Creative Partnerships towards the Government's plans to offer a universal cultural entitlement to all children and young people.

Estelle Morris: The aim of Creative Partnerships is to give children and young people, particularly those living in disadvantaged
areas, access to rich and diverse cultural experiences through working directly with artists and other creative professionals. 25
Creative Partnerships have been established so far, with a further 11 due to begin in September 2005. By this time coverage will
have extended to 65 local education authority areas. Creative Partnerships is already having a significant impact. By November 2004,
there had been over 217,000 attendances by young people at more than 2,500 projects, and the programme had also provided over
141,000 hours of professional development to teachers and creative professionals.

James Purnell: To ask the Secretary of State for Defence what action the Ministry is taking with (a) EU and (b) NATO allies to
combat the threat of international terrorism. [199377]
Mr. Hoon: The Government are involved in a large number of counter terrorism initiatives with our EU and NATO partners, across the
spectrum of civilian and military activity. The majority of these fall in areas which lie beyond the responsibilities of the
Ministry of Defence. The issue is regularly discussed at all levels including in my own meetings with EU and NATO counterparts.
There is a significant role for armed forces in helping to tackle the underlying causes of terrorism through stabilisation and peace
keeping operations. Both NATO and the EU are making a vital contribution to international peace and security through operations in
countries where terrorism might flourish.

Mr. Stephen Twigg: We want all schools to be extended schools, making wider use of their facilities, including sports facilities.
Our recently published Five Year Strategy for Children and Learners includes our vision for extended schools at both primary and
secondary level which focuses on schools making wider use of their facilities and providing a core offer of services, including
widespread community use of specialist facilities such as sports halls.
The Government have made funding available to support local co-ordination and management of extended services in schools, and to
create up to 240 full service extended school models, with at least one in each LEA area, by 2006. These schools will provide a
prescribed core range of extended services and facilities, including sports and arts facilities.

education colleges at the local level. Mark Haysom, the Learning and Skills Council's Chief Executive will write to the hon. Member

area covering Stalybridge and Hyde. A copy of his letter will be placed in the House Libraries.

James Purnell: To ask the Secretary of State for Education and Skills what plans he has to provide specific funding to help further
education colleges in Stalybridge and Hyde refurbish and rebuild their estates. [185365]
Alan Johnson: All of the Department's post-16 learning and skills sector capital investment is allocated to the Learning and Skills
Council (LSC). The Department does not provide a specific budget to the LSC for rebuilding and refurbishing property in further
education colleges at either the local or regional levels. It is for the LSC to determine for itself the right level of capital
investment in further education colleges. Mark Haysom, the Council's Chief Executive, will write to the hon. Member on this matter.
A copy of his reply will be placed in the House Libraries.

Malcolm Wicks: The number of pensioners in Stalybridge and Hyde who received a winter fuel payment for winter 2003-04 was 15,580. As
at 31 May 2004, 4,530 households (5,430 individuals) in Stalybridge and Hyde were in receipt of pension credit.
Notes: 1. Figures are rounded to the nearest 5. 2. The winter fuel payment figure includes only the main payment run--i.e. it does
not include late payment run figures. We estimate that there are approximately 100,000 people in Great Britain paid via late payment
runs (0.8 per cent. of all payments). However, since late payment runs are mainly in respect of non-system cases whose claim
had not been received by qualifying week, they are heavily skewed towards men aged 60. 3. Individuals in receipt of pension credit
include a small number of cases of couples where the partner is under age 60.

Mr. Sutcliffe: The Government have done a great deal through the minimum wage and tax credits to help the low paid. From October
2004, the minimum wage, in conjunction with tax credit and other benefits will provide a guaranteed minimum income of at least £252
a week for families with one child and one adult earner in full-time work, working 35 hours per week.

1. The financial data are taken from Tameside LEA's Section 52 Outturn Statement submitted to the DfES from 1999-2000 onwards and
the ODPM's R01 statement previously. Expenditure was not distinguished between pre-primary and primary sectors until the inception
of the Section 52 outturn statement in 1999-2000. 1999-2000 figures reflect the return of GM schools to local authority maintenance.
2. The outturn 2002-03 tables captured the data in a fundamentally different way to the previous years. Categories were aligned with
the Consistent Financial Reporting framework and the spending by LEAs was no longer split by school sector. Consequently the unit
costs per pupil in 2002-03 are not strictly comparable with earlier years as they include an apportionment of LEA expenditure based
on pupil numbers. 2002-03 data is subject to change by the LEA. Figures are adjusted to 2002-03 prices using the March 2004 GDP
deflators. 3. Net current expenditure (NCE) includes expenditure within schools and also that incurred centrally by the LEAs. 4. The
NCE per pupil figures for pre-primary and primary relate the net current expenditure (after recharges) in the pre-primary sector and
maintained primary schools to the total number of financial year pupils who are educated in the maintained nursery and primary
schools sector. 5. The NCE per pupil figures for secondary relate the net current expenditure (after recharges) in maintained
secondary schools to the total number of financial year pupils who are educated in the maintained secondary schools sector. 6. The
NCE per pupil figures for special schools relate the net current expenditure (after recharges) in maintained special schools to the
total number of financial year pupils who are educated in the maintained special schools sector. 7. Pupil data are drawn from the
Annual Schools Census adjusted to be on a financial year basis.
