Last week, I attended a celebration of the Ear Foundation, which is a charity that was set up to fund the first cochlear implant procedure in the city of Nottingham. Now that the National Institute for Health and Clinical Excellence has decided that it is a good idea for profoundly deaf children to have implants for both ears, can the Secretary of State tell me what he is doing to ensure that primary care trusts listen to that advice?

Only yesterday, the Minister for Employment Relations and Postal Affairs warned that the recession should not be used as a reason to exploit vulnerable workers. Many of us welcomed that warning, but can he tell us what his Government are doing in practical terms to ensure that that does not happen?

Does the Minister agree that, during a period of economic downturn, it is even more important that we reduce the congestion that costs business £160 million a year? We are asking the people of Nottingham and not the Government to make a decision about the workplace parking levy. Ninety four per cent. of people there have said that they have complete satisfaction with the tram system, and 80 per cent. say that they want it to be extended.

I thank the Minister for that answer. With the CBI and the TUC telling both employers and employees that now is not the time to withdraw or withhold pension contributions, what can the Government do to strengthen that message and get it across to people that pensions are now safer and a better long-term investment than they have ever been in the past?

I heard the Secretary of State give guarantees to Bury about future spending. Nottingham city council is not in the first two tranches for primary school capital expenditure. We have been reassured that the money will still be available when it is our turn, but may I ask the Minister for Schools and Learners whether that is the case? Will he give us that guarantee, and say that there is no possibility of the future capital programme being cut?

Will the Minister assure us that, rather than being diverted by Gaza, more attention will be given to the west bank?
