That this House is appalled at the action of Ealing Labour Council in cancelling travel passes for a large number of disabled people, including 57 severely deaf citizens, some of whom have had passes for 20 years for a saving of ??7,500 out of a budget of ??250 million as part of a 10 per cent. cuts programme accompanying a council tax increase of 10 per cent., the fourth highest in London.

Mr. Hague: Significant progress has been made as demonstrated by the almost 1,000 jobs and £130 million of capital investment
promised by the announcements by Toyo Seal; Baumeister and Ostler; JCB Transmissions; Toyota; British Aerospace; Hoya Lens; Shotton
Paper; and Eastern Group.

Mr. Harry Greenway: To ask the Attorney-General how many people died intestate with no known kin in the last year for which figures
are available; how much in money and belongings was left by them; and if he will make a statement. [18858]
The Solicitor-General: For England and Wales, excluding the Duchies of Lancaster and Cornwall, some 2,400 cases were referred to the
Treasury Solicitor in 1996 which appeared to concern the estates of persons dying intestate with no known kin. The total of balances
on estates, after setting liabilities, accounted for in 1996 following completion of their administration by the Treasury Solicitor
was £8,603,204.

Mr. Harry Greenway: To ask the Secretary of State for National Heritage what steps Her Majesty's Government are taking to attract
major international sporting events to the United Kingdom. [20753]
Mr. Sproat: The Government are strongly committed to providing promotional and diplomatic support for the bidding and staging of
major international sporting events in this country. The United Kingdom Sports Council, which was established on 1 January 1997,
has, as one of its priority tasks, to help attract to this country major international sporting events. To ensure that there is a
clear and co-ordinated UK strategy for all major events, we have asked the United Kingdom Sports Council to take the lead.
Additionally the Government have demonstrated their commitment in a number of practical ways.
My Department chairs a wide-ranging working group to assist Manchester in organising a successful 2002 Commonwealth Games, and to
ensure that the event has the greatest possible impact, both nationally and internationally, in terms of sporting, tourism, economic
and other benefits. The Welsh Office chairs a working group to ensure the success of the 1999 rugby world cup. I am also encouraging
the British Tourist Authority to work closely with the organiser of events to ensure synergy, for example between the rugby world
cup 1999 and the cricket world cup 1999, with a view to maximising the tourism benefits. Building on the success of Euro 96, the
Government are strongly backing the Football Association's bid to host the 2006 world cup. We have already hosted two receptions on
behalf of the FA, and I am chairing a co-ordinating group of FA and Government officials to ensure that we are assisting the FA as
far as we are able.
To assist further, the sports councils have recently launched their national revenue grants programmes, one of which is designed to
attract and stage those events which are of genuine major significance to the UK. The UK Sports Council advises the four home nation
sports councils on the distribution of national lottery funds in support of bids for, and the staging of, major events in this
country as well as on the facilities required to stage them.
All of these initiatives underline the importance which the Government attach to attracting and staging major events in this
country.

Mr. Harry Greenway : To ask the Secretary of State for Defence how many troops are expected to be stationed in Gibraltar over the
next five years; at what cost; and if he will make a statement. [18596]
Mr. Soames: Current UK force levels in Gibraltar were determined in the Review of the Gibraltar Garrison and announced by my right
hon. Friend the Member for Richmond and Barnes (Mr. Henley) when Minister of State for the Armed Forces on 7 July 1994, Official
Report, columns 262-63. The review identified the core activities central to our defence responsibilities there. At present, there
are some 660 service personnel stationed in Gibraltar, including about 160 members of the Gibraltar Regiment. On current plans,
there will be about 50 fewer personnel stationed in Gibraltar in five years' time. These projected force levels enable us fully to
carry out our core tasks. They are a clear manifestation of Her Majesty's Government's continuing commitment to the people of
Gibraltar.
Over the same period, the cost of the Gibraltar garrison will reduce to less than £50 million per annum, compared with expected
costs of some £63 million for the current financial year.

Mr. Bowis: The Government believe that, while great strides have been made by the underground's management and staff in recent
years, the best way to improve the London underground is to privatise it. Privatisation will enable the underground's infrastructure
to be modernised as soon as possible, while capping fares and safeguarding the aspects of the present system which passengers value,
such as travelcard, safety and service levels.
