The Prime Minister is aware of the effect of the retrospective introduction of business rates on companies operating in various ports around the country, including Goole in my constituency. Five years after the planned implementation, the Valuation Office Agency has still to agree assessments with many companies. One of those, Scotline, went out of business after being summonsed for a rates bill of £700,000, which was reduced to £114,000 on appeal. Will my right hon. Friend meet the Chancellor, and the Department for Communities and Local Government, and get a fair and equitable solution to keep jobs in our ports safe?

I am grateful to my hon. Friend; he has always been a persistent advocate of the ports and the jobs they create. I am very happy to meet him to talk about this issue and what we have done—the equal interest-free payments paid in instalments over an unprecedented eight years. I hope that my right hon. and learned Friend has not been looking at my website. When he reviews expenditure for the next two years, will he consider the impact on other departmental budgets? I have recently been dealing with a difficult and complex mental health case of a constituent. It involved a significant cost to the taxpayer, arising mainly through the police and the Prison Service, from which my constituent received no care or treatment to meet his needs. Can we ensure that as we examine our health service expenditure for the next four years, the mental health needs of our society are given a greater priority?

My hon. Friend is right that we need to ensure, in accordance with the Bradley report, that mental health issues are given a very high priority. We heard questions earlier about assaults on staff and relevant matters; mental health issues might be a factor in such cases. The NHS and other public services must, increasingly, address that area.

My right hon. Friend will be aware that not far from his constituency, in Brigg and Goole and other constituencies on the south Humber bank, are companies such as Corus, Singleton Birch and, in Goole, Guardian Glass, which are being expected—rightly—to reduce emissions as part of the Government's overall strategy, but are competing against companies that are setting themselves up and building new plants in countries with fast-growing economies, such as India and China. They feel that is unfair and that there is no level playing field, because they are having to take action that the companies in those other countries are not. When will my right hon. Friend be able to make more progress, so that we can report to workers in this country that they are not being unfairly discriminated against?

My hon. Friend has made an important point. It is because of that situation that there are provisions in the EU emissions trading scheme to protect against so-called carbon leakage. We give out allowances free to the most exposed sectors, rather than auctioning them. The European Commission is currently examining the different criteria, and will make further announcements later this year.
The other point I would make is that there is also a first-mover advantage for us in getting ahead in this low-carbon technology, and it is important that we do that as well.

Will my right hon. Friend the Minister be able to use her good offices to help to co-ordinate the efforts to get better rail links in the area? For a while now, in my own area, we have been pushing ahead with trying to improve the line from Goole to Leeds and then through to Hull the other way. I know that the Minister is aware of the Capitol Park project on the edge of Goole, which will produce 5,000 jobs and will require greater mobility of labour. Although we have the M62, it would be good to have some train links as well.
We have a number of railway stations—not just the main ones such as Leeds and Goole but others down the line, such as Rawcliffe and Snaith. I remember having a photograph taken with my hon. Friend the Member for Selby at Snaith railway station, when we stood in front of a large timetable which had only one service on it and a lot of white space underneath. As the area is growing rapidly as a commuter base, we need to find ways to encourage more rail into it. The difficulty is that when one sits down with all the bodies involved in improving rail services, there are so many that it is like wading through treacle; everybody always agrees that it is a good idea but nobody knows who should take responsibility for it. Perhaps the Minister could help draw those sorts of people together.

That is obviously a splendid idea. Perhaps my hon. Friend can make some recommendations for the small group of experts that we will be convening. As I said earlier, the rail utilisation scheme cases put forward yesterday showed that it was important to look at the cross-Pennine routes, particularly between Manchester and Leeds, although there is also the bit via Huddersfield. The scheme also looked at the routes between York and Hull, so there is an attempt to acknowledge the need for improved links in the Humber area.
My hon. Friend is right to say how important some of the changes in transport infrastructure are. One of the first projects to be brought forward under the fiscal stimulus looked at the A180 in my hon. Friend’s area. Such projects can contribute during the downturn by keeping people in work and looking to future recovery. However, I will certainly look at my hon. Friend’s idea for an expert group to examine these matters.

I was pleased to hear that the funding for this area places us fifth in the league table. As a supporter of Grimsby Town that sounds like heaven to me. Is she aware that last week—indeed you were present, Mr. Betts—the Regional Select Committee interviewed employer organisations across the area? They all said that the RDA Yorkshire Forward needs to continue and be supported by the Government and that it would be a retrograde step for employment in the area if it went away. Moreover if money were delegated down to local councils, good job though they do, that would in itself bring a whole series of unfairnesses. How would a small town like Goole battle for Capitol Park and the 5,000 jobs if it was just down to a small council as opposed to the funding that we got both from the Government and the RDA?

My hon. Friend has repeated what I have heard from the many businesses that I meet in the Yorkshire and Humber region. The regional approach, working with the RDA, has been right in ensuring that we not only help businesses and individuals in the downturn but, crucially, plan for the future. It would be almost impossible to envisage how we could, for example, expand the energy development industries across the region through the efforts of individual local authorities. North East Lincolnshire has done a good job in terms of the offshore wind facilities, but it needs the assistance of a regional approach to be able to deliver. To take that away would be disastrous.

[holding answer 14 September 2009]: I have been asked to reply.Responsibility for the War Pensions Scheme was passed from the Department of Work and Pensions to the Ministry of Defence in 2000.The scheme is kept under constant review and in June 2007, a Stewardship review, which includes the management and administration of the scheme, was announced to the Central Advisory Committee on Pensions and Compensation (CAC), the statutory body for matters relating to war pensions, made up of representatives of ex-service organisations. A package of amendments was made to the scheme in April 2009, mainly to ease administration or correct anomalies in certain areas.The CAC will be fully consulted if any further changes to the scheme are proposed.

MOD takes very seriously its responsibility to provide high-quality mental healthcare to its personnel, and Defence Medical Services' mental health practitioners remain in touch with the latest advances and developments in treatment in order to ensure that patients receive the most effective and efficient management, subject to proper scientific evaluation and comparison with current effective treatments. We sponsor research and epidemiological studies that address aspects of the mental health of both the in-service and veteran populations. We also maintain a close dialogue with the military medical services of our principal allies, to share understanding and best practice. Additionally, our Academic Centre for Defence Mental Health, based at King's College London, is constantly reviewing the development of new treatments across the national and international spectrum and producing advice accordingly.Diagnosis and treatment of mental health disorders in members of the armed forces are performed by trained and accredited mental health personnel. In Afghanistan, we deploy uniformed mental health nurses to provide in-theatre care and treatment for our personnel. If personnel need to leave the operational environment, then their care continues either on an out- or in-patient basis in the UK or their permanent base overseas.In the UK, our mental health services for military personnel are configured to provide community-based mental health care, primarily through our 15 military Departments of Community Mental Health (DCMH) across the UK (plus centres overseas), which provide out-patient mental healthcare. The DCMH mental health teams, comprising psychiatrists, mental health nurses, clinical psychologists and mental health social workers, have particular expertise in treatments for psychological injury.For the relatively small number of military patients who need it, in-patient care is currently provided by a group of seven NHS trusts located throughout England and Scotland, led by South Staffordshire and Shropshire NHS Foundation Trust (SSSFT) through a central MOD contract.When personnel leave military service their healthcare becomes the responsibility of the NHS. Ex-Service personnel receive good treatment from their GPs but we recognise that many health professionals have limited experience of dealing with veterans who have mental health symptoms arising from their Service experience. The MOD, the four health departments and the Combat Stress charity have been working together with clinical experts and the Health and Social Care Advisory Service (HASCAS) to develop a new model of community based mental healthcare that will address assessment and treatment of veterans' mental health problems in the long term.The community mental health model is NHS-led and reflects NHS best practice. Two-year pilots, tailored to local circumstances, are operating at Staffordshire and Shropshire Foundation Healthcare Trust, Camden and Islington Mental Health and Social Care Trust, Cardiff and Vale NHS Trust, Tees Esk and Wear NHS Trust, Cornwall NHS Partnership, and NHS Lothian (led by the Scottish Executive). Evaluation of the pilot areas is now underway; early results from all six are encouraging, with evidence that veterans feel able to access and use the service with confidence. Informed by the results of the evaluation the service will be rolled out across the UK. In the interim, for areas not yet involved in the pilots, veterans with operational service after 1982 who are concerned about their mental health can attend our Medical Assessment Programme based at St. Thomas' hospital, for specialist mental health assessment by a consultant psychiatrist with extensive military experience.

Swimming exercises most of the main muscle groups, strengthens the lungs and is suitable for those requiring low impact exercise, for example, women during pregnancy, people who have mobility problems or those who need to protect their joints.These considerations informed several bi-lateral conversations between the then Secretary of State for Culture and the former Secretary of State for Health on the scope of the overall free swimming programme, and ongoing discussions between policy officials at the quarterly free swimming programme board.

The Government are committed to effective management of flood and coastal erosion risk. It stands by its previous forecast of spending a record £2.15 billion on flood and coastal erosion risk management over three years and its commitment to spend £780 million in the 2010-11 financial year, with £20 million of the original £800 million moved forward into 2009-10 budgets to provide early protection for 27,000 homes.Within the Government's previously announced figures for 2010-11, £659 million is going to the Environment Agency, local authorities' own expenditure will be an estimated £87 million and the remainder retained by DEFRA to implement the Pitt Review findings and help communities to adapt to climate change.In August, the Secretary of State announced which local authorities will benefit from funding set aside to implement the findings of the Pitt Review.

During the last 12 months, we completed public consultation exercise on four draft codes—for the keeping of cats, dogs, equines and regulations and a code for meat chicken welfare. We are also consulting on the welfare of non-human primates in private ownership. We have been considering the many responses we had to the consultation on each draft code and have held discussions with key stakeholders. Once the draft codes have been finalised we will then ask Parliament to approve them.

Last week, I visited Scawby primary in my constituency with some local council officers to look at temporary and mobile classrooms that have been there for 30 to 40 years and are literally falling to bits. The council is trying to put together a strategy to replace them, not just at that school but across all its schools, but it finds that the money that is being brought forward can be allocated only to schemes and projects that have been previously approved. If my local council officers are successful in having a replacement strategy, will my right hon. Friend agree to meet a delegation to see how we can secure some capital funding to get rid of these dreadful classrooms once and for all?

The money was partly for individual schools and partly for local authorities, and they need to have a meeting with my hon. Friend to see whether there is more that we can do about that issue. However, there would have been school money going through to deal with it. I am also pleased to say that his area was not one of the 27 areas that did not bring forward capital money—although that is quite surprising, because the vast majority had Conservative councils.

A total of £939 million in school capital funding allocations to schools and to 121 local authorities is being brought forward from 2010-11 to 2009-10 to be spent on school buildings, information and communications technology and other capital items, and to get contracts for local small businesses. It is very disappointing that 27 local authorities chose not to take up that offer, which could have meant a further £183 million in contracts for small businesses in those areas.

May I congratulate my hon. Friend and fellow MP4 band mate on a well-deserved promotion to his new post? We look forward to hearing the song that he will no doubt write about it.
On the colleges issue, my hon. Friend will be well aware of the worry that has been caused, the delay to the capital programme and the money that colleges have already expended in order to be shovel-ready. In my constituency, Goole college, which is part of the Hull college campus, is trying to push forward a project as part of the town's renaissance project; and, in north Lincolnshire the excellent John Leggott college is shovel-ready and a local contractor, Clugston, is ready to go in and deliver. Will my hon. Friend look into the issue as a priority and give those people the news that they hope to hear?
May I congratulate my hon. Friend and fellow MP4 band mate on a well-deserved promotion to his new post? We look forward to hearing the song that he will no doubt write about it.
On the colleges issue, my hon. Friend will be well aware of the worry that has been caused, the delay to the capital programme and the money that colleges have already expended in order to be shovel-ready. In my constituency, Goole college, which is part of the Hull college campus, is trying to push forward a project as part of the town's renaissance project; and, in north Lincolnshire the excellent John Leggott college is shovel-ready and a local contractor, Clugston, is ready to go in and deliver. Will my hon. Friend look into the issue as a priority and give those people the news that they hope to hear?

I thank my hon. Friend for welcoming me to my post. Being shovel-ready—to use the phrase that appears in some papers relating to the issue—is one of the criteria, along with a scheme's impact on the local economy and local learning, and so on. Those criteria are now being used to come to an objective decision. On his concerns about the expenditure and costs that have been incurred so far, as I said in my answer to the hon. Member for Henley (John Howell), reasonable costs will be reimbursed to colleges. I also assure my hon. Friend that the Learning and Skills Council's decisions will be announced shortly.

Friend will be aware of the fine work that social enterprises and charities do across all our constituencies, such as The Hinge, in Goole, which works with young, vulnerable and homeless people. That is a client group that, sadly, is likely to grow through this recession. Will my right hon. Friend reassure me that there will be fast-track funding to help social enterprises deal with that difficult and growing client group?

First, may I praise my hon. Friend for the charitable work that he does? Organisations such as The Hinge will have an enormous contribution to make over the coming months, and the strength that they could acquire in that time could serve them well in regard to their long-term contribution to the sector and to the communities that they work in. That is exactly why different Departments right across Government are putting in place significant amounts of funding to help the sector over the next two or three years. That funding would be cut if we took the advice of some in the House. Once the money is in place, it is vital that we get rid of any impediments to getting deals done, which is why I am bringing Ministers together to clear those road blocks out of the way much faster.

On a recent visit to Washington, I was very impressed by all that the Obama Administration are doing to try to rebuild trust and faith in the American presidency and Administration across the world, in stark contrast to the President's predecessor. Given how closely our Government were associated with the Bush regime, I wonder what my right hon. Friend is doing to back the Obama Administration so that we too can help to rebuild trust across the world.

We want to build trust across the world on the basis of what we do, and what we do with our allies, and our long-standing relationship with the United States stands us in very good stead. The Obama Administration share not only priorities but values with the UK Government. In respect of the new American President's outreach to the Islamic world and in respect of issues such as climate change, and also in his determination to get to grips with the middle east process, he has made a flying start in the past 120 days. He has made a start that is rebuilding America's reputation around the world.

In light of the economic downturn, the Government are sympathetic to the aim of helping smaller businesses, however, without the application it would be difficult for the local authority to establish whether a ratepayer occupies more than one property. This is a condition of entitlement to the small business rate relief scheme, particularly if that property is located outside of the billing area in which relief is being claimed. Those ratepayers certifying that they meet the given criteria do receive the relief.
