attention to the number of children in care, but make sure that those children have the chances that every other child has for educational attainment, for jobs and for stability in their lives as they leave care. In 2007, we published the White Paper "Care Matters" and we set out to transform the prospects of children and young people in care. We have made some progress with placement stability, there has been an increase in educational attainment and we have better outcomes for care leavers, but at the same time we must move faster to close the gap. That is why it is important to recognise that public expenditure has been necessary in this and it has doubled since 2000 on the needs of children in care. That is what we have tried to do to help those children.

My hon. Friend is right. We need to give the resources to areas such as hers so that they can spend them on smoking cessation programmes and improving access to primary care. Research has shown that communities of that kind benefit greatly from improved primary care, and also that national targets have played an important role in improving health outcomes in the most deprived communities. I assure my hon. Friend that that will remain a central tenet of this Government's health policy.

I unfortunately did not bring with me the diary of the chief scientist, but on returning to my Department I will make sure that he is reminded of my suggestion that he visits my hon. Friend. It was a good visit, and it related to one particular point about the biofuels debate in this country. We all know the dangers of biofuels in relation to issues of food security and other things, but we also know that we have to have a nuanced debate about these questions. Biofuels can play a role—and a very important one—if they are managed in the right way and if we ensure that they have the right land use effects. I think that that example was demonstrated in my hon. Friend's constituency.

The position on helicopters is clear. Let me say solemnly to the House, because this is an important matter, that no commander, no senior officer has ever said to me in Afghanistan or here—that includes Sir Richard Dannatt, who I think has a certain credibility with those on the Opposition Benches—that there are insufficient helicopters in theatre to enable our troops to fulfil their mission, but all the commanders would like to have more. That is why we are supplying more. The House has already heard the figures for the past three years—an increase of 60 per cent. in helicopters and of more than 80 per cent. in helicopter hours available. On top of that, in the past year or so, we have refitted the Lynx helicopters with new engines—22 of those, which will be available next year—

My hon. Friend makes an important point, which is similar to the point that I made a moment ago about there being more to a social enterprise than the financial bottom line. There is a social return on the investment. I can tell her that yesterday the second phase of the Government's national programme for third sector commissioners began, and it is specifically looking at how to address social issues and how to provide benefit to the public through public service procurement. The short answer is yes.

In September, I had a breast cancer scare. Within five working days I was in the hospital and being screened—and everything was fine. I want the House to know that that was not because I am a Member of Parliament: when the staff contacted me by phone, they called me Mr. Taylor. I had to correct that quickly!
I raise the matter here today because I received excellent service from the University Hospital of North Tees; the breast cancer unit was excellent. My question to the Secretary of State is quite clear. When is it expected that all cancer services will be resourced to the same extent, so that it will be possible for everyone, within five working days, either to have their minds put at rest or to begin their treatment?

I thank my hon. Friend very much for her question, and I will relay what she has said to the NHS so that it will get her name right in future. It is important that she has shared her experience with the House, because it illustrates how far the NHS has travelled. It is a sad fact that breast cancer is the most common form of cancer in England. Some 38,000 new cases were diagnosed in 2006. I have seen the devastating effects of breast cancer in my own family, and I know only too well how quickly it can spread if it is not picked up early.
As my hon. Friend knows, we are extending the two-week guarantee to all suspected cases of breast cancer. She will have heard recently that we also want to extend GPs' access to tests, so that although not every case may qualify for the urgent referral pathway, cases that do not can nevertheless be checked out by GPs. She is absolutely right: there can be no complacency. We will go still further to ensure that we give everyone in the country the best possible chance of surviving breast cancer.

We know that Artenius, a Spanish company on the River Tees with a serious threat notice above its head, has been given £15 million from its regional government in Spain. We know that the Italian Government and their regional governments are doing the same. The company Dow produces a product that influences every chemical manufacturer on the Tees and in Great Britain. We want to know why it is not only struggling to get private money, but seemingly struggling to obtain Government money to survive. If Dow, Artenius and Corus all go down, we are in serious trouble on the Tees. Should we, too, put state aid and its regulations to the side?

My hon. Friend is right to raise that issue. It involves a complex set of circumstances, which I have looked at very closely. I have been in contact with the processing industry and individual company representatives. It is effectively a private sector supply chain issue. Each private sector interest in the chemical sector on Teesside has a slightly different take on it. What I have said to the industry, collectively, is that if it can come up with a private sector-led solution to the issue—my hon. Friend is absolutely right to say that Dow is at the heart of it—I will do everything that I can to ensure that the Government come to the table with a reasonable and proportional support package, provided that the solution has a reasonable chance of getting us through the difficulties. However, it does have to be private sector-led. Thought is being given to that and, in fairness, the private sector has been looking at that for the past three years. My hon. Friend, by the sense of urgency that underpins my her question, is doing the right thing by her constituents, because we do not have another three years. We need a timely solution to the problem and that means now, or as quick as we can.
